History of the Inventory Designer: In 1880, the "German Agricultural Council" suggested the creation of a "Reichszentrale zur Beobachtung und Vertilgung der die die Kulturpflanzen schädden Insekten und Pilze" (Reich Centre for the Observation and Eradication of Insects and Fungi Harmful to Cultivated Plants). On 24 March 1897, the Member of Parliament and practical farmer, Dr Dr hc. Albert Schulz-Lupitz in the Reichstag, an initiative for the creation of an "agricultural-technical Reichsanstalt für Bakteriologie und Phytopathologie". A necessity was given by the annual damages in the agriculture and forestry by diseases and pests of the cultivated plants and because of the importance of certain bacteria. This request was initially postponed until the following year and was finally dealt with again on 28 January 1898. On that day the Imperial Health Office demanded 2400 Marks for a "botanically trained unskilled worker" who would not only carry out the food examinations, but also the botanical work for the pharmacopoeia and the exploitation of plants from the protectorates, as well as be active in the field of plant protection. Finally, on 25 February, a commission met at the "Imperial Health Office" to discuss the planned establishment of a "Biological Department" at the Health Office and to draw up a first memorandum. The integration into this office was carried out because the now projected tasks (e.g. combating phylloxera) had been carried out there for years. The founding memorandum set out the tasks of the future research institute in eight points and became part of the "Law on the Determination of a Supplement to the Reich Budget Budget for the Financial Year 1898". In 1899 this department already comprised four laboratories in the newly built building of the "Imperial Health Office" in Klopstockstrasse in Tiergarten. Initially the department (see Reichstag printed matter no. 241, 1898): - study the living conditions of animal and plant pests of cultivated plants and gain the basis for their control, - study the damage to cultivated plants caused by inorganic influences, - study the beneficial organisms from the animal and plant kingdoms, - study the microorganisms useful and harmful for agriculture, and - study the diseases of bees. - In addition to the experimental activities, the following tasks were also assigned to the department: - Collecting statistical material on the occurrence of the most important plant diseases at home and abroad, - Provision of difficult-to-access literature (in particular from abroad) to the state institutes, - Publication of common publications and leaflets on the most important plant diseases, - Training of experts (for the German colonies). For field experiments, a test field was leased in Dahlem on the site of the "Royal Prussian Domain" at today's Königin-Luise-Strasse 19. In May 1898 the construction of a greenhouse with insulating cells and a small laboratory building began on this site. When the "Biological Department for Agriculture and Forestry at the Imperial Health Office" was founded, Oberregierungsrat Dr. med. h. c. Karl Köhler was director of this office. The first head of department was then in 1899 the Privy Councillor Prof. Dr. Albert Bernhard Frank, who died in 1900. His successor was Privy Councillor Prof. Dr. Carl Freiherr von Tubeuf, who was appointed to Munich after only a few months. In 1902, Dr. Rudolf Aderhold, Privy Councillor, became the new head of the government. He was followed on August 1, 1907 by the Privy Senior Government Councillor Prof. Dr. Johannes Behrens, former head of the "Bacteriological Laboratory". A further change of leadership did not take place until 1920, when Privy Councillor Prof. Dr. Otto Appel became Director of the BRA. He was succeeded from 1933 to 1945 by Dr. Eduard Riehm, Senior Government Councillor, as Director and from 1937 as President of the BRA. On 13 January 1919 it changed its name to "Biologische Reichsanstalt für Land- und Forstwirtschaft" (Biological Imperial Institute for Agriculture and Forestry) and from 1920 was subordinate to the Reich Ministry of Food and Agriculture (RMEL). In May 1945, the Dahlem offices were first subordinated to the Berlin magistrate. Prof. Dr. Otto Schlumberger became the new President in Berlin in July. Inventory description: Inventory history The inventory R 3602 Biologische Reichsanstalt für Land- und Forstwirtschaft consists of a total of 1955 files, which are subdivided as follows: - Naumburger Akten": signature numbers 1-1020 - files of the BRA: signature numbers 2001-2625 - personal files: Signature numbers 3001-3320 "Naumburger Akten" The first portion of files, subsequently referred to as Naumburger Akten, was handed over to the Zentrale Staatsarchiv (ZStA) in Potsdam on 24 January 1983 by the Akademie der Landwirtschaftswissenschaften, Institut für Züchtungsfragen Quedlinburg. A list of fees is available. The Naumburg files formed the inventory R 3602 Biologische Reichsanstalt für Land- und Forstwirtschaft. After 3 October 1990, the holdings were transferred from the ZStA to the Federal Archives. Files of the BRA Of the approx. 40 linear metres of the remaining records which had been preserved in the Federal Biological Institute for Agriculture and Forestry - Institute for Nonparasitic Plant Diseases - Berlin-Dahlem, the Federal Archives took over approx. 12 linear metres of archival documents in August 1983, including personnel files, most of the administrative documents and a selection of documents on implementation tasks. Around 1978, a considerable number of files, mainly from the Office for Economic and Legal Affairs in Plant Protection (WURA), had already been collected by the Federal Institute. In 1988, the Bernkastel-Kues branch and the Berlin Institute of the Federal Biological Research (Institut Berlin der Biologischen Bundesanstalt) handed over further files, in particular on viticulture and soil fertilisation (R 168 / 470-625). Personnel files In the 1950s, personnel files were mainly transferred from the Ministry of Agriculture and Forestry to the ZStA. These three named groups of files were brought together in the Federal Archives to form a single collection: R 3602 Biological Imperial Institute for Agriculture and Forestry. The Naumburg files retained the signature numbers 1 to 1020, the numbers of the files from the former R 168 were added around 2000 (R 168 / 1 became R 3602/ 2001), the 320 personnel files received the signature numbers R 3602 / 3001-3320. The ZStA had no further BRA files. It is suspected that the archival material handed over to the Reichsarchiv by the BRA and the other branch offices was destroyed during the destruction of the archive in April 1945. Description of the holdings: The head of the army archives was the head of archives for the Wehrmacht part of the army with its official seat in Potsdam. The chief of the army archives was in charge of the army archives in Potsdam, Vienna, Munich, Dresden and Stuttgart, the army archives branches in Prague and Gdansk, as well as the representatives in the occupied territories and the Wehrmacht sighting station for prey files. The Chief of the Army Archives was responsible for the recording of files of the High Command of the Wehrmacht, of the High Command of the Army with subordinate offices, of the command authorities, troops, administrative authorities and other institutions of the army (cf. HDv. 30 Correspondence and Business Transactions of the Wehrmacht, Appendix 2). The User Regulations regulated the lending and use of the Army Archives (cf. BArch RH 18/437). After three years of negotiations, the Reich and Prussian Minister of the Interior and the Reich War Minister agreed in September 1936 that the military files should be taken over by the High Command of the Army. On April 1, 1937, the chief of the army archives and the army archives under his command took over the military archives, which since 1919 had been administered by the Reichsarchiv, its branches in Dresden and Stuttgart, and the war archives in Munich. The Chief of the Army Archives was subordinate to the Chief Quartermaster V in the General Staff of the Army until 1942. With the reorientation of the writing of war history, Hitler subordinated the Chief of the Army Archives to the Commissioner of the Führer for Military History, Colonel Scherff, with effect from 1 July 1942. From 1937 to 1942 Friedrich von Rabenau was the chief of the army archives, from 1942 until the end of the war Karl Ruppert, who had been in charge of the Potsdam army archives since 1937. The management of the Heeresarchiv Potsdam and the office of Chief of Army Archives were merged in 1943. Heeresarchiv Potsdam The Heeresarchiv Potsdam was divided into three departments. Department A administered the Brandenburg-Prussian Army Archives, the archives of which ran from the 17th century