          1st administrative history/biography: Carl Bach was born on 08.03.1847 in Stollberg in the Erzgebirge mountains as the son of the saddler master and carriage builder Heinrich Julius Bach. After attending primary school and private school in Stollberg, he completed an apprenticeship as a locksmith. In the years 1863 and 1864 he worked in the steam engine construction of the company R. Hartmann in Chemnitz. During this time he learned English in addition to his work. Then he was first a pupil of the Gewerbschule, later of the Werkmeisterschule, where he graduated at Easter 1866 with the overall grade 1 and the silver medal, which was only awarded in one copy. This year he took part in planning work for the Chemnitz water pipeline under the direction of Prof. Kankelwitz. After the following studies at the Polytechnikum Dresden he followed Prof. Kankelwitz as assistant for the years 1868 to 1872 to Stuttgart. After this time Bach studied again, this time with Grashof at the TH Karlsruhe, where he earned his diploma in 1873. In the following five years he worked as an engineer in Wollwich, London and Vienna, finally becoming director of Lausitzer Maschinenfabrik AG in Bautzen. He was elected to the Zittau Chamber of Commerce in 1877 and married in the same year. On 01 October 1878, Bach was appointed full professor of mechanical engineering at the Technical University of Stuttgart, where he established the Materials Testing Institute in 1884 and the Engineering Laboratory eleven years later. From 1885 to 1888 he was rector of the TH Stuttgart. One year later, on 20 June 1889, Bach was awarded the silver commemorative medal by the King of Württemberg on the occasion of the 25th anniversary of the government. In February 1892 he received the Knight's Cross and on 25 November 1895 the Honorary Cross of the Order of the Württemberg Crown, connected with the nobility of persons. He was also awarded the title of "Construction Director". Already in 1883 Carl Bach was appointed to the Federal Polytechnic in Zurich, in 1895 to the Technical University in Berlin and in 1902 unofficially to the Technical University in Vienna. However, he did not follow any of these calls. On 22 March 1911 he was awarded the Commander's Cross of the 2nd Class of the Albrecht Order by King Friedrich August of Saxony, in 1914 the title "Staatsrat", in February 1916 he was awarded the Wilhelmskreuz by the King of Württemberg, in February 1918 the Commander's Cross of the Order of the Württemberg Crown. Also this year Bach was the first technician in Württemberg to receive the title "Excellence". From 1912 to 1918 Carl von Bach was a member of the 1st Chamber of the Württemberg State Parliament for the TH Stuttgart. On his 70th birthday, 1917, he became an honorary citizen of his hometown Stollberg and on his 80th birthday an honorary citizen of Stuttgart. In 1920 the senate of the TH Stuttgart had him paint for the senate hall. Two years later Bach was emeritus. In 1926 Bach was painted again, this time for the conference hall of the VDI in Berlin. Carl von Bach died in Stuttgart on 10 October 1931. He holds honorary doctorates from the TH Berlin (1903), the University of Tübingen (1927), the TH Vienna (1927), and the TH Stuttgart (1927). In close cooperation and lively exchange of ideas with renowned entrepreneurs and inventors such as Robert Bosch, Paul Daimler, Rudolf Diesel, Count Ferdinand von Zeppelin and many others, Bach succeeded in bridging the gap in mechanical engineering between practitioners such as Redtenbacher (Karlsruhe) and theorists such as Reuleaux (Berlin) by purposefully combining theory and practice through experimental research in mechanical engineering and civil engineering. In order to secure the scientific basis, Bach successfully established two research institutes, the Materials Testing Institute 1884, of which he was director until 1922, and the Engineering Laboratory 1895. On his initiative, the first chair for aeronautics and automotive engineering was established in Germany in 1925, together with the associated laboratory. Based on his work, Bach is regarded as the founder of static elasticity and strength theory. Both from his own experience and from his work in business circles and technical associations, Bach was aware that the rapid development of German industry required a fundamental reform of engineering education. He demanded a "workshop practice" of at least one year. Bach considered solid practical experience supplemented by thorough, comprehensive training in natural science and technical subjects, but also the teaching of humanities disciplines, the "humanisation of technical universities", to be absolutely essential for the engineer of the future. His educational policy intentions, which he realized in his more than 40 years of work at the Technical University of Stuttgart, he achieved above all through the Association of German Engineers. The appreciation of Bach as a teacher and scholar is expressed not only by his appointments to other universities, but also by the orders and honours of crowned heads and associations of a technical, scientific and socio-political nature, as well as the magnificent letter of thanks from the students of the TH Stuttgart. 2nd inventory description: Carl von Bach (1847-1931) was one of the most important German technical scientists of his time. In the field of mechanical engineering and material testing he did pioneering work, which is the basis for today's problems and solutions. The estate of Carl von Bach comprises a total of about 40 running metres. Archive material. However, this material does not only contain the scientific legacy of Bach, but much more: in addition to the scientific works - almost all manuscripts of his major works are available in various editions - an extensive part of his private legacy is also preserved. In addition, the University Archives also contain the estate of his son Julius Bach. He was bequeathed in his will the entire legacy of his father's writings, which he finally bequeathed to the then Technical University of Karl-Marx-Stadt alongside his own. Particularly valuable in the estate of Carl von Bach, if one can even pick out a subgroup, is the traditional business correspondence. On approx. 50,000 sheets, both the correspondence received and the correspondence sent out over the period from 1876 to 1931 are almost completely handed down. Because of Bach's focus on work and research, the theory of strength and elasticity, of which he was a co-founder, he came into contact with various representatives from science and industry. Moreover, Bach was a very socially committed person, which is also reflected in this correspondence. However, the preservation of the tradition is endangered. In particular, the copial books with the outgoing correspondence will only be released for use in exceptional cases. The degree of preservation of the writing material is particularly problematic here. As a rule, the deceased did not use commercially available ink, but mixed it himself in varying compositions, some of which faded very strongly. In addition, the transparent paper of the books is only of little stability. For this reason, the business correspondence in the Bach estate was completely filmed and digitized. Selected documents are recorded on colour film and are available as negatives and positives. The Subdivision of the Estate Carl von Bach's estate is divided into six sections in its provisionally final stage of indexing: I. Biographical material This group includes personal documents, testimonies of his educational and professional career, documents about his military service, honours, vocations, anniversaries and autobiographical records. II. private correspondence This is arranged chronologically according to the members of the family and within them. Of these, the correspondence with his son Julius is the most extensive and certainly also the most interesting, since it contains the discussions of various technical problems that were conducted between the two scientists. III. business correspondence This cannot claim to be complete, but the extent of the overdelivery is impressive. Particularly remarkable is the tradition of the outgoing mail, which is recorded in a total of 35 copial books on approx. 35000 sheets. They cover the period from 1876 to 1903 and from 1909 to his death in 1931. Within these copies the letters are arranged chronologically and for almost each of these books there is a register of names of the addressees, which has been made by the deceased. However, the Kopialbücher also contain copies of incoming letters and various concepts, orders, etc., which Bach probably regarded as particularly important. Also the mail archived in this group is quite remarkable with 18 000 sheets. In total, there are about 2500 correspondents in the group of business correspondence. With regard to the two sections on private and business correspondence, it should be noted that correspondence can also be found outside these sections, in the fact files. IV. Business papers Here you will find the manuscripts of his countless publications, statements and expert opinions on the fields of science covered by Bach, as well as extensive material collections on these questions. His work on material testing, the durability of steam boilers and riveted joints, etc. can be particularly well understood here. Bach himself created firm portfolios in which he collected all possible processes into one subject and then labeled them accordingly. This state of order and distortion was largely adopted during the earlier processing of the estate, without verifying the content in detail. This situation was resolved in 2007. The order by subject has been maintained, but the folders have been repackaged and the file titles have been supplemented with extensive "Contains" notes to facilitate access to this material. In addition, papers from the estate of Julius Bach were added to this section, but these clearly have their origin in Carl Bach. V. Material Collections Various types of material have been summarized here. This concerns e.g. his membership cards, orders, promotional gifts, material samples or also different photos. Sections 4 and 5 have not been rearranged, but have been taken over from the original legator. VI. Non-provenance material Here is the material about the legator that was later added to the estate, such as obituaries or copies of and about Bach from other archives. In the revision of the estate, further material on Carl Bach was added. Of particular note here are the numerous photos of the Carl Bach family, which were made available in digital form for the collection. The inventory signature is the number 302, followed by an indication in Roman numerals and the individually numbered file units (in Arabic numerals). The Roman numerals indicate the six different groups. Example: 302 / III / 0123 Carl von Bach estate estate / business correspondence / foreign correspondence America: Argentina, Chile, Canada, USA Inventory processing The Carl von Bach estate has not yet been finally catalogued. At the beginning of the processing in the 80s a file was created, which was the basis for the input into the database at the end of the 90s. The data was transferred unchanged. A new classification was developed for the estate, according to which the entered units of registration are arranged. New file titles have been created in the Biographical Material, Private and Business Correspondence sections. In 2007, sections IV to VI were finally developed in greater depth. Although most of the titles of the files in the business papers and material collections were originally taken over by the testator, they were supplemented with extensive remarks. The present finding aid book thus represents the most recent state of processing for the time being. Digitisation The correspondence in the estate has been completely filmed and digitised from the film. Due to the state of preservation, the originals are no longer released for use. A high quality silver halide film has been used to secure the existence of the company. As a rule, this part of the estate is used via the electronic data on the PC. The designation of the CD-ROM corresponds to that of the file unit. During scanning, the individual sheets were numbered consecutively. The first part of the file name, however, reflects the file unit. Foreword In 1999 and 2000, the University Archive Stuttgart took over a large number of old files from the central institute building of the then Research and Material Testing Institute Baden-Württemberg (FMPA) - Otto-Graf-Institut, a total of 263.7 shelf metres. This extensive collection, together with a few smaller, later additions, forms the holdings 33, which the Deutsche Forschungsgemeinschaft (German Research Foundation) funded from June 2008 to March 2012 as part of the Scientific Library Services and Information Systems (LIS) funding programme. The focus of the cataloguing lies on the research organization and on the networks in NS large-scale projects and in construction projects of the early Federal Republic of Germany, which also corresponds to the density of the inventory handed down between 1933 and 1958. