The files listed below were handed over to the Munich State Archives by the Laufen District Office in 1959 (1827 files), 1962 (720 files), 1966 (280 files), 1972 (12 files), 1976 (approx. 40 linear metres) and 1977 (1 file). The indexing was carried out by various editors, among them the assistant archivists of the 1975/1977 course, who, under the direction of Chief Inspector Klaus Fischer, were responsible for the processing of the 1962 and 1976 levies from June to September 1976 as part of the practical training at the Munich State Archives. Since only one summary list was available for the older levy and no list at all for the more recent levy, both levies were combined and completely reworked. The subsequent reorganization into objectively connected groups was generally oriented towards the standard file plan, but also deviated from it when the circumstances made it necessary. The following record groups were not archived, but destroyed: Vaccination lists, subsidies for farmers' drainage work, state audit. In a further work step, the index data of the individual taxes were then summarized in a joint volume of repertories by Chief Archive Inspector Anton Grau at the end of the 1970s. As part of a retroconversion project in 2015, this analogue tape repertory was finally digitised unchanged.

The archive of the von Schiber family from Munich: "It was a dear time, the good old time before anno 14. In Bavaria even cooked. The beer was still dark, the people warned typically; the lads dashing, the dirndls decent and the dignitaries a bit distinguished and a bit casual. There was still a lot in order back then". This is how Georg Lohmeier characterizes his Success series "Königlich bayerisches Amtsgericht" the Prinzregentenzeit, historically, the time of the bourgeoisie. Today the beer is no longer dark and many other things have changed a lot. Thus the last relics of this time gradually disappear, the time of the Bildungsbürgertum with its pronounced status consciousness from the traditional Munich, which in retrospect turned out to be an extraordinary stroke of luck, when in the summer of 2013 Wolfgang von Schiber was in the State Archives Munich asked about the possibility of archiving his family archive, that he wanted his father's life's work to be in good and professional hands. Already the first very rough sighting of the wooden crates made especially for the archiving of the documents let assume, that this is a very extraordinary, with much love and expertise invested family archive of an educated citizen from the 19th century. and the beginning of the 20th century. To anticipate: the first impression was surpassed by far after a more intensive inspection and development. After the archive had been transferred to the State Archives in Munich, it was possible to begin the indexing of the holdings in the premises there. In the case of such cataloguing activities, an attempt is first made to reconstruct a pre-archival order, which promises a first clue for a meaningful thematic structure of the documents. In the case of the Schiber´schen archive, this was quite simple, since a numbering was attached to the wooden boxes. The very first files brought to light almost unbelievable things: Files on the tectonics of the archive, on the classification according to family history topics, on the storage of the archive in wooden boxes and finally the number books. In these books were all over 25 books handed down in the family archive.000 documents with consecutive numbers were entered and the note was also added, under which case reference the letters had been filed. The file numbers themselves also had their own structure, mainly according to genealogical aspects. In addition, there is also an archive usage order and an order scheme graded according to colour characteristics. The creator of this comprehensive order was Wilhelm von Schiber (1889-1963), the father of the donor. Wilhelm, a native of Munich, graduated from the Theresiengymnasium in Munich and then studied in Heidelberg, Munich, Kiel and Erlangen, and was subsequently an active combatant from 1914-1918. From this time approx. 