until the dissolution of the Prussian army in 1920. Department B kept the files of the volunteer formations formed after World War I and of the Reichswehr. Section C was intended for the recording of Wehrmacht files, i.e. from 1935 with the re-establishment of military sovereignty. The departments of the Heeresarchiv Potsdam were divided into subject areas. Other organisational units included the collections, estates, maps and the picture collection. In 1935, the Berlin Department of the Reichsarchiv (especially the Prussian War Ministry after 1867) and the Central Office of Records for War Losses and War Graves were also subordinated to the Heeresarchiv Potsdam. The Heeresarchiv Potsdam continuously took over the war diaries of all command authorities and troops as well as the court files of the field and war courts in the court file collection centre. The file collection centre West in Berlin-Wannsee mainly recorded loot files from various military offices in France. The organisational structure of the Heeresarchiv Potsdam was not uniform and changed several times until 1945. In territorial matters, the Heeresarchiv Potsdam was bound by the instructions of the commander in Wehrkreis III (Berlin). A British air raid on Potsdam on 14 April 1945 hit the service and magazine building of the chief of the army archives and the army archive Potsdam hard. The holdings of the Brandenburg-Prussian Army Archives were almost destroyed. This concerned, among other things, the files of the Prussian military cabinet, the files of the Prussian Ministry of War, the war files of the unification wars and the most important war diaries with attachments from the First World War. The personal records of the Prussian army and the Reichswehr are considered almost completely destroyed. In 1943 the Heeresarchiv Potsdam outsourced the department for the recording of war diaries to Liegnitz in Silesia. At the end of 1944 this branch was moved back to Potsdam. Later, the Heeresarchiv Potsdam outsourced large quantities of its archives. Shortly before the enclosure of Berlin, the war diaries of the Second World War and a few particularly valuable older files were transferred to Blankenburg in the Harz Mountains and to Bad Reichenhall or Kufstein in "two transports of 4-6 railway wagons each" (Poll). The archives in Blankenburg were confiscated by the Western Allies. These were the war diaries of the Army High Commands, the General Commands, the divisions and other army departments as well as parts of older files. The war diaries of top army authorities were burned in Reichenhall and Kufstein on the orders of Scherff, the Führer's representative for military historiography. The destruction of older files, estates and collections in Reichenhall could be prevented by the responsible official. Heeresarchiv Wien The Chief of the Army Archives took over the War Archive Vienna after the integration of Austria in 1938. It was the central military archive of the Austro-Hungarian monarchy until 1918 and of the Republic of Austria until 1938. After the beginning of World War II, the Army Archives Vienna was assigned the Southeast Files Collection Point for the collection of loot files from the Southeast region. In territorial matters the Army Archives Vienna was bound to the instructions of the commander in the military district XVII (Vienna). Today the War Archives are under the control of the Austrian State Archives. Heeresarchiv München After the foundation of the Reichsarchiv in 1919, the Kriegsarchiv München was able to maintain its status as an independent Bavarian archive and was not subordinated to the Reichsarchiv as a branch of the Reichsarchiv, as were the archives in Dresden and Stuttgart. In 1937, the head of the Heeresarchiv took over the Kriegsarchiv München as the Heeresarchiv München. The Army Archives Munich covered the entire Bavarian military tradition from about 1650 to 1920. After the beginning of World War II, the Army Archives Munich was assigned the file collection point South, in particular for the recording of Italian booty files. In territorial matters, the Heeresarchiv München was bound by the instructions of the commander in Wehrkreis VII (Munich). After the Second World War, the Kriegsarchiv München was subordinated to the Bavarian Hauptstaatsarchiv. Army Archives Dresden In 1937, the head of the army archives took over the Dresden branch of the Reichsarchiv from the Reichsarchiv as the Dresden Army Archives. This service was responsible for the stocks of the Saxon Army (XII. (I. Royal Saxon) Army Corps and XIX. (II. Royal Saxon Army Corps). The holdings of the Army Archives Dresden covered a period from 1830 - 1919 without a clear demarcation between the holdings and the Main State Archives Dresden. In territorial matters the Army Archives Dresden was bound to the instructions of the commander in the Military District IV (Dresden). During the Anglo-American air raid on Dresden on 13 February 1945, the personal documents of the Saxon army suffered losses. Despite losses during the war, the majority of the holdings have been preserved and enable source research for military history before 1919 as a replacement for the lost archive of the Potsdam Army Archives. The government of the USSR returned the preserved holdings of the Dresden Army Archives to the government of the GDR after the war. Until reunification they were administered in the military archives of the GDR in Potsdam. The Bundesarchiv-Militärarchiv transferred the holdings to the Hauptstaatsarchiv Dresden in 1991. Heeresarchiv Stuttgart The head of the army archives took over the Reichsarchiv branch Stuttgart from the Reichsarchiv in 1937 as Heeresarchiv Stuttgart. This office was responsible for the holdings of the Württemberg Army Corps (XIII (Royal Württemberg Army Corps) and the XIV (Grand Ducal Baden Army Corps). In territorial matters the Heeresarchiv Stuttgart was bound to the instructions of the commander in the Wehrkreis V (Stuttgart). The Heeresarchiv Stuttgart has been preserved without war losses and, as a replacement for the lost records of the Heeresarchiv Potsdam, enables source research for military history before 1919. Today the Heeresarchiv Stuttgart is subordinated to the Hauptstaatsarchiv Stuttgart. The archives of the XIV (Grand Ducal Baden) Army Corps are stored in the General State Archive in Karlsruhe, although the Grand Duchy of Baden from 1871-1919, in contrast to Bavaria, Saxony and Württemberg, did not have a military reserve right. Army Archives Prague Branch The Army Archives Prague branch administered the former Czech army archives and recorded archival material of the Austro-Hungarian army in Bohemia and Moravia. It was in charge of supplementing the official archival material with collections, making the holdings available for use by Wehrmacht offices, and providing information. In territorial matters, the Army Archives Prague branch was bound to the instructions of the Wehrmacht Plenipotentiary at the Reich Protector in Bohemia and Moravia (Wehrkreisbefehlshaber in Böhmen und Mähren). The Gdansk Army Archives Branch The Gdansk Army Archives Branch captured the military archives captured during the Eastern campaigns, in particular the Polish Army Archives. The Commissioner of the Chief of the Army Archives in Alsace-Lorraine The Commissioner of the Chief of the Army Archives in Alsace-Lorraine in Metz was concerned with the re-registration of German army files, the sighting of French prey files, in particular the Maginot Line, and the provision of files for Wehrmacht offices. The Commissioner of the Chief of Army Archives in the Netherlands The Commissioner of the Chief of Army Archives in the Netherlands, based in The Hague, was responsible for overseeing and evaluating the Dutch army archives. He was to inventory sources on German history, copy documents and collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Commander of the German Forces in Denmark The Commissioner of the Chief of Army Archives at the Commander of the German Forces in Denmark, based in Copenhagen, was to evaluate the Danish Army Archives and collect material on contemporary history. The Commissioner of the Chief of the Army Archives at the Wehrmacht Commander Norway The Commissioner of the Chief of the Army Archives at the Wehrmacht Commander Norway in Oslo took over the management of the Norwegian Army Archives, gave information to German offices and collected contemporary historical material. The Commissioner of the Chief of the Army Archives in Italy The Commissioner of the Chief of the Army Archives in Italy was commissioned, after the fall of Italy and the invasion of the Wehrmacht in Italy in 1943, to secure the files of the Italian army for the writing of war history and for evaluation by Wehrmacht offices. The Commissioner of the Chief of Army Archives in Athens After the occupation