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. It was an institution of the Technical University of Stuttgart. From the beginning, both areas were covered: material testing for mechanical and plant engineering as well as the testing of building materials and construction methods. When in 1927 the institutional separation of the two areas of work was initiated, the registries of the Material Testing Institute/MPA (Mechanical Engineering) and the Material Testing Institute for Construction were also separated. When the latter moved from Stuttgart-Berg to the new buildings in Stuttgart-Vaihingen at the end of the 1950s and beginning of the 1960s, the files were taken along for building material testing, but also the series of joint outgoing mail books from 1883. They are therefore also part of the archive holdings 33. Following the retirement of non-archival-worthy files, the archive holdings currently comprise 3,484 archive units from the period from 1883 to 1996 as well as 777 personnel files of FMPA employees up to 1986. A finding aid book is also available online for the personnel files of employees born up to 1912. A whole series of employees of the Stuttgart University Archive were involved in the implementation of the project. The project staff members Hanna Reiss, Tamara Zukakishvili and Stephanie Hengel must first be named here. Hanna Reiss recorded the personnel files and the important clients, in addition she supported the scientific coworker with evaluation questions. Tamara Zukakishvili recorded the daily copies of the departments of the Otto-Graf-Institut. Stephanie Hengel, together with the undersigned, carried out the evaluation of the partial stock of publications and recorded and systematised, among other things, the extensive partial stock of the Länder Expert Committee for New Building Materials and Types of Construction. Maria Stemper registered the outgoing mail correspondence, Simone Wittmann, Anna Bittigkoffer and Norbert Becker a part of the test files of the departments concrete, stones and binders, earth and foundation engineering and building physics. Norbert Becker, Anna Bittigkoffer and Stephanie Hengel carried out the inspection and evaluation of the large-format documents and plans as well as the extensive collection of photographs and photonegatives. Rolf Peter Menger took over important de-icing and packaging work and Norbert Becker, head of the University Archive in Stuttgart, provided advice and support on all important issues. Stuttgart, 12.03.2012 Dr. Volker Ziegler 2nd outline of the history of building material testing at the Technical University/University of Stuttgart 2.1 The foundation of the Materialprüfungsanstalt Stuttgart The present volume 33 contains the files of the working area of building material testing, which was part of the Materialprüfungsanstalt Stuttgart under various names until 1945 and only then became independent, which is why it is necessary to go into the history of the Materialprüfungsanstalt Stuttgart in more detail. The Materialprüfungsanstalt Stuttgart officially commenced its activities on 25 February 1884. Professor Adolf Groß, Professor of Machine Drawing, Machine Science and Design Exercises at the Stuttgart Polytechnic, was the founding director. In September 1883, however, Groß changed from the Polytechnikum Stuttgart to the board of directors of the Württembergische Staatseisenbahnen and was replaced by Carl Bach[1] as the board member of the Materialprüfungsanstalt[2] In the decree of the Department of Churches and Education in the Staatsanzeiger für Württemberg of 21 February 1884, the following is formulated as the area of responsibility of the Materialprüfungsanstalt Stuttgart: 1. The Materialprüfungsanstalt is determined to serve the interests of industry as well as those of teaching. Initially, the equipment was purchased to determine the tensile strength of metal and wooden rods, belts, ropes, cement and cement mortar, the compressive strength of cement, cement mortar and bricks, the bending strength of metal rods and beams, the shear strength of round metal rods. On request, elasticity modulus and proportional limit, if any, can also be determined during tensile tests. It has been decided to extend the institution by the facilities for determining the wear and tear of stones. The fees payable for the use of the establishment shall be sufficient to cover its expenses. Public operation will begin on 25 February this year. This shows that building material tests were planned from the outset and that the institution was to be operated economically. The Royal Württemberg Ministry of Finance provided an amount of 6,000 Marks. Furthermore, 10,000 Marks came from a surplus that had been achieved at the state trade exhibition in Stuttgart at that time. This was what the Württembergische Bezirksverein Deutscher Ingenieure (Württemberg District Association of German Engineers) had advocated following an application by Carl Bach.[3] There was no state funding. Carl Bach therefore had to make do with a room in the main building of the polytechnic, which had to be shared with the electrical engineering department. Apart from Carl Bach, there was only one employee at the beginning. It was not until 1906 that a new building could be moved into in Stuttgart-Berg. The development had been so positive that the state of Württemberg assumed the construction costs and Carl Bach was able to hire additional personnel, including engineers Richard Baumann, Otto Graf and Max Ulrich, who came to the Materials Testing Institute in 1903 and 1904. They were largely paid for out of earned funds. 2.2 Carl Bach and Emil Mörsch Carl Bach's collaboration with Emil Mörsch, a man who laid the scientific foundations for reinforced concrete construction, was of fundamental importance. In 1902 Mörsch published his work Der Eisenbetonbau, seine Anwendung und Theorie. This book was published in a short time and became a standard work. Mörsch, who was still working for Ways at that time.

          The file delivery of the Central Office for Trade and Commerce in Stuttgart. Von Walter Grube: The Königlich Württembergische Zentralstelle für Gewerbe und Handel (Royal Württemberg Central Office for Trade and Commerce) has assumed a particularly prestigious position among the authorities that the German states created for their economic administration in the 19th century. It originated as a state college under the Ministry of the Interior in the same revolutionary year of 1848, in which Prussia, Austria and Bavaria established special trade ministries; the notoriously thrifty Württemberg did not know its own ministry for economic affairs until the end of the monarchy, as Baden had in its trade ministry in 1860-1881. Nevertheless, the "Central Office", above all under the leadership of the great Ferdinand von Steinbeis (1856-1880), was successful in economic policy, which, in addition to the achievements of the ministries of trade and commerce of other countries, was quite impressive. It was thanks to the work of the Central Office that Württemberg, which was poor in raw materials, technically still lagging behind, and had unfavorable transport connections, soon became the actual state of state trade promotion, from which people for a long time tried eagerly to learn, not only in Germany. The Central Office played a decisive role in the restructuring of the Württemberg economic structure in the age of the Industrial Revolution. The historian of her first heyday in 1875 has divided her versatile field of activity into the following groups: 1. "Consultative services" in legislative and administrative matters: trade, customs, trade, banking and building legislation, coinage, measure and weight, commercial security police, iron and salt extraction, transport, taxation and more.a.; 2. teaching activities: trade schools, travelling teachers, trade training workshops, model and teaching material collection, trade model store, library, journalistic work, associations; 3. "Direct influence on commercial activity": markets, trade fairs, stock exchanges, exports, foreign commercial agencies; 4. direct influence on commercial activity": support with capital and technical suggestions for all branches of industry; 5. regimental activity" mainly as a state patent office, state exhibition commission, central authority for chambers of commerce and industry, state calibration authority and in the administration of commercial foundations. Among these activities, in the country conscious of its school tradition, "instructive work" has always rightly been regarded as a special glorious page of the Central Office; the Protestant Prelate Merz once called it a "jewel of Württemberg". Not least due to the educational work of the central office and the commission for the commercial further training schools founded in 1853, a down-to-earth tribe of recognised skilled workers grew from day labourers, small farmers' and vineyard gardeners' sons, from guilt-bound master craftsmen and a poorly developed trading class of that highly qualified entrepreneurship which, in addition to the broad stratum of vital small and medium-sized enterprises characteristic of Württemberg, has created many a company of world renown. The far-sighted way in which the Central Office, overcoming some resistance, drove trade promotion and economic policy in general at that time was still noticeable in its effects up to the crisis resistance of the Württemberg economy, which was widespread and much envied in the thirties of our century.After the state revolution of 1918 had also given Württemberg its own ministries for the economy (Labour Ministry and Food Ministry, 1926 united to form the Economics Ministry), the Central Office for Trade and Commerce was reorganised by decree of the State Ministry of 30 November 1920 under new distribution of responsibilities to the State Trade Office. For the organization of the state economic administration, this was not as revolutionary as the founding of the Central Office, with which a completely new epoch of Württemberg industrial history had begun. But the reorganization was more far-reaching than the repeated renewal of the "Basic Provisions" of 1848, through which the Central Office had repeatedly adapted itself to the changes in economic life and in the relationship between the state and the economy in the course of its seventy-year history. The Central Office, the creation of the revolution of 1848, thus underwent its strongest transformation to date through the revolution of 1918. As one can easily understand, the precipitation of files from the Central Office represents a unique source in the state sector for the economic history of Württemberg in the years 1848-1920. In addition, the Central Office had taken over not inconsiderable files of older semi-private institutions founded or sponsored by the state, such as the "Gesellschaft für Beförderung der Gewerbe" (Society for the Promotion of Trade) founded in 1830 and the "Handels- und Gewerbsverein" (Trade and Trade Association) founded in 1819, and later partly also the "Zentralstelle des landwirtschaftlichen Vereins" (Central Office of the Agricultural Association) established in 1817. The registry of the Stuttgart Central Office for Trade and Commerce in 1920, when it was transformed into the State Trade Office, contained the relevant records of a full century. The Central Office, like the majority of the 19th century ministries and state resource authorities, has not exercised little care in its registry. The first registry plan of the newly founded authority, which was first provisionally housed in the building of the Ministry of Foreign Affairs, was drafted in 1850 by Reinhardt's secretary, a booklet of only 37 pages; it remained in force throughout the Steinbeis era until the early eighties. The files taken over immediately in 1848 by the Gewerbeförderungsgesellschaft and the Handels- und Gewerbeverein were incorporated into the individual departments of the registry in 1850. The same procedure was followed when, in 1882, on the occasion of the reorganization of the registry of the Central Office for Agriculture, the previous files of the Central Office of the Agricultural Association had been handed over to the association, as well as again in 1888, when papers from the estate of the well-known national economist Moriz Mohl were handed over to the association. In 1869 a separate room had to be set up for the registry, which until then had been housed in the only chancellery room, and the three "full-grafted" file shelves had to be increased by two new ones. In 1883, not long after the Director (and later President) Robert von Gupp took office, a fundamental reorganization of the further swollen registry overflowing into the corridors and attic had become indispensable. The work was transferred by the Ministry of the Interior to the civil servant Heberle of the Oberamt Schwäbisch Hall, since it could not be handled by the few civil servants of the central office, and was only completed after three years. The new registry plan drawn up by Heberle, now already a volume of 200 pages, has been preserved, while his repertory, four times as extensive, unfortunately did not come to us. For the first time, Heberle systematically separated the current registry (then 1109 fascicles) from the old registry (then 1242 fascicles). On the occasion of these works also the first file cassations of considerable size took place (about 180 fascicles and volumes). The surviving elimination lists show that this was done conscientiously and that there was probably very little collected, which would be of interest to the economic historian today. The order created in 1883-85 has survived the relocation of the central office to the new magnificent building of the Stuttgart State Trade Museum in 1896; even today, a large part of the files can be found in