1000 field letters from and to him; in addition he kept a war diary, which the passionate draughtsman occasionally enriched with sketches. But that's not all: to the war diary there are still four plant volumes in which Wilhelm von Schiber collected everything that seemed important to him: Postcards to the places of action, photographs of the troops, orders for action, tickets, emergency money, etc. After his demobilization he found a job as a government councillor at the Bavarian Insurance Chamber. After his marriage to Margarete Fischer in 1934 and the outbreak of war in 1939, he was drafted again and came as local commander of the local commander's office I/635 to the north of France. After the end of the war and an internment of almost one year he took after some time and After a long period of quarrelling with the military government, he resumed his work at the Bavarian Insurance Chamber. Throughout his life Wilhelm von Schiber was anxious to achieve this, to organize his family archive and supplement it with documents, that were transferred to him by relatives or that he actively "took over". He maintained an extensive correspondence with all his relatives, and other family members, especially on genealogical and genealogical questions. First and foremost, however, he endeavoured to create the most extensive genealogical tables and genealogical series for his ancestors, spending a lot of money commissioned by genealogists, which provided him with corresponding source excerpts and strain series, who drew them from archives of the most diverse provenance. He himself could not always devote himself to this task with the intensity he hoped for, for he came to it, as he ironically writes to the Amberg State Archives, on the always planned visit of two world wars in between. In this way numerous family files with excerpts from church books, marriage records, personal files, photographs, original letters were created, completely worked out stem rows, coat of arms drawings, Seal imprints, but also hair curls, everything arranged according to the scheme worked out by him. In addition to this activity, he also devoted himself to his literary inclinations, so he wrote - mostly under the pseudonym "Wilhelm Burkhardsberg", the place of origin of the first tangible ancestors - numerous genealogical and family history works, partly also of extensive nature, like "Die Ahnen des Wilhelm von Schiber" (1932), the "Münz- und Schaumünzkunde für Familienforscher" (1937), the story "Der von Steinsdorf" (1930), "The Ernst of Hagsdorf, the Ernst from Vohburg and their relatives" (1931), "The descendants of Johann Baptist Simon Ritter von Schiber from the house Burkhardsberg" (1957) and not to forget his "preparatory work for the family chronicle" (1911-1917). In addition, he took part in numerous prize competitions and wrote the poetry cycles "Rote Blätter" (Red Leaves), "Nature and eroticism" and "Revolution cycle" as well as numerous other poems and short stories not summarized in cycles, who usually lie dormant unpublished in his family archive. Wilhelm von Schiber probably had his passion for the family and also his level of education; he was fluent in English, French and Latin, in which he even wrote his diaries in his youth, inherited from his father, Franz Xaver von Schiber (1834-1920). "Xavier" or "Boraxl," as his nicknames were, was also a lawyer and could have made a great career in the diplomatic service due to his excellent grades, but remained in the Bavarian administrative service at the express request of his father. From April 1868 he was the youngest Bavarian district official in parish churches, subsequently in Fürth, Wasserburg and Berchtesgaden from 1878-1888 Bezirksamtmann in Lindau. He was reluctant to leave his beloved Lindau for Munich, but his troubled health made a retreat into private life seem advisable. He had to go to the neurology clinic.wittelsbach" in Munich and devoted himself entirely to his self-chosen tasks, primarily the publication of an Italian dictionary. The rejection of the Lexi-kon by the publishers again brought him one of his severe personal disappointments. In addition, the family archive contains his extensive diary series, numerous letters and photographs as well as a collection of business cards. He was married to his base, Sophie Maillinger (1865-1951), who came from Landau i.d. Pfalz. After the families moved to Munich in 1877, she belonged to the Barlow family's closest circle of friends, later Brown House). Here she also met Franz von Schiber, whom she married in 1888. Via Sophie von Schiber, a large part of the estate concerning the Maillinger family also came to the family archive. For the family archives, the The parents of Franz von Schiber are Gustav Achilles von Schiber and his wife Caroline Baumüller. Gustav Achilles Schiber, called "Gustl" was born in 1812 in Amberg. His father, Johann Baptist Simon Ritter von Schiber, was at that time a legal adviser at the Appellate Court in Amberg, But after his appointment the family moved to Munich in 1819, where Gustl attended the cadet school. In 1831 he became Junker in the Infantry Body Regiment and married Karoline Baumüller in 1833 in Munich's Dom. Since Gustav was an extremely talented draughtsman and gifted hobbyist, he made the traditional sewing kit temple for his bride's wedding. His skills in technical drawing were very much in line with his professional career, he was transferred to the Topographic Bureau in 1842, which at that