of Greece, the Commissioner of the Chief of Army Archives in Athens was responsible for the inspection and safeguarding of the Greek Army records as well as an archival-military inventory. The Commissioner of the Chief of Army Archives in Belgrade The Commissioner of the Chief of Army Archives in Belgrade evaluated the Yugoslavian Army files, provided military replacement services, pension offices and information on resettlement issues. Furthermore, he should collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ostland The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ostland in Riga administered and evaluated the military archives and holdings in Riga, Kaunas, Vilnius. He provided information for the military replacement services and recorded German and Polish army files. Furthermore, he should collect contemporary historical material. The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ukraine The Commissioner of the Chief of Army Archives at the Wehrmacht Commander Ukraine in Kiev had to evaluate the military archives in Kiev and Kharkov and to record Austrian and Polish military files. He was involved with the collection of contemporary historical material. The Commissioner of the Chief of Army Archives at the Commanding General of the Security Forces and Commander in the Army Area North The Commissioner of the Chief of Army Archives at the Commanding General of the Security Forces and Commander in the Army Area North had to evaluate the seized military archives and collect historical material. The Commissioner of the Chief of Army Archives at the Commander of the Rear Army Area Center The Commissioner of the Chief of Army Archives at the Commander of the Rear Army Area Center had to evaluate the seized military archives and collect historical material. Wehrmacht-Sichtungsstelle für Beuteakten The Wehrmacht-Sichtungsstelle für Beuteakten checked the loot files arriving from the front for their salary and forwarded them to Wehrmacht offices, as far as the files seemed important to them for further warfare. In territorial matters, the Wehrmacht sighting post for loot files was bound to the instructions of the commander in Wehrkreis III (Berlin). Preprovenience: Reichsarchiv Content characterization: The files of the RH 18 holdings Chief of Army Archives contain personal and material files of the "Chief of Army Archives" and almost all offices subordinated to him. In addition, the inventory contains regulations and announcements of the respective territorially competent command authority, e.g. of the military commander in France or of the commander in Wehrkreis VII (Munich). The records of the holdings of the Heeresarchiv Potsdam are assigned to the holdings. This includes finding aids of the registries, delivery directories and finding aids of the army archives. These records provide an overview of the numbers and contents of the former holdings and supplement the lost holdings of the Prussian army with organisational documents. The lists of estates contain biographical information. A special feature of the RH 18 collection are its personnel files, which, in contrast to most other personal documents of the Wehrmacht, have not been removed from the collection. The personnel files were classified by the respective services. The permanent exhibition of the Heeresarchiv Potsdam is virtually reconstructed in the online find book for RH 18, arranged according to display cases or themes. War diaries, orders, military conventions, correspondence between well-known generals and contemporary collection material from 1679 until after the end of the First World War were included in the Archivalienschau by the staff of the Heeresarchiv Potsdam. The documents have been filed thematically in display cases. On the reverse side of the documents the responsible subject area of the Heeresarchiv Potsdam, the holdings and the serial number are indicated. The Federal Archives and Military Archives do not present these archival records in their original form, but in microfiches. History of the Inventory Designer: The Feldzeug-Inspektion (Fz In) was newly formed on November 10, 1938 by merging the Army Field Tool Department in the OKH (Fz) and the Army Field Tool Mastery (H.Fzm.). The H.Fzm. for its part had been established on April 1, 1935, with the Nvst. (Supply distribution points) 1-3 as a downstream area and was subordinate to the Army Ordnance Department in the OKH. The first Nvst. was established in 1931 in Spandau to relieve the then Wa N of non-ministerial tasks. In 1933 two more Nvst. were set up in Hanover and Munich, in 1935 the three Nvst. were renamed to Feldzeug-Gruppen 1-3. In the spring of 1936 the tasks of the ordnance groups were severely restricted. In the course of the intensified army armament, the aim was to enable direct traffic of the H.Fzm. with the ordnance commands and ordnance services grouped together in the ordnance groups in order to achieve an accelerated provision and distribution of weapons, equipment and ammunition. The field tool groups lost their authority to issue orders to the FzKdos and FzDstst, only had to exercise official supervision and were only aware of the implementing orders, but the responsibility for operation remained with them. As early as October 1936, the field tool groups were finally dissolved and established instead of their three field tool inspectors. Background was above all the impossibility of a sufficiently tight supervision by the H.Fzm. with increasingly growing area of responsibility. The field tool inspectors, one each for weapons and equipment, ammunition and motor vehicles and for workshops, had the task of supporting the H.Fzm. in the supervision of their area. With the installation of the Fz In, a further intermediate instance between OKH and the downstream ordnance area was omitted due to the omission of the H.Fzm. In 1939, two more stage managers, one each for weapons and equipment on the one hand and ammunition on the other hand, were set up. At the same time the Fz.Inspizient for workshops was omitted. Finally, in 1940, a fifth Fz.Inspizient was established for tank combat and motor vehicles. In 1941 there was a change in the areas of responsibility of the stage managers from the previous areas of responsibility to a territorial responsibility, in addition, the responsibilities of the stage managers were extended to order powers vis-à-vis the stage managers in the context of the rectification of identified deficiencies. On 2 July 1941, a fundamental reorganization finally took place. The Fz. stage managers 1-4 were transformed into the Fz. groups 1-3, whereby again an intermediate instance with command power between Fz. In and the individual Fz. Kdos and Fz. Dstst was created. The Fz.Inspizient 5 (responsible for motor vehicles in the entire area) was retained as such and was renamed Fz.Inspizient K. The tasks of the Fz In as the highest department for the entire ordnance system consisted in the supply of the army with weapons, equipment and ammunition, thus also appropriate storage and stockpiling, as well as the training of army weapon masters and army fireworkers. According to the business division for the Fz In of November 8, 1938, the Fz In was headed by the Feldzeugmeister and as his deputy the Chief of Staff. The Fz In was divided into four groups. Group I was responsible for the organisation, general administration and budget of Fz In, subdivided into units Ia to Ie. Group II was responsible for personnel and training in the field of ordnance, subdivided into units IIa to IIe. Group III was responsible for ammunition, divided into Divisions IIIa to IIIf. Group IV was responsible for weapons and equipment, divided into units IVa to IVh. The division of wartime peaks on 1 March 1939 provided for one department each for Groups I and II and two less departments for Group III. It now provided for a Group V, responsible for buildings, workshops and construction measures, subdivided into the units Va to Vc. The business distribution plan of Fz In of 2 February 1940, on the other hand, still contained four groups. Group I with units Ia to Ie, Group II with units IIa to IId, Group III with units IIIa to IIIf and Group IV with units IVa to IVh. In the telephone directory of the Fz In of 1 June 1943, however, there are the additional papers IIf (in addition to a double paper IIc/d), IIIg and IVi. Units IVa, IVb, IVc and IVe are divided into several parallel units. Until 2 July 1941, the subordinate area of Fz In comprised the following departments: Weapon Master Schools I and II, Fireworker Schools I and II, Firearm Inspector 1 for weapons and equipment, Firearm Inspector 2 for ammunition, Firearm Inspector 3 for weapons and equipment, Firearm Inspector 4 for ammunition, Firearm Inspector 5 for motor vehicles in the entire area, 18 Firearm Commands, 7 Upper Field Duty Bars. A total of 