the fascicles formed and inscribed by Heberle. In the new building, in 1901-1902, the old registry, which had already grown into a proper official archive, could be separated and appropriately furnished in the attic. In 1905-1908, Obersekretär Hauser produced a new file plan of 800 pages for old and current registries, using but also improving the Heberleschen order, which was in use until the reorganization of the Central Office in 1920 and has fortunately been preserved. The fact that substantial parts of it then fell victim to the bombs of the Second World War is one of the most sensitive source losses for research. All files of the Central Office, which had been sent to the Ministry of Economy by the State Trade Office in the wake of the organisational changes of 1920, were burnt with the Ministry of Economy, including valuable files on chambers of commerce, trade contracts and customs 1819-1870 as well as on railways 1857-1913. Apart from the ruinous remains, all files of the Central Office that were still in the possession of the Stuttgart State Trade Office during the Second World War have also been destroyed, including not only extensive material from the first two decades of the 20th century, which was still curious at the time, but also some departments dating back a long way, some of which still had files from the "Gesellschaft für Beförderung der Gewerbe" (1830-1848) and its predecessors. These were once two larger deliveries by the Stuttgart State Trade Office from 1930 and 1939, a total of about 40 m (today inventory E 170), and the files of the Patent Commission of the Central Office, which were handed over by the Reich Patent Office in 1939 and which, according to the German Patent Law of 25 January 1877, were not available for inspection. The first volume was sent to Berlin in May 1877 (Reichsgesetzblatt pp. 501ff.) (11 m, today stock E 170a), and finally 60 volumes of invoices from the Zentralstelle (1848/49-1908/09, 2 m), which the Staatsarchiv Ludwigsburg had taken over in 1921 with the invoice section of the former Finanzarchiv (today stock E 224a). The existing registry aids, administrative repertories, handover and elimination directories no longer allow even a rough percentage to be given today of how the volume of this rescued document (a total of 53 linear metres) relates to that of the lost document. But on the basis of Hauser's file plan of the Central Office from 1905-1908 at least the larger and for research most perceptible gaps in the inventory handed down to us can be determined. For example, most of the minutes of the meetings are missing, the files on the well-known Stuttgart State Trade Museum (the second oldest in Europe) and those on the Information Centre for the Construction Industry; in addition to the diaries, the once demonstrably existing files on the large library of the Central Office - the most important of Germany's trade libraries -, on social insurance, industrial legal protection, building legislation, traffic with foodstuffs, luxury foods and utensils have been completely lost. Despite these and other gaps, the preserved files of the Central Office and its predecessors still represent an invaluable source for the economic history of the Württemberg royal period. It is well known that the records of the commercial enterprises, most of which grew out of small businesses, are often extremely incomplete and not easily accessible for general use; the valuable archives of the Stuttgart and Ulm Chambers of Commerce were almost completely destroyed by the Second World War. The central tradition of state industrial promotion thus offers not only the only opportunity to explore the great transformation process of the 19th century as a whole; it is also widely the only source both of the history of hundreds of individual enterprises and of the emergence of economic self-government. This source was already not completely unused. But for a long time, the partially quite inadequate degree of their development prohibited the real exploitation of them. Only the annual accounts of the Central Office (in inventory E 224a) did not require any special expenditure for archival finding aids. In chronological order, you will find detailed evidence of all measures for industrial education and support for trade, of each "sending experts abroad and appointing tradesmen from the same field" (as one of the invoice headings reads), of the purchase of models, drawings, samples, sample tools, machines and inventions, of exhibitions and prize distributions, of the introduction of new branches of industry and the upgrading of existing ones, of the promotion of the sale of goods, of trade associations and craftsmen, and finally of expenditure on fundamental studies of industrial development. Anyone looking for individual companies or persons in the accounts must of course, in order to reach their goal quickly, already be aware of the vintages in question, and must also be content with the fact that 19th century accounts, less informative than some from earlier times, essentially give facts and only rarely motives.In 1949, the State Archives Ludwigsburg was able to complete a hand-written archive repertory for the patent files of the Central Office (fonds E 170a), which had been taken over in 1939 without any index, during the executive board of the then Oberarchivrat Dr. Max Miller. In two volumes (with together more than 1000 pages) it lists the protocols of the patent commission and some general files as well as the chronologically arranged special files on all Württemberg patents examined by the central office in the years 1848-1877 (with name index). In addition, for the years 1841 to 1848, it makes accessible the relevant preparatory files of the Central Office of the Agricultural Association, which was responsible for the patent system at that time, characteristic of the Biedermeier view of commercial economy. The collection, easily accessible since 1949 (a total of 2373 tufts), contains patent files of Swabian inventors (e.g. Daimler, Max Eyth, Magirus, Gebrüder Mauser and Friedrich Voith) as well as numerous patent applications of non-Württembergians (from the rest of Germany, from other European countries and from America), all in all quite considerable documents for the history of technology. It proved to be more difficult for the archive administration to catalog the even more important and far more extensive file deliveries of the Landesgewerbeamt of 1930 and 1939, the first of which is already listed in K.O. Müller's printed "Gesamübersicht" of 1937 (fonds E 170). In the research service of the State Archives, especially since the Second World War, there have been repeated attempts to use these files for surveys of company histories and anniversaries. But the scarcity of the summary handover lists made this an always time-consuming and often unsuccessful effort. Even the question of individual facts and data could embarrass the archivist; there was absolutely no question of a systematic evaluation of the holdings for the economic and social history, which is becoming more and more important from year to year. Paul Gehring's important essays on Württemberg economic history in the 19th century had to be written without the use of these files, especially under the difficult working conditions of the war and post-war years. Under these circumstances, the production of a scientifically useful repertory became an urgent desideratum of both administration and research. Fortunately, in 1958, the efforts of State Archives Director Dr. Max Miller to obtain funds from the State Trade Office of Baden-Württemberg for the temporary employment of a legally and economically trained processor of these trade and commercial files were successful. The typewritten repertory E 170 comprises three state folio volumes of almost 1000 pages and, restored according to the Hauser file plan from 1905-1908, makes the holdings usable right down to their finest ramifications. Some of it certainly is of predominantly regional or even only local historical interest. But much of it shows in surprisingly rich detail how systematically the Central Office used the experiences and models of the then technically and socially advanced German and non-German states (above all Belgium and England) to raise the Württemberg economy. There are numerous files on the secondment of entrepreneurs, technicians and craftsmen abroad for technical and artistic training, on experiments with foreign machines and production processes, on the appointment of foreign specialists, on participation in major international exhibitions from Paris and London to Philadelphia and Melbourne. Thus, the collection of files shows the way in which a 19th-century German middle-class state developed its craft with comparatively modest but skilfully invested financial expenditures and helped its industry to become internationally competitive. At the goal of this way stood, that was the specifically Württemberg of a gemeindeutschen procedure per se, a quality industry of large variety and healthy decentralization. The typewritten finding aid was provided by Rudolf Denk, Walter Grube and Wolfgang Schmierer (completion 1969). Note: This finding aid book is a repertory which has been available only in typewritten form up to now and which has been converted into a database-supported and thus online-capable format according to a procedure developed by the "Working Group on Retroconversion in the State Archives Ludwigsburg". This can lead to a certain discrepancy between the modern external appearance and the today partly outdated design and wording of the title records, in particular:- corrections, deletions and supplements were checked and incorporated.- The title records of archive units found to be missing were taken over and provided with a corresponding note ("Missing since ...." or similar).- If the allocation of new order numbers was unavoidable, the old signature was verified in the respective title record and in a separate overall concordance.

          Inventory historyThe 2668 units of description recorded in this repertory are only a fragment of the original records of the Konsistorium - albeit a quite respectable one - as they were before the authority moved to Düsseldorf in 1934. With the help of the received handwritten or typewritten file directories, the losses or inventory shifts that have occurred can be reconstructed exactly. The chronology spans over forty years:I) As early as 1931, extensive files were collected within the Consistory. The basis for this decision, which was made in the Koblenz office building due to acute lack of space, was a list drawn up in 1929 by Konsistorialoberinspektor Mähler ("sale of files for stamping"). In today's Main State Archives, this collection with a total of 512 volumes (running time 1786-1838, predominantly 1815-1826) is assigned to Department 2 (Rheinisches Behördenarchiv). (4) A parallel transfer of 525 files of the period 1816-1827 took place to the State Archives Koblenz, where they formed the collection 551. Unfortunately it was completely burned during the air raids on Koblenz in 1944. The same fate suffered stock 443 (princely Wiedische government in Neuwied), in which some Konsistorialakte under the Nr. 143-161 were integrated. Only the finding aids of these two holdings are still available in the Landeshauptarchiv Koblenz. Further consistorial acts were assigned to the following holdings:Best. 309, 1 (French Consistorium General Mainz) No. 1-17Best. 381 (Landeskommission St. Wendel) No. 17-33Best. 382 (Government St. Wendel) No. 420-502Best. 387 (Landgräflich Hessische Regierung Homburg) No. 187-295The holdings 309, 1 and 387 are still in the LHA Koblenz, the remaining two are today on permanent loan in the Landesarchiv Saarbrücken.III) 1936-1937, after lengthy negotiations with the Staatsarchiv Koblenz, the consistorial files in the narrower sense that began in 1826ff. were returned to the Provinzialkirchenarchiv (Provincial Church Archive). It had been in Bonn since 1928, and since 1936 it had its own premises in Hofgarten 13. A 46-page compilation of these extensive holdings by Lic. Rodewald from 1938 is available. (5) These are predominantly the older files of the 19th century, but also, for example, the documents from the war period 1914-1918; in any case, these were files which were "only" of purely historical value and which were considered dispensable for the business.IV) On 14 November 1939, the Konsistorium issued a circular letter to the Superintendents on the possibility of handing over the examination papers of deceased priests to family members. The background was a request by the now Provincial Church archivist Lic. Rosenkranz, who thus sought to alleviate the acute lack of space in the Hofgarten. Initially, 31 pastors whose documents had already been selected by Rosenkranz are listed here. (6) The unsolicited examination papers were then to be destroyed in February 1940. The campaign was continued eight more times until February 1943, when it fell victim to the wartime restrictions on the Consistory's operations. (7) The only condition for the file request was the submission of 50 Pfennig return postage. A total of 908 pastors were listed. It is not possible to determine which documents were actually still requested back by the families and thus saved from later destruction.V) On 12.11.1943, the director of the Koblenz State Archives, Dr. Hirschfeld, in his capacity as air-raid commissary, called on the Konsistorium to outsource the files kept in Düsseldorf (8). This was rejected on the grounds that the (current) personnel files were already in an air-raid shelter recognised as bomb-proof; for the remaining files, structural security measures would now be taken immediately. These can be found documented in a cost estimate of 10.12.1943 by architect Otto Schönhagen, the head of the provincial church building authority: The registry office facing Freiligrathstraße is to be provided with protective walls for -some modest- 720 Reichsmark. It can be assumed that these conversions were carried out at the beginning of 1944. In any case, the files remaining at the Konsistorium itself came through the war without any noticeable losses.VI) On the other hand, the Hofgarten 13 building was completely destroyed during the air raid on Bonn on 18 October 1944. The fire had reached the cellar so quickly that both the older personnel files of the pastors and the Konsistorial inventory returned from Koblenz in 1937 were totally lost. In contrast to the old pertinence holdings, these holdings were not outsourced to the Provinzialkirchenarchiv and the Kirchenbücher. This is by far the greatest loss suffered by the original Consistorial tradition, especially in the 19th century. It is to be quantified on approx. 