time was housed exactly where its written and graphic legacy is once again kept today: at the Munich State Archives, the former War Department. After further career jumps to captain and major he left the association in 1863. In the private sphere Gustav, Caroline and "Xavier" were very fond of travelling, spent much time at the Ramsdorf headquarters in Lower Bavaria, which belonged to their friend Ludwig Freiherr von Verger, which is immortalized several times by Gustav in his numerous sketchbooks as well as in the Chiemsee region. In addition, there are several oil paintings from his brush in the family property. Of course, Wilhelm von Schiber had photographic reproductions made for his family archive. Following his sociability, he was a founding member of the Harbni Order (1850), a society against the animal seriousness to which a number of well-known Munich personalities belonged, e.g.B. Max von Pettenkofer. There is also a rich tradition of this in the family archive. He was also the first in the family, who, on the basis of his personal acquaintance with Franz Xaver. Gabelsberger and a penchant for the shorthand this also used, as later above all the archive founder Wilhelm von Schiber did this excessively. After her wedding, his wife Caroline Baumüller confined herself to raising children and doing the housework. She enriched the family archive with her friendship album, which shows not only the beautiful miniatures and aphorisms but also their extensive circle of friends and family. Father of Achilles and progenitor of the present line of Schiber was Johann Baptist Simon von Schiber (1770-1836) from Burkhardsberg in the Oberfalz (Lkr. Schwandorf). After studying jurisprudence and obtaining his doctorate in Ingolstadt, he initially worked as a land commissioner in Munich, from 1804 State Directorate Council to Amberg. Since 1808 he was crown fiscal at the Appellation Court in Amberg and in 1819 he was promoted to the General Fiscal Council in Munich, in 1826 to crown attorney at the K. State Ministry of Finance. Johann Baptist von Schiber died in Munich in 1836. Some of his originals have also been preserved in the family archives, especially an exchange of letters from the end of the 18th century. It deserves to be mentioned here. In addition, numerous archival documents from the State Archives Amberg, Munich State Archives and the Bavarian Main State Archives z.T. literally copied or excerpted and are attached to the personal file of Johann Baptist von Schibers. In addition to the numerous "ego-documents", such as diaries and letters, which have been described as such in current research, the friendship albums and sketchbooks a more than extensive photo library forms a crowning conclusion of the family archive. Photographs of all members of the family and all branches of the family are gathered here in two larger cartotheques. The oldest photographs certainly date back to the middle of the 19th century. So this is not only a highly remarkable source in terms of family history, but also in terms of technical history, which documents the influence of technology on the status and self-confidence of the educated bourgeoisie. That there is also a name, object and place index for the entire archive, who refers back to the number books, was no longer too surprised by the meticulousness of the archive founder. The "Schiber Family Archive" invites cultural historians, genealogists and those interested in cultural history, to trace the great time of the bourgeoisie but also its decline on the basis of its own sources. The Industrieverband Schneidwaren und Bestecke (IVSB) was formed by the merger of the Fachverband Schneidwarenindustrie (FSI), founded in Solingen in 1946, and the Gesamtverband Besteck-Industrie (GBI), founded in Wiesbaden in 1966, on May 4, 1971. The IVSB was integrated into the structure of the commercial economy as a federal trade association within the Wirtschaftsverband Eisen Blech Metallindustrie im BDI (Iron Sheet Metal Industry Association). In 2002 the company merged with the Verband Haushalts-, Küchen- und Tafelgeräte to form the Industrieverband Schneid- und Haushaltswaren (IVSH). The local manufacturers' associations of the cutlery industry can be regarded as historical forerunners of the trade association of the cutlery industry. After a strike on 13 May 1891 the association of all factory owners in Solingen was founded. Initially, it included the Tafelmesserfabrikantenverein, the Scherenfabrikantenverein, the Taschen- und Federmesserfabrikantenverein and the Gabelfabrikantenverein. After the renaming to Verband der Fabrikantenvereine Solingen on 4 May 1900, the fifth member was the razor manufacturer association. Outside of this umbrella organization stood the Waffenfabrikantenverein and the various clubs for the owners of the