19 army witness offices, 94 army subsidiary witness offices with 350 equipment stores, 65 army ammunition depots, 120 army subsidiary ammunition depots and the field equipment working staffs Metz and Strasbourg with 6 Fz.Dstst. The H.Zä and H.N.Zä formed the test area for the Fz.Stage Managers 1 and 3, the H.Ma and H.N.Ma formed the test area for the Fz.Stage Managers 3 and 4. The Fz.Arbeitsstäbe Metz and Strasbourg belonged to both test areas. Subordinated to the upper field stuff rods were 27 Fz. rods, 26 Fz. battalions, 26 Fz. motor vehicle columns and 3 Fz. offices. After the reclassification on 2 July 1941, the subordinate area was as follows: Weapon Master Schools I and II, Fireworker Schools I and II, Armament Group 1, Armament Group 2, Armament Group 3, Armament Inspector K for motor vehicles in the entire area, 7 upper armament rods. Fz.Group 1 was responsible for Fz.Kommandos I, II, III, VIII, XX, XXI and the ordnance in the occupied northern and eastern territories. The Fz.Group 2 was responsible for the Fz.Commands VI, IX, X, XI, XII, XXX and the ordnance of the occupied western territories. Fz.Group 3 was responsible for the Fz.Kommandos IV, V, VII, XIII, XVII, XVIII and the ordnance in the Protectorate of Bohemia and Moravia. The individual Fz.Kommandos were again subject to different numbers of H.Zä, H.Ma, H.N.Zä, H.N.Ma and equipment stores. The Fz.Dstst subordinate to the upper field tool rods now amounted to 7, of which 3 were field tool parks. According to the address book of the Feldzeug services of 1 July 1944, the subordinate area of the Fz In consisted of the following services: Army Weapon Master School I, Army Fireworks School I, Army Replacement Army Commandant, Army Commandant K for Motor Vehicles in the Entire Area, 17 Army Commandant Commandos associated with the Deputy General Commands of the Army Corps (Fz.Kdos I, II, III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XVII, XVIII, XX, XXI), a ordnance command associated with the Deputy General Command of the General Government, a ordnance command associated with the Deputy General Command of the Protectorate of Bohemia and Moravia, a tank ordnance command, an independent ordnance command (Fz.Kdo XXX). The individual ordnance commands were subordinated to army ordnance offices, army ancillary ordnance offices, army ammunition stations, army ancillary ammunition stations, equipment stores, ammunition stores, army clothing offices and army ancillary clothing offices. In some cases there is also correspondence. In the case of more extensive matters, these have been included in the notes on contents of the titles. However, information on places, units and services not specifically ejected may also be contained in these files. In addition, files on the organisation of field tool services in general and reports of individual field tool services take up a lot of space. Apart from the reports mentioned above, there are only a few files on the Fz In's actual areas of responsibility. There are only 7 files on the management of services, of which 5 on human resources. At least 2 files are available for the ammunition sector, no files are available for the weapons and equipment sector. All in all, the inventory provides information on the organisation and activity of the subordinate ordnance sector, also in the occupied territories, in particular the annual and activity reports of individual ordnance services. Oberpostdirektion München, personnel files: In 1976, the Oberpostdirektion München handed over the following personnel files to the State Archives. In contrast to the usual selection procedure, the personal files of those persons who were the heads of a post office or who could have been in line with their rank were taken over as worthy of archiving in the interests of postal history. This means that many personal files of middle grade officials have also been archived. In the State Archives, the personnel files were all newly recorded according to a special indexing scheme developed for this purpose and were also carded for the personnel file card index. In the interest of a controlled submission to the archive users, the personnel files have been classified in the new collection "Personnel files" under no. 1 - 1460.

History of the authorities: By decree of the Reich government of 21 March 1933, a special court was formed for each district of the Higher Regional Court. The special court responsible for the Karlsruhe Higher Regional Court district was installed at the Mannheim Regional Court. These special courts were given criminal jurisdiction for offences under the "Ordinance of the Reich President for the Protection of People and State", which had been issued in reaction to the Reichstag fire of 27 February 1933 and which formed the legal background to the wave of arrests, particularly against Communists. In addition, the special courts were responsible for the offences according to the so-called "Heimtückeverordnung", which was cast into legal form in December 1934 under aggravation of the threat of punishment. Originally limited to purely "political" offences, special jurisdiction was extended in 1938 to include areas of "normal" crime. With a decree issued at the beginning of the war in 1939, any offence could be brought before a special court if "public order and security were particularly seriously endangered by the offence". New penal regulations also followed with the beginning of the war. The most important are briefly mentioned here:1. the "Kriegssonderstrafrechtsverordnung" of 17 August 1938 concerned the offences "Wehrkraftzetzung", "Wehrdiensttziehung" and "Selbstverstümmelung", which - depending on the severity of the offence - were placed under death penalty.2The "Ordinance on Extraordinary Broadcasting Measures" of 1 September 1939 punished the listening of foreign broadcasters with imprisonment, in severe cases with the death penalty.3 The "War Economics Ordinance" of 4 September 1939 punished black slaughter, food card fraud and similar offences.4The "Verordnung gegen Volksschädlinge" of 5 September tightened the penal provisions for property offences if the offence was committed "by exploiting the state of war" or "the healthy feeling of the people" "required" this.5 The "Verordnung zum Schutz gegen jugendliche Schwerverbrecher" of 4 October 1939 also made it possible to pronounce the death penalty against criminals who were only 16 years old.6The "Ordinance against Violent Criminals" issued on 5 December 1939 made it possible to impose death sentences for any type of capital crime.All these ordinances led to a tremendous increase in the workload in the Special Courts.Further Special Courts were therefore established, including the Special Court Freiburg im Breisgau from 1 November 1940, which was responsible for the Regional Court districts of Freiburg, Constance, Offenburg and Waldshut. The specially established public prosecutor's office at the Freiburg Special Court initiated more than 1,000 proceedings in the four and a half years up to April 1945. At the beginning of the 90's the documents were indexed with the help of the archiving program MIDOSA by ABM forces in terms of content and with a place and person index, and in 1996 made available to the users as finding aid of the state archives Freiburg the MIDOSA data of the existence were converted in the year 2005 into the MIDOSA95 format; the existence were revised even by the undersigned in the years 2006 and 2007 and provided with a subject index on the basis of the regulations quoted above. The data was then transferred to the archive management program SCOPE-Archiv of the Landesarchiv Baden-Württemberg. This reference book is a slightly modified and, if necessary, corrected transcript of the distortion (including preliminary remarks) made by Dr. Renate Endler in 1957. The estate of the envoy Joseph Maria von Radowitz came to the Prussian Secret State Archives through two accessions (acc. 112/1933 and 339/1936). According to the deposit agreement, it was not allowed to be arranged and listed. It is therefore not possible to determine exactly what losses have been incurred as a result of the outsourcing and relocation caused by the war. There are certainly gaps in diaries and personal records. The stock, whose signatures were completely new, is structured as follows: It began with Radowitz's diaries and personal notes. The diaries begin with the year 1853 and are available with interruptions until 1909. Two copies of the memoirs are available. One is the concept of Radowitz's hand, the other one is a re-examined clean copy from another hand. Next comes correspondence, divided into correspondence with the family, alphabetical and chronological correspondence. The large number of available newspapers and newspaper clippings have also been sorted chronologically. These were mainly newspaper