400-600 volumes of fact files (Generalia and Spezialia) as well as on an even higher number of personnel files. In this repertory, the burnt predecessor volumes are listed under the heading "Remarks"; the frequently occurring spring numbers in the holdings signatures indicate the complete loss of a file. For a very detailed reconstruction of the holdings destroyed in Bonn, which would be possible, the Rodewald List would have to be compared with the existing handwritten file directories. Fortunately, to a certain extent there exists a replacement tradition in the form of files of the Upper Presidium of the Rhine Province in the LHA Koblenz. (9) Important material that has not otherwise been handed down in Düsseldorf is also contained in the Rhine Province Department of the holdings 7 (Evangelical High Council of Churches) in EZA Berlin. (10)VI) On 24 February 1972, the Regional Church Office decided to hand over the long overdue files of the former Consistory to the Regional Church Archive. (11) Previously, despite their duration, some of which dates back to 1826, they were considered to be registry properties and were also administered by the registry. Since also in 1971 in connection with the move into the new office building of the LKA in the Hans-Böckler-Straße a general registration cut took place, the specialties of the church districts and the church communities were pulled out of the Konsistorialakten and summarized to separate stocks (31 church districts as well as 41 local records). Unfortunately, the separation was not complete, so that still considerable file parts remained in the Konsistorial inventory. In the present repertory, it is always noted if the following volumes are in stocks 31 or 41. Conversely, in the typewritten finding aids for these two holdings, it is noted which pre-volumes can be found in the Konsistorial files. note on useThe following file plan of the Konsistorialkanzlei dates from the 19th century and was updated into the 1940s. The term "n.a." (no files available) for individual subgroups can indicate complete loss due to the effects of war. As a rule, however, the relevant files have been removed as outlined above and added to newly created series of holdings. This also applies to all personnel files. The 90 business diaries preserved for the period 1928-1948 are added to the list of units of description listed here. There have been no archival indexing aids for the stock so far. A typewritten alphabetical index of the existing files, created in 1931 by the registry of the time, was available, though without any information on the running time. Two further large-volume handwritten file indexes were first written in one hand around 1850 and then updated over a period of almost 100 years. (12) Many of the files listed there have now been lost. Nevertheless, the two files still retain an important significance, since they indicate the file transfers and re-signings within the Konsistorial registry and the reconstruction of the lost holdings is at all only possible with them.The first partial file recording by auxiliary staff began around 1990. The undersigned has compared the contents of these photographs. It was not possible to completely standardize their extremely different distortion intensities. The present repertory is therefore not "of one mould". The index in this printed version covers only the names of places and persons as well as a few selected terms. A complete keyword search is possible via the database of the Archive of the EKiR. The files of the Konsistorium cover almost all facets of church life in the Rhine Province. The tradition for the time of the Weimar Republic and the Nazi regime up to 1945 is almost completely preserved. On the other hand, the files from the First World War are largely lost, not to mention the often only rudimentary tradition for the 19th century. With the previous scientific use one cannot avoid the impression that the latent mistrust of wide church circles in the Rhineland towards this authority has been reflected since its foundation up to the research. In addition, there may be an understandable aversion towards individual members of the Consistory who are burdened in the church struggle.           The history of the district governments: The district governments were established by the 4th Edict of 18 Nov. 1817 at the same time as the district chambers of finance were revoked in 1849. Previously in Württemberg the entire administration had been led by a central government college in which sections had been formed for the various branches of the administration, in addition to the district governorates, which had only little competence and were called bailiwick bailiwicks from 1810 onwards, as well as the municipal and district authorities. The division of the country into districts and the creation of provincial colleges was modelled on the French Departmental Constitution of 1789, which also served as the basis for a new administrative organisation in other German states at the beginning of the 19th century. In 1818 it was put into effect, and at the same time the sections of internal administration, medicine, roads, bridges, hydraulic engineering, local government and the Commission for Municipal Use and Allodification of Farm Loans existing in the Ministry of the Interior, the section of crown domains, the section of state accounts, the section of agriculture, the section of state coffers in the Ministry of Finance, the section of foundations in the Ministry of Church and Education were abolished.After the instruction of Dec. 21. In 1819 the district governments in their district were the highest authorities for all objects of the state administration in the field of regimes (sovereign administration), the state police and the state economy and for the administration of the property of the municipalities, official bodies and foundations, insofar as these objects were not assigned to other district or central offices (Chambers of Finance, Protestant Consistory, Catholic Church Council, Study Council, Superior Building Council, Provincial Stud Commission, Medical College, Upper Chamber of Accounts, Tax College, Forestry Council and Bergrat).The 1819 directive was valid for 70 years and was only replaced by the Decree of 15 Nov. 1889 on the organisation of district governments and the conduct of their business. The business of the district governments was conducted by a president as executive committee, administrative councils and collegial assessors as well as the necessary office staff. For technical advice, a county medical council was temporarily assigned to the health service, a construction council for the road, bridge and hydraulic engineering of the municipalities and foundations, another for the construction of the municipalities and foundations, and an expert was assigned to the approvals of steam boiler plants. Business was transacted partly through collegial consultation and decision-making and partly through the office.In the course of time, a number of important tasks were transferred from the original tasks of the district governments to other middle and central authorities, such as the Ministerial Department for Road and Water Construction (1848), the Central Office for Agriculture (1848), the Central Office for Trade and Commerce (1848), the Ministerial Department for Building Construction (1872), the Corporate Forestry Directorate (1875), the Medical College (1881) and the Higher Insurance Office (1912). After 1870, new tasks arose for the district governments through new Reich and state laws, namely the Industrial Code, the laws on the formation of district poor associations, on the administration of administrative justice, on the representation of Protestant church and Catholic parishes and on the compulsory expropriation of land. In addition, at the beginning of the 20th century, the water law was reorganized, social legislation was expanded and the large and medium-sized cities were directly supervised. It was in charge of the city administration and the Stuttgart higher office as well as the higher offices Backnang, Besigheim, Böblingen, Brackenheim, Cannstatt, Esslingen, Heilbronn, Leonberg, Ludwigsburg, Marbach, Maulbronn, Neckarsulm, Vaihingen, Waiblingen and Weinsberg. She was also directly responsible for the men's workhouse in Vaihingen/Enz. The district government exercised supervision over the Neckar Circle's Landarmenbehörde (poor country authority), based in Ludwigsburg. Regarding the history of the collection and its redrawing: After more than 70 years of existence, Registrator Bilfinger carried out a radical reorganization of the registry for the first time in 1864-1867 at the Ludwigsburg district government. At that time it still contained numerous files from the period 1806-1817, taken over by predecessor authorities, in particular the section of the internal administration (upper government), the section of the local administration and the section of the foundation system (crown domain section, 3rd section). Due to filing overcrowding, around 138 hundredweight files - mainly specialia - were collected. Only the files from 1846 remained in the current registry, the older files before 1846 were placed in a depot. At the same time Bilfinger, based on the older registration plans of 1832 and around 1850 - with division of the files into Generalia and Spezialia as well as alphabetical arrangement of the file bundles (categories) - produced in 1867 a file plan comprising all registration parts, which was valid up to the dissolution of the district government in 1924 at the same time, above mentioned depots were transferred, with few exceptions, in 1910 because of repeated lack of space to the archive of the interior. With this delivery also extensive files of the former Landvogtei an der Enz (now in stock D 75) as well as the files about the lower service examinations (old E 173 V) arrived, from which in 1979 the examination works in the amount of 4.7 running metres were collected.In 1924, after the abolition of the district governments, the processing office of the registry of the former district government Ludwigsburg handed over the bulk of the files to the state branch archive Ludwigsburg, smaller parts above all to the ministerial department for district and corporation administration and to the upper offices as successor authorities, from which they later were to be transferred to the state branch archive Ludwigsburg.T. again reached the State Archives Ludwigsburg via other places (cf. E 173 I Bü 1590: Filing excretion at the District Government Ludwigsburg with directories). the General Acts have essentially been handed down in their entirety, whereas in the Special Acts irreplaceable losses are to be deplored. While a considerable part of the cassation of 1864-1867 was already a victim, in 1944 a bomb attack in Stuttgart destroyed most of the special files from the delivery of 1924, namely the sections "Departures to Scholarships" and with these the protocols and diaries of 1846-1924. Only two years earlier, former Rechnungsrat G. Wörner had recorded these files in the State Archives of Ludwigsburg (old repertory E 174 I). Because of the unclear division of the records of the district government into several partial collections (E 173 I - E 173 V), for which mostly only summary deliveries and archive directories used as finding aids were available, a fundamental redrawing was urgently necessary in the interest of research. The mass of the volumes, in particular the diaries and protocols 1818-1845, had already been made independent, ordered and listed as fonds E 173 II in 1971. Since 1974, the files have been indexed using the numerus currens-procedure in the given order of the alphabetically ordered file headings, which were separated into Generalia and Spezialia. After completion of the indexing, the general records of the various old holdings were formed as holdings E 173 I, the special records as holdings E 173 III. Here the title records of the same rubrics from the different registry layers (deliveries) were arranged into each other and finally the numerous file rubrics - for E 173 I and III in the same way - were summarized under newly formed main rubrics in order to better structure the stock in the factual context. This had the consequence, however, that the numerical order on which the files were based could not be made in the repertory (spring numbers). inventory E 173 I now unites the generalia - the delivery of 1910 (from inventory E 173), - the delivery of 1924 (originally inventory E 174, then E 173 IV), and - the deliveries and supplements after 1924 (unlisted) = Büschel 1-1599.Stock E 173 III consists of the specials:-the delivery of 1910 (from stock E 173) = Büschel 1 - 7518--the delivery of 1924 (from stock E 174, then E 173 IV rubrics Criminal Cases - Forced Expropriations, rubrics Alms Scholarships 1944 burned) = Bü 7520-8674 -the deliveries and supplements after 1924 (stock E 173 V) = Büschel 8675-8823.Dr. Wolfgang Schmierer and archive employee Erwin Biemann were responsible for the development of the E 173 I collection.           