fights. After 27 July 1903 they organised themselves as sub-associations in the newly formed association of employers in the Solingen district. This local employers' umbrella organisation was open to all branches of industry, in contrast to the Association of Manufacturers' Associations Solingen, which was limited to the cutlery industry and changed its name again to the Association of Manufacturers' Associations Solingen in 1907. Since 1909, Dr. Hornung has managed both the AGV's and the "Verband's" business. In 1911, the membership of the two associations was demarcated, and the AGV transferred the steel goods companies to the Solinger Fabrikantenvereine association. This personal union in the management of the two trade associations existed until 1926. On 12 April 1922, the local trade associations were reorganised according to economic, technical and socio-political criteria with the founding of the Employers' Association of the Upper District of Solingen. The new AGV acted primarily as a local collective bargaining partner, no longer taking on any trade association tasks. In addition to the AGV, the Solinger Fabrikantenvereine association and the Solinger Schlägereibesitzervereine association continued to exist as independent economic organisations under the umbrella of the Eisen Stahlwaren-Industriebund (ESTI), founded on 14.6.1919 as a "representative of the entire iron and steel industry in the organisation of the Reichsverband der Deutschen Industrie". The ESTI with its headquarters in Elberfeld was active in the Bergisch-Märkischen region (Wuppertal, Remscheid, Solingen, Velbert, Hagen). With the ESTI, Solingen entered into a relationship with the umbrella organisation of the iron processing industry and thus with the RDI. AGV and ESTI worked so closely together in Solingen that they maintained joint management with two managing directors of equal rank, Dr. Oskar Bachteler and Dr. Willi Großmann. The smashing of the trade unions on 2 May 1933 was followed from 19 May 1933 by the fixing of collective wages by the "trustee of labour". The Solingen Employers' Association was also suddenly without function as a collective bargaining partner and was finally dissolved by the National Socialists on 22 January 1934. The mergers of the companies now concentrated on the specialist organisation. The umbrella organisation in Solingen was the ESTI with its three main professional associations, the Solingen Steelware Manufacturers Association, the Solingen Racketeering Owners Associations Association and the Razor Blade Industry Association (founded on 3.10.1925, 1930 Association of Razor Blade Manufacturers). The ESTI from Solingen was finally integrated into the DAF under the name "Fachgruppe Schneidwarenindustrie der Wirtschaftsgruppe Eisen- Stahl und Blechwaren" and functioned as an economic policy organisation covering the entire cutlery industry of the German Reich. Gustav Grünwald from Argenta (Düsseldorf) was the first head of the Cutlery and Cutlery Division based in Solingen. He was followed by Franz Buchenau in Heinr. Böker and Dr. Walter Müller in Pränafawerke. After the end of the Second World War, on 6 November 1945, the EBM Economic Association received permission from the occupying forces to reestablish itself. Under the chairmanship of Kurt Peres the Fachvereinigung Schneidwarenindustrie was formed. The first domicile was the former Gräfrather Rathaus, then the Fachvereinigung found its accommodation on Albrechtstraße. From 1.4. 1946 the new name was Fachverband Schneidwarenindustrie. Dr. Bachteler was able to resume his full-time activities for the association on 1 November 1946. In 1953 Bachteler became managing director of the AGV at the same time. Administrative history: In article 93 of the constitution of the Free and Hanseatic City of Hamburg, published on 28.9.1860 (Hamb.VO, p.79), it had been determined that the tradesmen should elect a committee for the promotion of the business enterprise. The details should be determined by law. This edition fulfilled the Gewerbegesetz of 7.11.1864 (Hamb.VO, p.161). On the basis of this law, an interim trade committee consisting of 15 members was initially set up, which met for its constituent meeting on 27.1.1865. Its members had been elected five each by the elders of the former guild trades (offices), by the Senate and by the citizens. The committee in turn sent five members as representatives of the trades to the citizenship, where they replaced the deputies departing by law from the former older people. Its task was to prepare the conditions for the future final committee. Soon the interim trade committee presented a bill, which was not approved by the Senate. After long negotiations between senate and citizenship the "Gesetz betr. die Gewerbekammer" (Hamb.Ges.Slg.I, p.119) could finally