reports on the Algeciras Conference, which was held from January to April 1906. The estate of the father Joseph Maria von Radowitz (the Elder), which is kept here, may also be used for research. The estate was used by Hajo Holborn to publish the "Notes and Memories from the Life of Ambassador Joseph Maria von Radowitz", 1925. In the course of the current database entry by Ms. Pistiolis, the register entries for the chronologically ordered exchange of letters (B III No. 1-10) and the newspaper volumes (C No. 1 Vol. 1-3 and C No. 2 Vol. 1-3) were adopted as notes in the corresponding archive units. Berlin, November 2013 (Chief Inspector Sylvia Rose) Biographical data: Joseph Maria von Radowitz was born on 19.5.1839 in Frankfurt/Main, where his father worked as Prussian military representative for the German Confederation. His mother, Maria von Radowitz, was a born Countess von Voß. Radowitz attended grammar schools in Berlin and Erfurt, where the family took up permanent residence after his father retired. After studying at the universities of Berlin and Bonn and completing his military service, Radowitz became an auscultator at the Court of Appeal on 25 April 1860. He was first employed at the City Court in Berlin in the Department of Investigative Matters and later at the District Court in Erfurt. In 1861 Radowitz, supported by the Minister of Foreign Affairs, Baron of Schleinitz, and other friends of the family, entered the diplomatic career. He became attaché to the Prussian legation in Constantinople. In 1862, when he returned to Berlin, Radowitz passed the Legation Secretary Examination. After a mission led by Count Eulenburg concluded contracts with China, Japan and Siam in 1859, a Prussian Consulate General was to be established in China in 1862. Radowitz applied to be employed as a delegation secretary at this consulate and was accepted because the other candidates for the position of delegation secretary refused the mission to China. He served in Shanghai until November 1864, and in May 1865 Radowitz was appointed 2nd Legation Secretary in Paris, a post he held until 1867, with an interruption due to his participation in the war of 1866. The next stations in Radowitz's career were Munich and Bucharest, where he served as Consul General. In Munich he married Nadine von Ozerow, the daughter of the Russian envoy to Bavaria (1868). From 1872 to 1880, Radowitz was employed in the Federal Foreign Office, with appointments as ambassador in Athens (25 June 1874), the mission to Petersburg (1875), the Berlin Congress (1878) and the mission to Paris (1880). After his stay in Athens, Radowitz was appointed ambassador of the German Reich in Constantinople in 1882 (until 1892) and subsequently in Madrid, where he remained until 1908, when he retired from diplomatic service. In 1906, together with Count von Tattenbach, he was the German representative at the Algeciras Conference, which was held from January to April 1906. History of the Inventory Designer: With the "Ordinance for the Reich Weather Service" of 6 April 1934, the responsibility for the weather service, which until then had mainly been the responsibility of the Länder, was transferred to the Reich Minister of Aviation. The weather service comprised the flight, economic, sea, high altitude and climate weather service. The research and teaching tasks performed by the universities remained unaffected by this. The Reichsamt für Flugsicherung was given the designation Reichsamt für Wetterdienst (RfW) by ordinance of 28 November 1934. He was responsible for the operational, technical and scientific management of the Reich Weather Service. The RfW was subordinate to Division LB 3 (Reichswetterdienst) of the General Air Office in the Reich Aviation Ministry (RLM). With the beginning of the war, the "Chef Wetterdienst" (Chief Weather Service) was created at the Luftwaffe General Staff. Most of the tasks of the LB 3 department in the Reich Aviation Ministry were transferred to the Chief Weather Service, among others: - Organisation, operational and technical management of the weather service, - management of weather intelligence in cooperation with the chief of the intelligence unit, - deployment of personnel according to operational needs, - cooperation with weather services of other parts of the Wehrmacht and other states. Division LB 3 of the General Air Office retained the following tasks: - personnel administration including training, - development and supply of weather service equipment, - operating regulations. The Reichsamt für Wetterdienst with its observatories and research centres and the Deutsche Seewarte remained subordinated to the LB 3 department. The Institute for Long-term Weather Forecasts has been assigned to the Chief Weather Service. In order to enable the Chief Weather Service to manage the weather service responsibly despite the division of responsibilities, he received the authority to issue directives to the General Air Office, Department LB 3. As part of the general cost-cutting measures, in 1944 the operational management and training were also transferred to the Chief Weather Service, and in January 1945 the personnel administration. Only the Reichsamt für Wetterdienst and the Deutsche Seewarte remained with the LB 3 department. The weather school of the Reich Weather Service was founded in 1935. It was housed in the building complex of the Reichsamt für Wetterdienst. As a secondary purpose, a uniform mode of operation of all weather stations with regard to meteorological-synoptic term formation as well as entry and processing of weather charts should be achieved. In November 1944 the Reichswetterdienstschule was also subordinated to the chief weather service. Tasks of the departments of the Reichsamt für Wetterdienst Presidential Department: It dealt with all personnel and financial matters. Department I: She was responsible for the operational and scientific management of the climate service. The climate network was divided into five climate districts: Königsberg, Berlin, Münster, Dresden and Munich as well as air conditioning branch offices in Breslau and Stuttgart. All the observation material was collected, tested and processed at the services of the climate districts. This resulted in the monthly "Weather Report Services", monthly reports on precipitation and precipitation maps. The department also carried out research tasks on observation methodology, among other things. Division I was subordinate: - Meteorological observatories in Potsdam, Aachen and Wahnsdorf; - Agricultural meteorological research centres in Geisenheim, Gießen, Müncheberg and Trier; - Bioclimatic research centres in Bad Elster, Braunlage, Friedrichroda and Wyk/Föhr; - Mountain observatories on the Brocken, Feldberg, Fichtelberg, Kahler Asten, Kalmit as well as the Schneekoppe and Zugspitze; - 20 health resort climate circle sites. Department II: The tasks included the processing and evaluation of aerological and synoptic observational material from radiosonde, aircraft and captive balloon ascents as well as pilot soundings to supplement the Hollerith archive; the processing of flight climatologies and other reports for local weather characteristics; development of methods for the recording of spatial fields such as air masses, pressure, temperature, wind and water vapour. Division II was in charge: - Aeronautical Observatory in Lindenberg; - Aerological Observatory in Friedrichshafen; - From 1940: Cloud Research Centre Prague (emerged from the cloud physics department of the Aerological Observatory Friedrichshafen). Division III: It was responsible for the central control of the entire development of meteorological measuring instruments and new instrumental research methods, the procurement of the entire instrument requirements of the aeronautical meteorological service, the testing and calibration of the delivered equipment and its supply to the individual requirement points. In addition, the department was responsible for testing equipment and methods as well as training and retraining personnel in these equipment and methods. For development and testing as well as training and retraining she was directly assigned a radiosonde test platoon (mot.) and a Würzburgstellung with balloon troop. For the acceptance, testing and calibration of equipment, it had at its disposal, in addition to its own calibration group, the radiosonde test centre of the Reichsamt für Wetterdienst and the Aeroprüfstelle e.V. (Aeroprüfstelle). The meteorological state institutes in the occupied territories were incorporated into the Reichsamt für Wetterdienst as new branch offices, e.g. the Klimainstitut Minsk. Until 1945, the following branch offices were dissolved: - the Meteorological Observatories Aachen and Wahnsdorf, - the Aerological Observatory Friedrichshafen, - the Agricultural Meteorological Research Centres