1. on the Gauger/Heiland family: Joseph Gauger is the first person documented in the collection with originals. He was descended from a Swabian family that can be traced back to the 16th century and that early confessed to Pietism. His father, Johann Martin Gauger (1816-1873), was head of the Paulinenpflege, his half-brother Gottlob Gauger (1855-1885) was in the service of the Basler Mission and was active 1878-1888 in Africa at the Gold Coast and afterwards in Cameroon, where he died. Joseph Gauger's brother Samuel (1859-1941) was also a pastor and last dean in Ludwigsburg. Born in 1866 in Winnenden, Joseph Gauger became an orphan early on, at the age of 13. He graduated from the Karlsgymnasium in Stuttgart. He first attended the teacher training seminar in Esslingen and became a teacher in Dürnau after graduating. From 1889 to 1893 he studied law in Tübingen, then Protestant theology. Afterwards he became vicar in Mägerkingen and Großheppach, 1898 finally town parish administrator in Giengen. The emerging Swabian career was broken off by the marriage with Emeline Gesenberg from Elberfeld. She was to stay in Elberfeld to care for her father, so the young couple moved into their parents' house in Hopfenstraße 6. There was also a Pietist community in Elberfeld. Joseph Gauger found employment as the second inspector of the Protestant Society, which provided him with a solid foundation for an equally pietistic career in his new Rhineland homeland. Later he was able to obtain the position of Director of the Evangelical Society. The Evangelical Society in Elberfeld had dedicated itself to mission in Germany since 1848. Here Gauger became responsible for the publishing work and the so-called writing mission. Since 1906 he was editor of the weekly "Licht und Leben", an activity he carried out until 1938, shortly before his death. From 1923 he also published the widely read political monthly "Gotthardbriefe". In 1911 Gauger became a member of the board of the Gnadauer Verband and in 1921 - not least because of his musical talent - chairman of the Evangelischer Sängerbund. In 1921 he also became a member of the Constituent Assembly of the Evangelical Church of the Old Prussian Union. His favourite sister Maria married Jakob Ziegler, who worked at the Ziegler Institutions in the pietist community of Wilhelmsdorf (near Ravensburg) as a senior teacher and later director at the boys' institution. Due to the very intensive correspondence and frequent visits to his sister, Joseph Gauger remained attached to Swabian pietism. During the Third Reich, Joseph Gauger and his family were followers of the Confessing Church. Joseph Gauger was finally banned from publishing, his publication organ "Licht und Leben" was banned, and in 1939 he was expelled from the Reichsschrifttumskammer. In 1934 his son Martin refused the oath to Adolf Hitler, whereupon he - a young public prosecutor - was dismissed from public service. Since 1935 he has worked as a lawyer for the 1st Temporary Church Administration of the German Evangelical Church and since February 1936 for the Council of the Evangelical Lutheran Church of Germany in Berlin. When the war broke out in 1939, he also refused military service and fled to the Netherlands. However, he was seized here, arrested and later taken to the Buchenwald concentration camp. He therefore had to give up his church service in 1940. In 1941 he was murdered by the Nazis in the Sonnenstein Killing Institute near Pirna. The younger son of Joseph Gauger, Joachim, was also harassed by the Gestapo for his work for the Gotthard Letters and "Light and Life". After the death of Joseph Gauger (1939) and the complete destruction of the Gauger House in Elberfeld following an air raid in June 1943, the family returned to the south. Siegfried Gauger, after a short time as town vicar in Schwäbisch Gmünd, had already become town priest in Möckmühl in 1933 and had settled there with his wife Ella. Martha Gauger has lived in Heidenheim since her marriage to Theo Walther in 1934. Hedwig Heiland moved in 1943 to Gemmrigheim, the new parish of her husband. The parsonage there also offered space for the mother Emeline Gauger and the nanny of the Gauger children, Emilie Freudenberger. A little later, after her early retirement in 1947, her sister Maria Gauger also moved to Gemmrigheim. After his release from captivity as a prisoner of war, Joachim Gauger had also moved professionally to Möckmühl, where he ran the Aue publishing house. Only Paul Gerhard had stayed in Wuppertal, where he lived in the Vohwinkel district. Emeline Gauger's mother and sister Maria moved from Gemmrigheim to Möckmühl in 1951, which became the centre of the Gauger family, as a result of the forthcoming move of the Heilands to Stuttgart. Because now the mother lived here with three of her children: Siegfried, Maria and Joachim. The family gathered here regularly for sociable celebrations and the grandchildren of Emeline Gauger often came to visit here during the holidays. It was not until the grandson generation of Emeline and Joseph Gauger entered working life in the 1970s that the family scattered throughout Germany. Despite everything, this generation remained in contact with each other and organized regular family reunions. 2nd history of the stock: Bettina Heiland, Marburg, and Susanne Fülberth, Berlin, handed over the family documents Gauger/Heiland to the Main State Archives for safekeeping in January 2011 after the death of their mother Hedwig Heiland. Some further documents were submitted in June 2013. Hedwig Heiland, née Gauger, born 1914, was the youngest child of Joseph and Emeline Gauger and had survived all siblings and close relatives at the age of 96. The documents handed over originate from different persons in the family. Important documents come from her aunt Maria Ziegler, her father's favourite sister who lives in Wilhelmsdorf. She kept the letters of Joseph Gauger and his wife to their relatives in Wilhelmsdorf (to which she also belonged), a remarkable series of correspondence. Memorabilia such as her place card for the wedding of Joseph and Emeline in Elberfeld in 1898 and individual books by Joseph Gauger and the history of the family are also included. After her death Hedwig Heiland received her from her daughter Ruth Dessecker. Other documents come from mother Emeline Gauger, including letters to her and valuable memorabilia as well as files. They must have come to Hedwig Heiland after her death in 1964 or after the death of her daughter Maria, who lived with her. The documents of the brother Siegfried, city priest in Möckmühl, who died in 1981, are also rich. They date back to before 1943, when the parents' house in Elberfeld was destroyed. Worth mentioning are the dense series of letters of his brother Martin (the Nazi victim) and his parents, as well as his sister Hedwig to him. Furthermore there are letters of Sister Maria (until she moved to Möckmühl in 1950). Less dense is the letter tradition of the brothers Paul Gerhard and Emil Gauger to the city priest. Only the memorial book of the young Siegfried, which has a very high memorial value, his children did not want to do without. It is therefore only available as a copy, but in two copies. Sister Maria Gauger was primarily important as a photographer from the early days of Elberfeld. In addition to files on her own life and fate, she kept a family guest book in Möckmühl, which contains many interesting entries on family life and mutual visits. This is also included in the original stock. Her cousin Maria Keppler, née Ziegler, and her husband Friedrich also sent documents to Hedwig Heiland, especially correspondence and photographs. After the death of her husband Alfred in 1996, the documents of the older family Heiland also came to Hedwig Heiland and were kept by her. These were correspondences and the pastor's official records as well as family history materials, investigations and genealogical tables, but also documents from the mother Anna Heiland. In addition, the family of Hedwig and Alfred Heiland had a large number of younger records. Hedwig Heiland also proved to be a collector here, who rarely threw away a document and preferred to keep it. It didn't stop at collecting and picking up. Hedwig Heiland also arranged the documents and supplemented them with his own notes and investigations. Numerous notes on the family history of Gauger bear witness to this. Hedwig Gauger read the letters from her youth, extracted important dates and took notes. On the basis of the documents she kept and evaluated, she made a film in 2007 entitled "This is how I experienced it. Memories of my family and my life, told by Hedwig Heiland née Gauger" (DVDs in P 39 Bü 469). It consists essentially of an interview with her and numerous photos about her life and the fate of her family. Hedwig Heiland was particularly committed to the rehabilitation of her brother Martin. She intensively supported the research on his fate with information, compilations and also with the lending of documents. She collected the results, i.e. books and essays, and compiled the state of research almost completely. For the exhibition "Justiz im Nationalsozialismus" she read letters of her brother Martin Gauger and other documents about his life, which are stored as audio documents on a CD (P 39 Bü 468). Despite the richness of the available material, gaps in the tradition are to be noted. The sudden destruction of the Elberfelder Haus der Gaugers in 1943 resulted in a severe loss of family documents. About Maria Ziegler from Wilhelmsdorf and Siegfried Gauger, who did not live in Elberfeld anymore at that time, other documents from this time have fortunately been preserved, which compensate this gap somewhat. Another gap exists in the correspondence of Hedwig Heiland during the 70s to 90s of the last century. Even then, there must have been a rich correspondence, of which there is hardly anything left. The correspondence of Hedwig Heiland, on the other hand, which has been richer again since 2000, is present; it was hardly ordered, but has not yet been thrown away. In 1993 documents concerning Martin Gauger were handed over to the Landeskirchlichen Archiv Hannover for archiving. They received the inventory signature N 125 Dr. Martin Gauger. The 1995 find book on these documents is available in the inventory as no. 519. 3rd order of the stock: The documents originate from different provenances and had been arranged accordingly. A delivery list could be prepared and handed over for the inventory. Letters from Hedwig Gauger to his fiancé Alfred Heiland from the 40 years and also the letters in the opposite direction have been numbered consecutively, which points to a very intensive reading and thorough order, which, however, is an extreme case. In the letters Joseph Gauger wrote to his sister Maria after 1920, the covers of the tufts contain summaries of the most important pieces and references to outstanding family events mentioned in the letters. This information can be used as a guide during use. However, the original order of the documents was badly confused by the frequent use by the family and by third parties. One has not or wrongly reduced the taken out pieces. Frequently, individual letters were found in the photo albums with photos that were related to the content of the letter, but had to be returned to the original series. A photo album (P 39 Bü 353) had been divided into individual sheets so that the photos required for publications could be passed on to third parties as print copies. Hedwig Heiland had attached self-adhesive yellow notes to many letters and provided them with notes and references in order to be able to orientate herself better in her family-historical research. For conservation reasons, these notes had to be removed. In addition to the restoration of the original order, further measures were necessary for the order of the stock. Many documents were too broadly characterised as "other" or "miscellaneous". Tufts with very different contents were incorporated into existing units. A larger box still contained completely disordered, but nevertheless valuable letters from the period 1943-1952, which had to be sorted and indexed. Thematically similar tufts could often be combined into one unit. For example, mixed tufts containing letters from different scribes to the same recipient were divided and transformed into tufts with uniform scribes. This order according to the principle "a tuft, a letter writer" could not always be carried out. Letters of the married couple Emeline and Joseph Gauger, for example (to Maria Ziegler) are so closely interlocked that they cannot be split into two separate tufts. Sometimes Emeline signed her husband's letter with a