be published on 18.12.1872. Herewith the committee required by the constitution received the designation "Chamber of Commerce". He was subject to the administrative department for trade and commerce (§ 1). Like its provisional predecessor, the Trade Chamber also consisted of 15 members, five of whom were seconded to the citizenship. Only those tradesmen were to be represented in the Chamber of Commerce who operated their business within the boundaries of the then Hamburg Free Port Area, including the Zollverein defeat. For the purpose of the election, the trades were divided into 15 groups, each of which had to elect a representative, for a period of five years. Three of the members should resign each year. Every self-employed businessman who had the right to participate in the elections for citizenship was entitled to vote and eligible for election. Each year, the members of the Chamber elected a chairman and his deputy from among their number. The Chamber's duties, as outlined in § 11 of the Act, included representing the interests of Hamburg trade, providing expert opinions in trade matters for the Senate, the courts and private individuals, and also participating in the administration of commercial schools. The costs of the Chamber's business operations were borne by the State Treasury. The first elections to the trade chamber took place after preparation by the interim trade committee on 31.3.1875. On 21.4.1875 the newly elected chamber met for its constituent meeting and took over the business and files of the interim committee, which dissolved at the same time. The Reichsgesetz of 26.7.1897 (RGBl., p.665) brought about drastic changes to the Gewerbeordnung. Section 105 of the new Rules of Procedure stipulated that chambers of craftsmen were to be set up to represent the interests of the crafts of their district. § 103q left it to the Land central authorities to determine that existing institutions could be entrusted with the exercise of the rights and duties of the Chamber of Crafts. The new law was gradually enacted by imperial decrees. The provisions on the formation of chambers of crafts entered into force on 1.4.1900 through the VO of 12.5.1900 (RGBl., p.127). In accordance with this, the Senate issued the notice of 2.4.1900 (Official Gazette, p. 487), which transferred the rights and duties of a Chamber of Crafts to the Chamber of Commerce for the entire territory of Hamburg. The requirements of the new trade regulations now also required a reorganisation of the Trade Chamber Act. The focus was on the question of representation of the many new industrial companies that have emerged in recent decades. While a minority of large industrialists were in favour of joining the Chamber of Commerce, the majority of smaller manufacturers decided to remain in the Chamber of Commerce. The area of competence of the Chamber also urgently needed to be revised. Section 3 of the old law had defined the free port area as the scope of the business area, which, however, had shrunk considerably as a result of the customs connection on 15 October 1888. Therefore, the chamber elections were tacitly held for all those tradesmen who were resident in the urban area and in the suburbs. After long negotiations the "Act on the Chamber of Commerce" of 4.10.1907 (Official Gazette p.589) was finally passed. From now on, the chamber was divided into a craft department and an industrial department, each with 12 members. The jurisdiction extended over the entire territory of Hamburg. The members were to be elected for a term of six years. At the end of each year, four members (2 each from each department) resigned. Replacement elections were held for members who resigned early. The Chamber sent representatives from among its members to the Deputation for Trade, Shipping and Industry, to the Advisory Authority for Customs, to the Administration of Trade Education and to the Supervisory Authority for Guilds. Parallel to the reorganization of the Chamber of Commerce, an Industrial Commission was formed at the Chamber of Commerce (Official Gazette 1907 p.600). The "Bekanntmachung betr. die Errichtung der Gewerbekammer und die Industriekommission der Handelskammer" of 23.12. 