Geisenheim, Müncheberg and Trier, - the Bioclimatic Research Centres, - the majority of the spa climate district offices. The mountain observatories were reduced to purely synoptic reporting points and subordinated to the ground organisation of the military weather service in the individual air meadows. The first submission was made in 1968 to the Document Centre of the Military History Research Office, from where it subsequently reached the Federal Archives Military Archives. The return of files in 2004 was directly transferred to the Federal Archives Military Archives. The files previously held in the official printed matter (inventory: RLD 28) were transferred to the inventory. Characterisation of content: The holdings contain only splinter-like documents about the service in the Reichsamt für Wetterdienst and the subordinated observatories and research centres. The preserved documents on the construction and operation of precipitation measuring stations and meteorological stations in the area of the Air Force Command III/IV as well as in Alsace, Lorraine and Luxembourg should be emphasised. History of the Inventory Designer: The "Reichsstelle für Garten- und Weinbauerzeugnisse" (Reichsstelle) was established on 01 November 1936. The legal basis for the establishment was the Act on the Sale of Horticultural and Viticultural Products of 30 September 1936 (RGBL. I p. 854). The Reich Office carried out a state economic activity. Its main task was to monitor and direct the import of the products farmed, in terms of quantity, place and time, in accordance with the requirements of the internal market and, at the same time, to guide the pricing of these products in such a way as to avoid, as far as possible, disturbances resulting from the difference between world prices and domestic prices. The Reich Office was thus also involved in the internal market equalization process and in stock management. They were the only means by which horticultural and wine-growing products imported from a customs territory or a customs exclusion area could be placed on the market in the customs territory. All horticultural and wine-growing products to be imported from a customs foreign country or from a customs exclusion area which were subject to the Act on the Trade in Horticultural and Wine-growing Products of 30 September 1936 were therefore to be offered for sale to the Reich Agency. The takeover by the Reich Office was effected by means of a takeover certificate, the issuance of which the importer applied for from the Reich Office. The Reich agency was not obliged to take over the offered horticultural and wine-growing products. The import of the goods could therefore be stopped at any time. The horticultural and wine-growing products placed on the domestic market by the domestic producer were not subject to the restrictions of the Horticultural and Wine-growing Products Trade Act in view of the market organisation implemented for them. Only the products imported from a customs foreign country or a customs exclusion area were managed by the Reich Office. Its scope resulted from Article III of the seventh Regulation implementing and supplementing the Law on the marketing of horticultural and wine-growing products of 7 June 1940 (RGBl. I p. 862). The Imperial Agency mainly imported products from the following countries: - European countries of origin: Baltic States, Belgium, Bulgaria, Denmark, Finland, France, Greece, Italy, Yugoslavia, the Netherlands, Norway, Romania, Russia, Sweden, Switzerland, Slovakia, Spain, Hungary and Portugal. - Non-European countries of origin: Afghanistan, Egypt, Australia, Argentina, Brazil, Chile, China, Japan, India, Iran, Cameroon, Canada, Mexico, Palestine, Somalia, South African Union, Syria, Turkey, USA, West Indies and Cameroon. Imported products have been grouped into the following product groups: - Vegetables, fruit, tropical fruits, potatoes, vegetable seeds, flower seeds, tobacco seeds, caraway seeds, azaleas, cut flowers and reindeer lichen. The Reich Office was divided into main departments, departments and subject areas. The division into departments and their subdivision into subject areas resulted from the business allocation plan. The "Überwachungsstelle für Gartenbau-Erzeugnisse, Getränke und sonstige Lebensmittel" (Überwachungsstelle), which was established on 24 September 1934 (Deutscher Reichs- und Preußischer Staatsanzeiger 1934 No. 209), was merged with the Reichsstelle to form the "Reichsstelle für Garten- und Weinbauerzeugnisse als Überwachungsstelle" (Reichsstelle as Überwachungsstelle) by ordinance of 6 December 1938 (Deutscher Reichs- und Preußischer Staatsanzeiger 1938 No. 291). The merger brought together, as far as possible, bodies of the same or a similar nature from the two services, such as money, assets, staff and materials management, registers, the law firm, the post office and the branches located in the same place. The former Main Department III of the Reich Office and the country groups I - VI of the Surveillance Office were also merged, so that the applications for the issue of foreign exchange certificates and takeover certificates could be dealt with in one operation. The Reich Office as a supervisory office was now divided into 5 main departments, 6 departments, 21 subdivisions and 15 subject areas. The range of tasks of the Reich Office as such, however, remained unchanged in principle. In addition, the tasks of the supervisory authority remained essentially unchanged, namely the examination of applications for foreign exchange certificates submitted by importers from a formal and economic point of view, in particular in accordance with the rules on foreign exchange control, the import of vegetables, fruit, juices, wines, tea and live plants, and their allocation. It also issued foreign exchange certificates applied for and checked that the importers used the certificates issued in due time and in the proper manner. The tasks of the Reich Office as a supervisory authority were thus also determined by the Foreign Exchange Control Act. Pursuant to § 2 (2) of this Act, in addition to the foreign exchange offices, the monitoring offices also took their measures and made their decisions in accordance with guidelines drawn up by the Reich Office for Foreign Exchange Management in agreement with the Reich Minister for Economic Affairs and the Reich Minister for Food and Agriculture. These directives delimited the tasks of the supervisory authorities in that they supervised the import and payment of goods and controlled purchase prices. They also had to take measures in the field of internal management (e.g. processing and export bans). The Reich Office as well as the Surveillance Office were corporations under public law, i.e. legal entities of their own, which financed themselves and were not maintained from Reich funds. They were subject to the supervision of the Reich Ministry of Food and Agriculture. The Reichstelle, as the supervisory authority, also had to obtain approval for the scale of fees from this authority. Examples of chargeable events were the issue of foreign exchange certificates and the issue of expert opinions on private settlement transactions. However, the monitoring agency carried out book and company audits free of charge, unless the audit revealed that a company had violated official orders. After the outbreak of the war, the Reich Office was confronted with new tasks as a supervisory office with regard to the procurement of goods. All enemy states and a large part of the neutral states failed as suppliers, while the demand for food imports of all kinds grew steadily. As a result, prices abroad also rose sharply, so that the Reich Office's previous task of raising foreign prices to the German price level by means of differential amounts became illusory and was finally reversed in the opposite direction, namely that of reducing the price of imported goods. The other task, the territorial control of the import of goods, had already been transferred to a greater extent to the main associations (e.g.: Main Association of the German Horticultural Industry) at the outbreak of the war, so that only the area of responsibility of the supervisory authority remained. The Reich office as such was therefore closed at the beginning of July 1943. In the course of the effects of the war, the surveillance agency took on ever greater dimensions as the difficulties in procuring goods grew. After the end of the war, the assets of the Reichsstelle were liquidated by the Allies. The storage and import point in Hamburg was authorized by § 5 No. 2 of the Ordinance of the Central Office for Food and Agriculture of 17 August 1946 (Official Gazette for Food and Agriculture No. 2 of 24 August 1946) and by decree of the Food and Agriculture Council in Stuttgart of 04 July 1946 to liquidate the assets of the Reich