short greeting of her own, sometimes she is greeted in the name of both, but often Emeline wrote her own passages on the letterhead and sometimes there are whole letters from her. Separation is also impossible in terms of content. Similarly, letters from Emeline Gauger and Maria Gauger in their Möckmühl days cannot be separated from those of Siegfried Gauger. Such letters were classified according to the author author. The index refers to the other persons. The present order and indexing was based on family interests. Essentially, in addition to the corrections and restructuring measures mentioned above, the documents had to be arranged and made accessible for scientific research. For this reason, a greater depth of indexing was necessary, above all, by means of title recordings with detailed content annotations. An overall order of the holdings according to the different origins of the documents did not prove to be meaningful for a family archive of the present size. The uniformity of the documents produced by Hedwig Heiland was therefore accepted and maintained. Accordingly, the title recordings of the correspondence of members of the Gauger family are arranged according to the letter writer and not according to the letter recipient. Letters usually contain more information about the author than about the recipient. Letters from non-family members and from letter writers to whom little material has grown, on the other hand, were classified according to the recipient principle ("Letters from different correspondence partners to XY"). The present collection documents the fate of a Swabian family closely linked to Pietism over almost two centuries. Outstanding is the relatively well-known theologian Joseph Gauger, who is richly documented with his correspondence and in his writings. The marriage of his sister Maria Ziegler also gives a glimpse of the Pietist settlement in Wilhelmsdorf and the Ziegler Institutions. The family's attitude during the Nazi period and especially the fate of his son Martin, who was imprisoned for his conscientious objection and finally killed, are also reflected in the inventory. Relations with the family of the Berlin prison pastor and member of the Kreisau district of Harald Poelchau are also documented. Dense series of letters from the Second World War (letters from Hedwig Heiland to her husband Alfred, letters from Alfred Heiland to his wife Hedwig, letters from Maria Gauger to her brother Siegfried) tell of the hard everyday life of the World War II. In addition, the collection illuminates the everyday family life of a Swabian family over at least two generations.           Inventory description: Dept. 180/1 Heylsche Lederwerke Liebenau Scope: 260 archive boxes and 7 linear metres of books/standing (= 1104 units of registration = 40 linear metres) Duration: 1879 - 1975 Acquisition, history of the inventory Dept. 180/1 comprises the most complete company archive within the archive holdings of the Worms municipal archive. It represents the development of the Worms leather industry, especially in the period from about 1922 to the end of production after its discontinuation at the factory in Worms-Neuhausen in 1974. There are no losses during the war, cassations of the material, of which nothing is known in detail, were obviously limited. After the end of production in the Liebenau plant (Neuhausen, area Kurfürstenstraße, today the workshops and administration of Lebenshilfe Worms are located there), the inventory, initially operating as Abt. 169 (until its renaming in 1996), was taken over by the Worms municipal archives in 1974 in consultation with Mr Ludwig Frhr. v. Heyl, born in 1920. Until 2008, it was stored in a standing position (mainly file folders, cf. fig.) in the Adenauerring office building, Oberer Keller, with a circumference of 49 linear metres. When the files were selected for submission to the archives, a considerable part of the documents relating to the work (which in turn were mixed with Heyl's family archives) was separated from the parts handed over to the archives; this part was transferred to the municipal archives in 1997 as Dept. 185. The latter, a very rich and extensive collection, has been listed since 2007 and contains both company and private documents of the von Heyl family. It is essential to use the inventory to supplement the source material available here (cf. in future the preface to the finding aid book). The archive holdings of Dept. 180/1 did not have a clear internal structure at the time of its transfer and were first opened up or provisionally in 1993/94 by the student Mr Burkhard Herd in preparation for his diploma thesis on the leather industry, written at the University of Mannheim in 1994, from 1933 to 1945 (using Heyl-Liebenau as an example). Herd numbered the folders and staplers (approx. 650 units) and entered them (without running times and closer registration according to the usually available back titles) into an alphabetical list of topics, which was able to convey a very compressed first impression of the material with twelve pages. Herd's subsequent work (masch. 144 p.) includes a partial evaluation of questions of Nazi economic history using the example of the leather industry. In this form the stock was always to be used only very limitedly. In 1993, Volker Brecher last evaluated the documents for his study on working conditions in the leather industry during the Second World War as well as for the question of the use of forced labourers. In 2007, Christoph Hartmann presented an analysis of selected aspects of company development in the 1920s. Apart from that, the value of the rich source material for the economic history of Worms and the entire development of the leather industry has remained unused to this day, even nationwide, due to the fact that it has not been developed. From December 2007 to the end of February 2009, the entire holdings were completely listed by the signatory and entered into 'Augias'. In the process, a classification was developed which attempts to take into account the essential overdelivery characteristics and structures of the material. The material was successively brought to the Raschi House and is mainly stored here. The classification reaches its limits where (how often) the documents mix family-private affairs with company matters, where foreign business and domestic activities are intertwined (this applies to the entire field of correspondence) and the like. There have been relatively clear distinctions in the area of personnel and the activities of the company director in committees, chambers and associations since 1942 and 1949, respectively. Main focus and significance About half of the documents are divided between the time before and after 1945; there were probably no war losses. The value of the stock for economic historical research is to be estimated very highly. The main focus in terms of time was between 1922/23 (independence of the company) and 1962 (death of Ludwig C. v. Heyl sen.) or the end of production in 1974. At the end of the 60s the factory still employed about 400 people. Heyl'schen Lederwerke Liebenau in Neuhausen was taken over in 1901 by Cornelius Wilhelm v.           History of the Inventory Designer: Introduction Prehistory up to 1933 The rapid increase in car traffic after the First World War meant that road construction in Germany had to face up to these new requirements. The aim was to rapidly improve the existing road conditions and adapt them to the new requirements of increasing motorisation by extending the existing country roads and building motorways. Contemporary statistics show that in 1924 every 321st inhabitant in Germany owned a "car", while at the same time in France every 90th, in Great Britain every 71st and in the USA already every 7th inhabitant owned a car. The private German vehicle fleet in the country doubled in the years from 1923 to 1926 from 100,340 cars to 206,456. In 1933, only seven years later, almost 800,000 motor vehicles were registered in Germany. The construction of the Berlin AVUS (Automobil-Verkehrs- und Übungs-Straße) in 1921 as well as the activities of the Studiengesellschaft für Automobilstraßenbau (STUFA) played a special role, the latter in particular with regard to the extension of the existing country roads. However, the war and its consequences prevented a resumption of this discussion until the mid-twenties. With the founding of the association HAFRABA and its transition to GEZUVOR, plans for the new motorways in particular took shape, which, after the National Socialists took power, were quickly declared to be the "Führer's Roads". In the course of its work, HAFRABA drew up about 70 plans for a motorway network in Germany. The later central and territorial road construction administrations were able to profit from many results of their complex research, test series, but also from studies for the job creation of larger quantities of labour. The existing conditions with regard to the road administration in the respective sovereign jurisdiction on the one hand and the (Reich) legislator on the other, as well as the increasing blockage of road construction plans from Reich railway and financial circles, but also from the Länder and provinces, forced the necessity of a reorganisation of the road system in Germany to a certain extent, which did not take long after the seizure of power by the Hitler dictatorship. Adolf Hitler was not yet Chancellor of the Reich for two weeks when he put the construction of intersection-free motorways up for discussion in the cabinet. As early as 11 February 1933 he announced the "initiation and implementation of a generous road construction plan", with which both a modern transport system was to be created and unemployment effectively combated, but also reaped the opposition of Reichsbahn General Director Dorpmüller and Reich Finance Minister Count Schwerin von Krosigk. Nevertheless, he was determined to discuss the necessity of motorways with transport experts and leading representatives of the economy. In a conversation with HAFRABA managing director Willy Hof on 6 April 1933, he was informed in detail about the association's plans. As early as 27 June 1933, the Reich government announced, against the will of the Reichsbahn representatives, the formation of the company "Reichsautobahnen", which initially acted as a branch of the Deutsche Reichsbahn-Gesellschaft. One day later, Hitler appointed Dr. Fritz Todt, a highly intelligent civil engineer who was loyal to the line, as "Inspector General for German Roads". With the later "Decree on the General Inspector for the German Road System" of 30.11.1933, Todt was also transferred the business area of the company "Reichsautobahnen". The decree states: "For the execution of the construction of the Reichsautobahnen ... a supreme Reich authority shall be established with its seat in Berlin, the head of which shall be given the official title of 'General Inspector for the German Road System'. He is appointed by the Reich President at the suggestion of the Reich Chancellor and reports to the Reich Chancellor. Hitler was convinced of Todt's suitability after he had read his so-called "Brauner Bericht" (Brown Report), a memorandum on "Road Construction and Road Administration", in which Todt deals with the previous conditions of road construction in Germany and formulates objectives for the time of National Socialism. The new authority had the task to organize the construction of the "Reichsautobahnen" and the maintenance of the country roads, as far as they had belonged so far to the responsibility of the Reich Minister of Transport. Legal foundations The "Gesetz über die Errichtung eines Unternehmens Reichsautobahnen" of 27 June 1933, the first ordinance of 7 August 1933 and the "Gesetz zur Änderung Gesetz über die Errichtung eines Unternehmens Reichsautobahnen" of 18 December 1933 provided the Inspector General with a foundation of powers and authority which enabled him to implement the goals set by the Reich leadership as quickly as possible. This included the right to route and design the Reich's motorways as well as the right to levy charges, the right of expropriation and the assumption of state sovereign rights over the motorways. With the "Act on the Temporary New Regulation of the Road System and the Road Administration" of 26 March 1934, the division of roads into 1st motorways, later "Reichsautobahnen", 2nd Reich roads, 3rd country roads of the 1st order, 4th country roads of the 2nd order, was also introduced. The law of the land was amended in accordance with the provisions of the first order, and further regulations were made regarding the distribution of the road construction load, the administration of the Reich roads and the country roads of the first order, the road supervisory authority, etc. A general power of attorney to the greatest extent possible was granted to the Inspector General with the formulation written down in § 1 "The Inspector General for the German Road System determines which roads are subject to the provisions of this Act and which roads have the characteristics of Imperial roads and of Land Roads I. and II. I'll give you the order." The prerequisites created by the aforementioned legal bases were very soon reflected in the structure and organisation of the office of the Inspector General for German Roads. Organization and Structure In 1934, the Inspector General's Division comprised the two major areas of responsibility, Land Roads and Reich Motorways, as well as the resulting connections to the 30 Supreme Road Authorities with 176 State Construction, Road and River Offices of the Länder and Provinces on the one hand and the 15 Supreme Construction Supervisors with 65 Construction Departments for the motorways on the other. As a result, the internal service structure was as follows: Four departments were assigned to the Inspector General for German Roads. 