1907 (Official Gazette p.757) brought both changes into force on 1.1.1908. This solution was a compromise between the two conflicting aspirations in industry circles which emerged during the long negotiations. The new version of the Trade Chamber Act of 20.11.1922 (HGVBl. p.645) essentially brought changes in the election procedure, which were partly due to the discontinuation of Hamburg citizenship. The number of members for trade and industry was increased to 20 each. The election continued for six years, but with the proviso that half of the members should resign every three years. An additional important innovation was the raising of funds for the Chamber, which had previously been paid for from the State Treasury. Now § 27 of the law gave the possibility to raise a contribution graduated after the height of the taxable conversion. The new elections were to be held within 3 months of the promulgation of the law. The new law was brought into force by the announcement of 20.11.1922 (HGVBl. S.657) on 23.11.1922. In the following years, only minor changes were made to the law in force: on 4 June 1924 (HGVBl. p. 375), on 7 February 1927 (HGVBl. p. 84), on 6 April 1927 (HGVBl. p. 173) and most recently by the "Third Ordinance on the Implementation of the Act on the Structure of Administration" of 30 March 1928 (HGVBl. p. 136). A new task fell to the trade chamber with effect from 1.4.1930 by the mechanism and establishment of the handicraft roll with regulations of the Reich Minister of Economics of 25.4.1929 (RGBl. I S.87) and of 4.3.1930 (RGBl. I S.35). The Chambers of Crafts (Gewerbekammern) were required to keep a register of all craftsmen who were engaged in a standing trade on their own. The National Socialist seizure of power brought a complete break in the history of the trade chamber. On 31.5.1933 (Senate Protocol I 1933, p.272), the Senate approved a joint motion of the Chamber of Commerce and the Chamber of Commerce of 18.5.1933 to form an "Industry Committee" at the Chamber of Commerce consisting of representatives of both chambers. However, this state of affairs was only of short duration, because on 26.1.1934 (Senate Protocol p.27 and printed matter no.1) the Senate enacted the "Law on the Formation of a Unified Industrial Division at the Chamber of Commerce". The Chamber of Commerce took over the sole representation of Hamburg's industry after the dissolution of the industrial department of the Chamber of Commerce. The Reich legislation now brought about drastic changes: On 29.11.1933 the "Gesetz über den vorläufigen Aufbau des deutschen Handwerks" (RGBl. I p. 1015) was passed with the three implementing ordinances of 15.6.1934 (RGBl.I p.493) and 18.1.1935 (RGBl.I p.14 and p.15). The 2nd regulation of 18.1.1935 determined in § 1 the management of the chambers of crafts according to the Führergrundsatz. The Reich Minister of Economics was in charge of supervision. The 3rd Ordinance of 18.1.1935 tightened up the provisions concerning the register of craftsmen, in which from then on only self-employed persons who had also passed the master craftsman's examination were entered. Only those who were entered in the trade register were allowed to operate an independent trade as a standing trade. The management of the handicraft register was transferred to the trade chamber by the ordinance of the senate of 26.4.1935 (HGVBl. p.119). The Gewerbekammer ceased to exist as a result of the "Gesetz zur Aufhebung des Gesetzes über die Gewerbekammer" in the form of an announcement of the Reich Governor dated 30.9.1936 (HGVBl. p.227) with effect from 1.10.1936. It was replaced by the new Chamber of Crafts. Delivery and order The files of the Chamber of Commerce were delivered in four deliveries (1957,1965,1976) from the Hamburg Chamber of Crafts to the State Archives. During a preliminary examination in 1963, mainly journeyman and master craftsman examination files were collected, except for examples, because the Chamber of Crafts has master craftsman directories with information on the examination date. The file size before the beginning of the order work was approx. 13 linear metres. After cassation of already printed annual reports, concepts, cash audit cases and duplicate documents, the volume now amounts to 11.8 linear metres of shelving. The file classification used by the Chamber of Commerce proved to be unusable because of its group designations, which were mostly too general, and was not adopted. The reorganization was based on a classification according to factual aspects with partial reference to the earlier scheme - as far as possible and necessary for understanding the connections. The demarcation of the Gewerbekammer from the Handwerkskammer resulted from the design of the Handwerkvertretung in the National Socialist period. With 1.10.1936, the effective date of the new legislation, the existence of the Chamber of Commerce ends. The files of the supervisory authority for the guilds also delivered by the Chamber of Crafts form an independent collection (376-15). July 1978 Inventory description: The Hamburg Constitution of 28.09.1860 stipulated that tradesmen should elect a committee to promote the trade. A law should determine the details. The Trade Act of 1864 created the basis for the establishment of an interim trade committee at the beginning of 1865 to prepare a final committee. It was not until the end of 1872 that a Trade Chamber Act was