Office, insofar as they were located in the American and British occupation zone. The branch office in Bavaria was handled by the office of the trade associations. A trustee was appointed to carry out the liquidation, who received his activity permit from the competent British supervisory authority and headed the 'Liquidation Office of the Reich Office for Horticultural and Viticultural Products as a Supervisory Office' in Berlin and the 'Liquidation Office of the Main Association of the German Horticultural Industry and Reich Office for Horticultural and Viticultural Products as a Supervisory Office - Munich Branch'. The final dispute over the assets of the former Reich offices within the four occupation zones was reserved for the decision of the Allied Control Council. Inventory description: Inventory description The files of the Reich Office for Horticultural and Viticultural Products were transferred to the Federal Archives in Koblenz in 1974 from the Oberfinanzdirektion Berlin, which was responsible for handling the Reich's food supply. The 248 files have a term from 1930 to 1973, whereby the mass of the files originated between 1936 and 1945. The documents contain above all documents which have arisen as a result of the Reich Office's business relations with the importers: agreements on quantities and prices for various products, currency certificates and takeover certificates, notes on business trips and company audits. The inventory can also be used to a limited extent as a substitute for the insufficient inventory of inventory R 3601 (Reich Ministry of Food and Agriculture) due to war damage. No cassations were made. A file plan for the Reich Office did not exist. There was also no registry in the Reich office. The order of the files and their filing was carried out by the employees of the Reich Office according to their respective tasks and priorities. The rules of procedure are therefore partly unconventional and unsystematic. Consequently, there are documents in the files with different thematic classifications. Only an order according to individual countries is recognizable. The classification in the finding aid is based on this order by country. Only a few files were prearchived with titles. The file titles were therefore formed according to the predominant factual content of the file. The units of description were, if necessary, indexed more deeply by means of contained annotations. History of the Inventor: The Act of 29 March 1935 on the Regulation of Public Land Requirements (Gesetz über die Regeung des Landbedarfs der öffentlichen Hand) (1) issued by the Reich Ministry of Food and Drink (Reichsernährungsministerium) established an Imperial Authority which, with the Führer Decree of 26 June 1935, was to assume the role of "Reich Office for Spatial Planning (RfR)" (Reichsstelle für Raumordnung) "for the entire territory of the Reich"(2). The expansion of planning to the Reich and state level led to the separation of spatial planning from local political sovereignty. "In agreement with the Reich and Prussian Ministers of Labor, the head of the Reich Office for Spatial Planning shall in particular regulate the organization of the planning associations and supervise them. (3) The RfR with its seat in Berlin, as the supreme Reich authority, was directly subordinate to the Führer and Reich Chancellor and, in fulfilling its tasks, made use of the Society for the Preparation of Reich Planning and Regional Planning (Gezuvor) (4), later known as the Reichsplanungsgemeinschaft e.V. (Reich Planning Association). (RPG). Head of the RfR and President of the RPG was the Reich Minister and Prussian State Minister Hanns Kerrl, who also headed the Reich Ministry for Church Affairs (RKM) in personal union. After his death in 1941, Hermann Muhs, until then State Secretary in the Reich Ministry for Church Affairs, took over the management of the official business. Due to close personal and organizational ties, the Reichsplanungsgemeinschaft appeared in the business distribution plan of the RfR from June 1937. Both as members of an organization in which the Reich Office for Spatial Planning was assigned the task of "administration", the Reich Planning Community the task of "design". The business distribution plan named two registries which served both offices according to the subject area. (5) The joint budget for the financial year 1937 stated: "Since the fields of activity of the RfR and the RPG overlap in many respects, there has been no complete administrative and budgetary separation between the RfR and the RPG, either in terms of the specific nature of the tasks to be performed or in terms of the appropriate use of all manpower. (6) Kerrls Erste Verordnung zur Durchführung der Reichs- und Landesplanung vom 15. Februar 1936(7) contains the regulations on the organization of subordinate agencies. The organic structure of the regional planning administration should correspond to the dual task of Nazi regional planning - political leadership on the one hand and coordination of all spatially relevant issues on the other. The Reich Office for Spatial Planning was established as an "organ of state and party, and it must be emphasized in particular that its competence is not limited to regulatory work in relation to agriculture, housing and industry, but that it is also co-determinative in the requirements of terrain for the public sector". (8) In organisational terms, a distinction was made between planning authorities and state planning associations. The former were the governors of the Reich and the presidents of Prussia. They supervised the state planning communities and had the task of enforcing the guidelines issued by the central office. They were able to arrange for an annual audit of the accounts and approve the relevant budget. The actual planning work was carried out by the regional planning associations, of which 22 were established throughout the country and whose number increased to 33 by 1941 as a result of the annexations that began in 1938. (9) Its members consisted of rural and urban districts, Reich and Land authorities, self-governing bodies, the administrations of professional organisations and the scientific institutions appointed to promote Reich and Land planning. The managing directors were the state planners. The statutes of the Landesplanungsgemeinschaften were based on the model statutes issued by the head of the Reich Office. Hanns Kerrl had set this up in order to maintain uniformity within the organisation. The statutes provided for the head of the planning authority as chairman and also ensured a close link between the planning communities and planning authorities in the further administrative substructure. According to the model scale of contributions, costs were borne in the following proportions: 51% was borne by the Reich, the remainder was borne equally by the member groups "self-government" (e.g. provincial associations, urban and rural districts) and "economy" (e.g. German Labour Front, Reichsnährstand, Chambers of Industry and Commerce). (10) The Landesplanungsgemeinschaften were treated as public corporations. (11) The services of the State, local authorities and professional organisations were required to provide administrative and administrative assistance to planning authorities and associations. Created as a management and coordination body for territorial planning in the entire territory of the Reich, the RfR was first to "ensure that the German area was shaped in a manner appropriate to the needs of the people and the state". (12) In addition to civilian settlement planning and management, the armament programme also dealt with the location distribution of military installations and traffic routes. Nevertheless, the decisive plans were ultimately drawn up by the Wehrmacht, the Reich Ministry of Economics and the four-year plan officers. (13) The Reich Office had practically no decision-making powers and could only veto them in individual cases. Its activities were thus limited to administrative supervision of regional planning authorities, state planning associations and the Reichsarbeitsgemeinschaft für Raumforschung, which directed and coordinated research results on questions of territorial planning. In cooperation with the Reich Minister for Science, Education and People's Education, "the faculties of all German universities were called upon in the largest form to cooperate". (14) With the help of the scientific universities, expert opinions were developed on issues of emergency and conurbation rehabilitation in the pre-war period, with the focus after the outbreak of war also on the integrated eastern regions. As the central control authority, however, the Reich Office for Spatial Planning gradually lost its authority, at the latest at the time of the intensive work of the office of the Reich Commissioner for