1. department Landstraßen (L), 2. department Administration/Administration (V), 3. department Research/Exhibition/Congress (F) 4. department Reichsautobahnen (A) Furthermore, a landscape consultant was assigned to the Inspector General. In addition to a joint press and socio-political speaker, departments L and A were each assigned 5 speakers (L1 to L5 and A1 to A5), whose fields of work extended to cooperation with the road construction authorities in the Länder and provinces and with the supreme construction managers of the motorways. An overview of the road construction authorities from 1935 under the authority of the Inspector General illustrates the striving for a strongly centralised connection of road construction tasks in Germany. After Hitler's declaration on January 30, 1937, that the German Reich had regained unrestricted sovereignty over the Deutsche Reichsbahn and that the Deutsche Reichsbahn had been converted into a pure Reich administration by the law of February 10, 1937, the Reichsautobahnen were to be given a position similar to that of the Deutsche Reichsbahn. This was done in the "Gesetz zur Neuregelung der Verhältnisse der Autobahn" of 1 July 1938 and by the "3. Verordnung zur Durchführung des Gesetz über die Errichtung eines Unternehmen 'Reichsautobahnen'" of 1 June 1938. Fritz Todt was appointed chairman of the board of the Reichsautobahnen. The offices of the company became direct Reich authorities. Thus the company Reichsautobahnen lost its character as a society. The "Führerprinzip" (leader principle) practiced in all authorities of the "Third Reich" dominated the organization of the Reich's motorways at the latest since the enactment of this law. With the rapid progress of the political and economic processes in Germany, with rearmament, with the creation of ever new political and organizational structures in the Reich territory, with the invasion of Austria and the Sudetenland, with the erection of the Westwall after the occupation of the demilitarized Rhineland and finally with the beginning and course of the war, ever new and different organizational units and focal points of work developed within the office. The supreme construction management of the Reichsautobahnen was extended by similar authorities in the occupied areas. In the construction of the Westwall from the middle of 1938 onwards, the 22 superstructure superstructure lines at the German western border were firmly integrated, after Hitler, under heavy accusations against the General Staff of the Army, had given this task to Todt without further ado - it was the hour of birth of the "Organisation Todt". It had its first seat as Abteilung West in Wiesbaden. In the files of the Inspector General for the German Road System, an interweaving of tasks with other ministries (e.g. Reich Ministry of Transport, Reich Ministry of Finance), the NSDAP as well as the cooperation with many other organisations is reflected in many ways, e.g. the National Socialist Association of German Technology (NSBDT), the German Labor Front (DAF), the National Socialist Motor Corps (NSKK) and the German Automobile Club (DDAC), and many others. The business distribution plan of the Inspector General of October 28, 1938 clearly expresses that the company was already at the level of political development. Directly subordinate to the Inspector General were now not only the 4 departments but also three other business areas: Research, NSDAP compounds, imperial defence and defence (cf. Fig. page XII). Fritz Todt held a number of political offices. From 1933 he was not only Inspector General for German Roads, but also Head of the Main Office for Technology of the NSDAP, 1938 he became General Plenipotentiary for the Regulation of the Construction Industry, 1940 Reich Minister for Armament and Ammunition as well as Inspector General for the Special Tasks in the Four-Year Plan, 1941 Inspector General for Water and Energy. At the height of his political career Todt died in a plane crash on 8 February 1942 near the "Führerhauptquartier" near Rastenburg/ East Prussia. Albert Speer took office on 9 February 1942. Inventory description: Inventory history The inventory summarised in inventory R 4601, General Inspector for the German Road System, consists of several parts from the former GDR and the Federal Republic of Germany. This includes around 2,300 files and almost 1,800 card index sheets from the former Central State Archives of the GDR, which were formerly kept there as holdings 46.01 and were recorded in a finding aid file, some of them with very general and inaccurate title records. The files of the holdings R 65 I to R 65 IV described below were added from the Federal Archives. Here, finding aids with precise title entries and notes on contents were available. In addition to Todt's "Brounen Denkschrift" (Brown Memorandum), the R 65 I holdings included 34 other files from US returns from 1934 to 1945, as well as files from the Building Department Wittlich 1941 (1), the Wiesbaden Department 1938-1943 (2), the Böttger 1938-1945 (11), Bonacker 1937, 1942-1944 (2), Dittrich 1926-1952 (67), Schönleben 1939-1944 (6), and supplements 1939 (1). The collection R 65 II contained 141 files of the Reichsautobahndirektion Berlin and was handed over to the Federal Archives by the Federal Minister of Transport in 1962 (official files of the Federal Archives, file no.: 3115/4, note dated 31 Jan. 1962). The inventory R 65 III was a collection of decrees of the Inspector General. The inventory R 65 IV contained personal files, of which 112 files have been catalogued and a further 12 running metres have not been catalogued. Archival evaluation and processing The inventory was indexed using the above-mentioned finding aids by entering it into the BASYS-S database of the Federal Archives for the purpose of making the finding aid data available online. A physical reception of the files did not take place due to time reasons with some exceptions. The archive signatures of the Potsdam holdings were largely retained during the indexing process, but each volume was given its own archive signature for found files with volume numbers. The signatures begin: at no. 1 for the former stock 46.01, at no. 3001 for the former stock R 65 I, at no. 4001 for the former stock R 65 II, at no. 5001 for the former stock R 65 III, at no. 10001 for the former stock R 65 IV. The 112 personal files already opened up have been newly recorded, but are not part of this finding aid book. The existing classification was largely renewed and is based both on the organizational structure of the inventory generator and on its functional responsibilities. The internal order of the files has been maintained. The inventory has already been moved from standing folders to folders. Only the finding aids of these two fonds are still available in the Landeshauptarchiv Koblenz. The latter had been located in Bonn since 1928 and had had its own premises at Hofgarten 13 since 1936. There is a 46-page compilation of these extensive holdings by Lic. Rodewald from 1938. (5) These are predominantly the older files from the 19th century, but also, for example, the documents from the 1914-1918 war period; in any case, these were files that were still considered to be of purely historical value and were deemed to be dispensable for business operations.IV) On 14 November 1939, the consistory issued a circular to the superintendents about the possibility of handing over the examination papers of deceased pastors to family members. The background to this was a request from the now provincial church archivist Lic. Rosenkranz, who sought to alleviate the acute shortage of space in the Hofgarten. It initially lists 31 pastors whose documents had already been sought out by Rosenkranz. (6) The examination papers that had not been requested were then to be destroyed in February 1940. The action was continued eight more times until February 1943, when it fell victim to the war-related restrictions in the consistory's operations. (7) The only condition for requesting files was to send in 50 pfennigs return postage. A total of 908 pastors were listed. It is not possible to ascertain which documents were actually requested back by the families and thus saved from later destruction.V) On 12 November 1943, the Koblenz State Archive Director Dr Hirschfeld, in his capacity as air raid warden, asked the Consistory to remove the files stored in Düsseldorf (8). This was rejected on the grounds that the (current) personnel files were already located in an air-raid shelter recognised as bomb-proof; structural safety measures would now be carried out immediately for the remaining files. These are documented in a cost estimate from architect Otto Schönhagen, the head of the provincial church building office, dated 10 December 1943: The registry facing Freiligrathstraße is to be fitted with protective walls for a modest 720 Reichsmarks. It can be assumed that these alterations were realised at the beginning of 1944. In any case, the files remaining at the consistory itself survived the war without any recognisable losses.VI) On the other hand, the building at Hofgarten 13 was completely destroyed in the air raid on Bonn on 18 October 1944. The fire had reached the cellar so quickly that both the older personnel files of the pastors and the consistorial files brought back from Koblenz in 1937 were completely lost. In contrast to the old pertinent holdings of the provincial church archives and the church records, these holdings were not removed from storage. This is by far the greatest loss that the original consistorial records have suffered, especially in the 19th century. It can be quantified as around 400-600 volumes of subject files (generalia and specialia) and an even higher number of personal files. In this repertory, the previous volumes that were burnt are listed under the heading 'Remarks'; the frequently occurring skip numbers in the inventory signatures indicate the complete loss of a file. A detailed reconstruction of the holdings destroyed in Bonn - which is entirely possible - would require a comparison of Rodewald's list with the available handwritten indexes of files. Fortunately, to a certain extent there is a replacement in the form of the files of the Oberpräsidium der Rheinprovinz in the LHA Koblenz. (9) Important material that is otherwise not available in Düsseldorf is also contained in the Rhine Province section of fonds 7 (Evangelischer Oberkirchenrat) in the EZA Berlin. (10)VI) On 24 February 1972, the regional church office decided to transfer the files of the former consistory to the regional church archives, which was long overdue. (11) Until then, they had been regarded as registry property - despite the fact that some of them dated back to 1826 - and were also administered by the registry. As a general pruning of the registry also took place in 1971 in connection with the move to the new LKA office building in Hans-Böckler-Straße, the special files of the church districts and parishes were subsequently removed from the consistorial files and combined into separate holdings (31 church districts and 41 local files). Unfortunately, the separation was not complete, so that a considerable number of files still remained in the consistorial holdings. In this repertory it is always noted when the subsequent volumes are in fonds 31 or 41. Conversely, in the typewritten finding aids for these two fonds, it is noted which previous volumes can be found in the consistorial files.Usage informationThe following printed file plan of the Consistorial Chancellery dates back to the 19th century and was updated until the 1940s. The indication 'n.a.' (no files available) for individual subgroups may indicate complete loss due to the effects of war. As a rule, however, the files in question have been removed as outlined above and added to newly formed fonds. This also applies to all personnel files. In addition to the indexing units listed here, there are also the 90 surviving business diaries for the period 1928-1948, for which no archival cataloguing aids have existed to date. A typewritten alphabetical subject index of the existing files, compiled in 1931 by the registrar's office at the time, was available, albeit without any duration information. Two further large handwritten indexes of files were initially written in one hand around 1850 and then updated over a period of almost 100 years. (12) Many of the files listed there have since been lost. Nevertheless, the two indexes continue to be of great significance, as they indicate the file transfers and resignations within the consistorial registry and only with them is it possible to reconstruct the lost holdings. The undersigned has compared the contents of these records. It was not possible to completely standardise their extremely different levels of indexing intensity. The present repertory is therefore not 'from a single mould'. The index of this printed version only includes the names of places and persons as well as a few selected subject headings. A complete keyword search is possible via the database of the EKiR archive. the files of the consistory cover almost all facets of church life in the Rhine Province. The records for the period of the Weimar Republic and the Nazi regime up to 1945 are almost completely preserved. In contrast, the files from the First World War, for example, are largely lost, not to mention the often rudimentary records from the 19th century. From the scholarly use to date, one cannot help but get the impression that the latent mistrust of wide ecclesiastical circles in the Rhineland towards this authority has been reflected in research since its foundation. In addition, there may have been an understandable aversion towards individual consistory employees who were involved in the church struggle. In many recent works, at any rate, reference is still made to contemporary historical collections and quite relevant bequests without taking the original official records into consideration, and it is to be hoped that a relaxed - and of course never uncritical - approach to this highly informative material will enrich our knowledge of the Protestant church history of the Rhineland.           