published, with the result that the committee required by the Constitution was given the designation Trade Chamber. The Chamber of Commerce consisted of 15 members and was subordinate to the Administrative Department for Trade and Commerce. The tasks of the Chamber of Commerce included representing the interests of Hamburg's trade, providing expert opinions on trade matters for the Senate, courts and private individuals, and participating in the administration of commercial schools. Changes in the trade regulations led to the Senate of the Chamber of Commerce in 1900 also transferring the rights and duties of a Chamber of Crafts. The trade chamber law of 04.10.1907 divided this into a crafts department and an industrial department. The NS era brought drastic changes. In 1934 the Chamber of Commerce took over the sole representation of the Hamburg industry after the dissolution of the industrial department of the Chamber of Commerce. With effect from 01.10.1936 the activity of the trade chamber ended. It was replaced by the new Chamber of Crafts. The order comprises documents on the following areas of activity of the Chamber of Commerce: Internal affairs of the Chamber (organisation, elections, reporting), participation of the Chamber in authorities and administrations, relations with other organisations and institutions, conferences, economic promotion, trade regulations and labour law, training and examination, insurance, job creation, market economy, transport, taxation and customs, money and credit, calibration, administration of justice, construction, health, sport and statistics. 1814-1930 (1945) The holdings 70 of the Mainz Municipal Archives comprise all preserved files of the Mainz Municipal Administration from the period 1814/16 to 1930/45, i.e. the period when Mainz belonged to the Grand Duchy or People's State of Hesse, therefore the holdings are also called "Hessian Archives". The "Hessian Archive" also includes the files of the occupation office during the French occupation of 1918-1930 (fonds 71) and the old registry of the Mainz City Library (fonds 72). The personnel files of the Hessian period were also separated and added to the personnel files of the city archive (here: accesses before 1962). The files of the stock 70 originate from the mayor's office of the city of Mainz and from individual municipal offices or companies. Also files of the former district office Mainz are in the inventory. This goes back to the initiative of the former government director Richard Falck, who in the 1920s was active as an assessor in the district office and worked to ensure that the files relating to Mainz were not handed over to the state archives in Darmstadt, but were transferred to the city archives. Apart from a few exceptions, the records of this collection end in 1930. The municipal files from the National Socialist era (1933-1945), which were in the main registry of the town hall, were burned during a bombing raid on Mainz in August 1942. The files were also destroyed at various other municipal offices in 1942-1945. The personnel files that survived the war were not affected. It is not possible to prove for all partial holdings when the files reached the city archives or who handed them in. In the access books from 1909 to 1945, a total of 90 entries of various sizes can be found, which according to their provenance and duration can be assigned to the "Hessian Archive" and which are also largely to be found in today's holdings. Some accesses are no longer to be found and have probably been cashed (e.g. files of the garden administration and the rental agreement office). A large part of the listed deliveries is accounted for by the finance and accounting departments of both the general administration and the city. Companies, but also the local citizen registers, the trade diaries, files on fruit prices and the fruit market, on the poor and welfare, on the electricity and waterworks, election records and various deliveries of school files are mentioned in the access books. A list of the proven accesses can be found in the electronic file of the city archives under Findmittel/Sonstiges. Also after 1945 still files were handed over, which were assigned to the existence 70, in the activity report of 1948-1950 9 Faszikel air-raid protection files (cf. 70/1028 ff.) are mentioned, 1951/52 4 volumes citizen registers of the 19th century are mentioned. Ordnungsarbeiten ab 1935 (nach den Tätigkeitsberichten des Stadtarchivs) The order of the files of the Hessian period was the responsibility of the administrative secretary Wilhelm Danz from April 1935, who was active in the archive from that time. In the year 1940 4533 file bundles were formed. In 1943 390 ordered bundles were added. The type of content of the order is not reported in the activity reports. During