the Consolidation of the German People, created under Heinrich Himmler, in shaping the "living space in the East". (15) The ban of all post-war planning imposed by Hitler during the war led to the cessation of the actual professional activity. The personnel of the RfR (16) was increasingly reduced. The exemptions from military service required by the planning institutions were no longer granted after the defeat of Stalingrad. On 6 February 1943, the head of the Reich Chancellery, Dr. Lammers, informed the Supreme Reich Authorities that the Reich Office would now only administer its documents and provide information on request. (17) For reasons of air-raid protection, the documents were transferred to Wittenberg in 1943/44 together with those of the Reichsarbeitsgemeinschaft für Raumforschung and parts of the Reich Ministry for Church Affairs. After they had been reviewed, part of these documents were sent in 1947 to the Department of Housing, Urban Planning and Regional Planning of the Central Office of the Labour Department of the British Occupation Zone in Lemgo. After the dissolution of the head office, the maps, files and books were first forwarded to the local tax office and finally requested by the Federal Ministry of Housing. Another much larger part went to the Berlin Main Office for Overall Planning of the West Berlin Magistrate, including personnel files, and was finally handed over to the Berlin branch of the Institute for Spatial Research (Bad Godesberg). The transfer to the Berlin main archive, which had been responsible for official files since 1946 (since 1963 again Secret State Archive), took place in 1959, where the indexing began under the signature Rep.325. In 1962 2295 maps and plans as well as 1717 files in the form of a card index were listed. A mixed collection returned from the USA in April 1962 contained 15 volumes of RfR files, which were combined with the archival records in the main archive. In the course of the exchange of archival records in 1969, the Secret State Archives transferred to the Federal Archives not only the files but also the entire map section of the RfR, which was stored in Koblenz in 1971. On the basis of the first file indexing carried out in the Secret State Archives, the new indexing of the files began in 1987 in the Federal Archives under the inventory signature R 113. A first finding aid book for the approx. 2400 files has been available since 1990. The merger of Koblenz and Potsdam files in the Federal Archives in Berlin-Lichterfelde was completed in 1993. The latter, mainly newspaper clippings, printed publications, and annual and working reports, had been handed over to the German Central Archive in Potsdam by the Magdeburg State Archives in 1957 and by the Wittenberg District Council in 1963. During the database-supported recording of the stock a revision of file titles and classification took place, whereby based on the finding aid book from the year 1990 however it was renounced to sift each of the altogether more than 3000 file volumes again. The majority of series and tape sequences were archived. The map holdings held in Koblenz were not taken into account here. For data protection reasons, the personnel files available in portfolio R113 are not shown in the online find book. Requests in this respect should be addressed directly to the relevant Unit R 3. Characterisation of content: The general organisation and working methods of the Reich Office for Spatial Planning and its branches are documented in the files of the office administration and planning authorities. The traditions of the individual regional planning communities provide an insight into concrete tasks, procedures and areas of activity. The focus here is on documents relating to various economic sectors. The intention to incorporate scientific aspects of spatial research into regional economic and social structures is illustrated, among other things, by the files of the Reichsarbeitsgemeinschaft für Raumforschung and the Deutsche Akademie für Städtebau. Ultimately, the collection contains material collections from the archive and the press office, most of which consist of newspaper clippings and printed matter. Inventory description: Due to the Weimar Imperial Constitution, the previous contingent armies of the individual states (Prussia with North German federal states, Bavaria, Saxony, Württemberg, Baden) of the German Empire were replaced by a uniform Imperial Army. Due to the Versailles Peace Treaty, it was subject to several restrictions and limitations in its scope and in its military and technical equipment. Thus the Great General Staff also had to be dissolved; its function was assumed by the troop office in the army leadership. Only two general or group commandos (in Kassel and Berlin) were allowed to be set up to lead the ten divisions granted (seven infantry and three cavalry divisions). From 1919 on, the army was headed by the Chief of Staff, whose name was changed to Commander-in-Chief of the Army from 16 March 1935 on, with the reintroduction of the general compulsory military service and the establishment of the Wehrmacht. From 1933 onwards, the National Socialist government increasingly broke away from the restrictions imposed by the Versailles Peace Treaty, and was able to fall back on internal preparations for army propagation, which had been under way since 1930. Content characterisation: The RH 69 holdings essentially contain the preserved documents of the units and units stationed in Saxony. A few archival records of Reichswehr formations were taken over by the Bavarian Main State Archives in 1957; they came from the Potsdam Army Archives and were sent to Munich at the time to process another volume of the post-war fights of German troops, where they finally survived the end of the war. The archives of the Reichswehr formations stationed in Saxony originate from the then branch of the Reichsarchiv in Dresden; this branch was given the name Heeresarchiv Dresden in 1937. After the war, Soviet troops confiscated the remaining parts of the archival material and transferred it to the Soviet Union, where it was kept in the Peter Paul Fortress in Leningrad. In 1955 the archives were finally returned to the GDR. Together with other holdings, the "Reichswehrbestand Sachsen" (Reich Army Stock Saxony) was transferred to the military archive of the National People's Army of the former GDR in Potsdam. Here, a basic inventory processing was carried out, especially as the inventory was difficult to use due to file losses and frequent relocations. When the two German military archives were brought together in the mid-1990s in Freiburg im Breisgau, the tradition was passed down from Potsdam to the Bundesarchiv-Militärarchiv. The classification of the files of the individual provenance sites corresponds to the structure of military command and control centres: The archives are largely assigned to the departments (Ia, Ib, Ic, IIa, IIb, IVb and IVc) of the brigade staffs (Reichswehrbrigade 12, 19, 28 with infantry commanders 19 and 29) or have been separated from each other by content. Individual documents of Reichwehr infantry regiments ( 20, 23, 37, 38, 55, 56) and of the artillery regiment 19 with several departments (news department, listening department, force department) and battalions are also available. If larger quantities of archival material were available from a department, a further subdivision was made. The number of files of the departments is different; occasionally no documents are handed down from certain departments. In addition to the organisational, service-related, personnel and material information on the individual stages and on the course of the reduction of the Reich Army in Saxony, the collection contains rich facts on the deployments of the troops stationed in Saxony in 1919 and 1920, not only the suppression of the workers uprisings in West Saxony, but also the deployments in other uprisings areas of Germany, for example in Hamburg, the Ruhr area and Upper Silesia. Troops from Saxony even took part in the fighting against Soviet troops in Latvia and Lithuania. The archives of the units and units of the provisional Reichswehr and the transitional army stationed in Saxony are of some interest for research because comparable records are not available, or at most still available, in the General State Archives in Karlsruhe (for formations stationed in the former Grand Duchy of Baden), in the Hauptstaatsarchiv/Kriegsarchiv Stuttgart (for formations stationed in the former Kingdom of Württemberg) and in the Hauptstaatsarchiv/Kriegsarchiv München (for formations stationed in the former Kingdom of Bavaria). However, the stocks available are no longer complete. On 23 February 1945, large parts of the documents and archives of the Army Archives in Dresden's Marienallee were burned after an Allied air raid.