the Second World War, a total of 92 bundles of today's 70 files had been moved to the Heldburg in Thuringia. Until 1960, there was no evidence in Mainz for these outsourced files. The files reached the central archives of the GDR in Potsdam via a collection depot in Merseburg and were not returned to the city archives until December 1986. In the "Verzeichnis der von der DDR zurückkommenen Archivalien" these bundles are listed under the numbers 586-678. After their return, they were sorted into the "Hessische Archiv" (Hessian Archive), which had meanwhile been arranged according to the file plan, and before the files were renumbered they bore the signatures "DDR-Akten Nr. [Bündelnummer lt. o. g. Verzeichnis]". During the Second World War, the archive holdings remaining in the house had to be moved several times due to the air raids. On 27.02.1945, "a small, not important, archive of modern records" was destroyed. The two upper floors of the municipal library burnt out, causing the remaining files in the house to become very disordered and the staff had to clean them of debris and dust. The files of the stock 70 were also completely confused. City secretary Danz began anew with a reorganization, in 1948 the ordered stock comprised 291 running meters, in 1952 more than 400 running meters, in 1954: 600 running meters. In 1952 there is still talk of a "jumble of single leaf pieces which are read out of the rubble or come to light from the torn, fallen apart bundles". At that time the collection was divided into 13 sections, which were listed in the activity report for 1950/51-1951/52. In his annual report for the years 1952/53-1953/54, Wilhelm Diepenbach cites an example of the work of organizing single sheets: "In earlier decades, the local court also had to deal with matters of poor law. Consequently, documents relating to this matter were classified under the factual term "local court". Now all such documents are taken out and classified in the civil alphabet under surnames." In the 1950s, Wilhelm Danz had separated out a mountain of files from the Hessian period and planned them for cassation (among them were the files on the Jewish community!); the timely intervention of his archive colleagues prevented the destruction of these valuable archival records. In 1957/58, after the departure of Danz, the archivists noticed that the system according to which the bundles of files had previously been set up (the 13 departments mentioned above) no longer met the requirements, and they had to begin anew with reordering work. The holdings were roughly sorted according to alphabetical keywords, thus preparing the final reorganization. Whether this refers to the order according to the Hessian municipal file plan of 1908 cannot be inferred from the activity reports, but is probable. Wilhelm Danz's successor was the archivist Siemsen, followed by Mrs. Schmelig. As late as 1963, Ludwig Falck, who later became archive director, wrote in the commemorative volume "De Bibliotheca Moguntina": "The uniform order ... is still in progress and will take a long time, since this work has been made very difficult by all kinds of adverse fates." After the conclusion of the order work and the listing of the file bundles formed and inscribed by the archivists according to the registration plan for Hessian mayor's offices from the year 1908, the files could be found with the help of the file plan and by examination in the magazine whether files were available to a file plan department. There wasn't a list of files. The departments and sub-items of the file plan were considered signatures. A first list of files was drawn up in the 1980s by Doris Braun, a graduate archivist. It comprised 1406 numbers and the file plan departments I (head of state) to XII (church affairs) and thus about the first quarter of the entire stock. In 2003, Ursula Kwasniewski, an archivist, began to enter the existing list of files into the archive database "Faust". The unrecorded files were then numbered consecutively and these new file signatures, together with the file titles and file numbers on the file covers, were recorded in the database. The building files in the inventory deviate from this numerical order. They had already been entered some years earlier according to the sections "Bauakten vor 1900" and "Bauakten nach 1900" and within these groups alphabetically according to building owners. This registration corresponded and corresponds to the physical order of the building files which are at the end of the inventory. After entering the approximately 22,000 file titles, Ramona Göbel (later: Weisenberger), a graduate archivist, read the titles on the basis of the database Correction and created a classification, which is largely based on the preliminary order according to the registry plan of 1908.