I. On the history of the Württ. Ministry of Justice and its registry relations: The manifesto of organisation of 18 March 1806 determined the business circle of the Minister of Justice and defined the structure of the Department of Justice (Regierungsblatt 1806 p. 6 f., bes. §§ 2, 5, 34-53; cf. F. Wintterlin "Geschichte der Behördenorganisation in Württemberg" 1, 5. 280 f., II p. 140 f.; A. Dehlinger "Württembergs Staatswesen in seiner historlichen Entwicklung bis heute" 1, p. 124 f., 388 f.). The Ministry of Justice experienced a reorganization of its business area, which remained almost unchanged for several decades, through the Royal Decree of 8 November 1816 (Government Gazette 1816 p. 347, especially §§ 5 and 9) and the 5th Organizational Edict of 18 November 1817 (Reyscher III, p. 470). On the day after Mauclers was appointed Minister of Justice, 9 March 1818, a Royal Decree was issued on the "state of affairs at the Chancellery of the Minister of Justice" (E 31 Bü. 204). The head of the chancellery remained the head of the Schwab Tribunal. On 29 February 1818, the Secret Registrar of the Second Section of the Privy Council Amandus Heinrich Günzler was charged with the revision and organisation of the Justice Ministerial Registration Office (Regierungsblatt 1816 S. 396; E 7 Bü. 60: II. Dept. 1818; E 31 Bü. 167; cf. E 1-13 Diarium 1818 Diary No. 2673). The fact that Günzler was occupied with this task at least until March 1819 can be inferred from a letter of thanks of 29 March 1818 addressed by him to the king concerning a gratuity for his activity in the Ministry of Justice (E 5 3d. 61). Hit of the order of the ministerial registration carried out by him one seems to have been generally satisfied. Thus the Minister of Justice expressed himself very appreciatively in the 1820 annual report of the Department of Justice for the year 1818: "For more than ten years this ministry lacked its own registrar; and in spite of all the efforts of the few workers, the number of occupations of the offices of this ministry, which had been identified as highly inadequate for a long time, in the earlier period, neither significant business backlogs nor, in particular, order in the registry system could be prevented. Now this order is perfectly established from the very beginning (1806)" (Annual Report 1818 in 3 33 Ed. 126 and E 302 Ed. 969). File plans, repertories or diaries of the Ministry of Justice have not been preserved, with the exception of a diary kept from 1840 (December) to 1364, which refers exclusively to high treason concerns such as the action against the "Bund der Geächteten" and the "Junge Deutschland" (E 301 Bü. 55 Nr. LV). Nevertheless, the registration scheme introduced in 1813 can be reconstructed on the basis of the subjects and signatures as well as the references to the file covers. The registry was divided into two sections: The first section consisted of the Generalia, later also called General Acts. These have been sorted alphabetically by subject. The individual subjects received up to the letter R including Roman identification numbers, subsequently inserted subjects, but also the subjects from letter 3 remained without such numbers. In the Generalia, the main type of documents is those relating to legislation and individual offences. The second department initially had no name. In order to distinguish it from the Generalia, which used blue file covers, the registry material was deposited in red file covers. Around 1850 this department was given the name "A. o. G." "("General organic articles"). In particular, it was assigned the files on personnel matters of the Department of Justice, the supervision of the judicial authorities as well as the treasury and auditing systems. Over time, the two departments have overlapped (e.g. Gen. Budgeting - A. o. G. Budget; Gen. Holiday Bü. 14 Holiday chamber A. o. G. Holiday chamber). Since November 1921, the A. o. G. files were no longer maintained. Classified items that had been removed were marked "closed" on the file covers, all others were transferred to categories of the general files (e.g. A. o. G. Minister ~: "From Nov. 1921 cf. G. Staatsministerium or A. o. G. Gerichtsvollzieher 3: "1922 all items in the files were transferred to G. Gerichtsvollzieher 9 and continued there"). Work on the reorganisation continued until 1923. Since the duration of the files of both departments almost exclusively ends in 1922/23 (exceptions): E 302 Bü. 1: 1922-1936, Bü. 912: 1904-1924, Bü. 1216-1218: 1919-1924, Bü. 1319: 1894-1925), they may have been retired on the occasion of this reorganisation of the registry. In addition to the documents of the two departments just described, the Registry of the Ministry of Justice also kept the files of some abolished authorities and commissions. Although these holdings were preserved as closed registry bodies, they were brought into organic connection with the written records of the Ministry of Justice itself: with the exception of the College of Penitentiaries, which only dissolved in 1921, they were incorporated as special sections of the Generalia Department. In contrast to the Ministry of Justice, most of the diaries and repertories are preserved for these stocks. Altogether, there are six authorities or commissions whose documents were wholly or partially incorporated into the registry of the Ministry of Justice: the Ministerial Commission for the Investigation of the Revolutionary Activities of 1833 in Württemberg, the Mortgage Commission, the Organizational Execution Commission, the Supreme Judicial Review Board, the Commission for the State and Government Gazette, and the College of Prison Officers. The Ministerial Commission established by the Most High Decree of 29 May 1833, to which the President of the Privy Council as well as the Heads of the Departments of Foreign Affairs, Warfare and Justice belonged, was to ensure "coherence, unity and acceleration" of the investigations already initiated into the revolutionary activities discovered in Württemberg in 1833. The Commission existed until 1839. about the files resulting from its activity informs the directory located in inventory E 301 Bü. 18 Unterfaszikel 1 /_ 33. The Mortgage Commission, which had been formed by Royal Resolution of 30 May 1825 ~ 8. 383), was responsible for advising on and implementing the deposit laws and for clearing up the deposits in the municipalities. The board of the commission headed by the Minister of Justice was the director of Schwab. Members were appointed to the Supreme Tribunal Council of Bolley, the Supreme Pupil Council of Steudel and the Reutlingen Chief Official Judge Schickardt. The Commission was empowered to issue instructions to the Higher and Local Courts. It was dissolved by decree of 12 January 1832 (Government Gazette 8.20). The new "Mortgage Commission", which had been set down at the same time, had to deal with the issue of the deposit system for specimens. A first organizing and executive commission entrusted with the implementation of the organizing edicts of 1817 existed from 18 November 1817 to 15 January 1818 (Government Gazette 1817 p. 542 and Government Gazette 1818 p. 21), a second from 27 August 1821 Government Gazette 1821 p. 671) to 15 August 1828 (Government Gazette p. 675). The members of the second commission were the Minister of Justice as head (conductor), the Minister of Finance, the 'head' of the Department of the Interior, as well as the senior tribunal councils of Schwab and von Bolley and the senior government council Waldbauer. A diarium and repertory (E 301 Bü. 140) have been preserved for the period from 27 August 1821 to 10 September 1828. The Commission's registry had classified the documents it had received into two series. In the registry of the Ministry, the files included in the Generalia Department received new signatures, partially disrupting the old order. The Supreme Judicial Review Office, created on 2 November 1807 (Government Gazette 8.537), was headed by the Ministry of Justice and was in charge of reviewing criminal cases. With his dissolution ordered by Royal Decree of 23 September 1817, his portfolio was transferred to the Criminal Senate of the Upper Tribunal (Reyscher Vol. VII 8. 542). Only the minutes for the years 1807 to 1817 of the documents produced during the Oberjustizrevisorium were transferred to the registry of the Ministry of Justice. The Commission for the State and Government Gazette was established with the publication of a State and Government Gazette ordered by King Frederick on 22 January 1807 (Government Gazette p. 1). In addition to the Privy Council Freiherr von Spittler, which acted as President, seven councils of Stuttgart's central authorities were members of it. Hofrat Werthes was employed as editor of the government journal and secretary of the commission; he died on 5 December 1817. After the death of King Frederick, the commission was dissolved, the supreme supervision and leadership of the government journal "united with the attributions of the Department of Justice" (Reyscher Vol. III 5. 478). The relevant files, which had grown up at both the Commission and the Ministry of Justice, received the signature CLXXIV in the Generalia Department of the Ministerial Registry. They were handed over to the State Archives Ludwigsburg as a separate delivery (Delivery II) in 1939 and recorded by Dr. Max Miller from inventory E 303a in 1948. The Prison Commission formed on 21 December 1824 (Regierungsblatt 1825 3. 1) was given the name Prison College in 1832 (Regierungsblatt 1832 5. 243). This college was responsible for the economic and police administration of all higher prisons as well as the establishment and maintenance of the district court prisons in Württemberg. After it had been repealed with effect from December 1, 1921 (Government Gazette 5. 521), his. functions to the Ministry of Justice. The files of the College of Prisons have been incorporated into the Registry of the Ministry of Justice as an annex to the two departments of Generalia and General Organic Objects. TWO. The documentation of the Württ. Ministry of Justice in the Main State Archive Stuttgart: The documents of the Ministry of Justice, initially kept in the State Archive Ludwigsburg and since 1969 in the Main State Archive Stuttgart, cover a period of about 115 years, i.e. it documents the business activity of the Ministry from its foundation in 1806 until the time after the end of the First World War. The files that grew up after that until the administration of justice was "handed over" at the beginning of 1935 did not reach the State Archives, they perished in the Second World War. Apart from this painful documentation gap, however, for more than a century the written material of the Ministry of Justice, which is to be rated very highly as source material for the modern history of Württemberg, has essentially been preserved and is accessible to scientific research. In accordance with the three stages in which the State Archives Administration has taken over the registry of the Ministry, these documents are divided into three archival holdings: E 301 Ministry of Justice 1 (= 1st delivery 1910), E 303a State and Government Gazette (= 2nd delivery 1939) and E 302 Ministry of Justice II (= 3rd delivery 1962). As a result of this gradual transfer of the documents to the archives administration, which was carried out from the point of view of the files dispensable for the Ministry's operations, the original registry order was torn apart. However, as already mentioned, it could be reconstructed on the basis of the notes on the file covers. This reconstruction of the old registry order and the interlocking of the three deliveries is shown in the following table. III. the order and scientific development of the stock E 302 Ministry of Justice II: While the first two deliveries by the Ministry of Justice in 1910 and 1939 were carried out by way of file separation and the recording of these orderly transferred archival records in the State Archives Ludwigsburg caused no difficulties, the situation was fundamentally different with the so-called third delivery. This stock, which had long been considered lost, was found in 1962 during clearing work at the storage facility of the Stuttgart Higher Regional Court (Urbanstr. 18). How he had got there could no longer be determined. With the permission of the Ministry of Justice of Baden-Württemberg, the files were transferred to the Ludwigsburg State Archives on 4 October 1962, from where they were transferred to the Stuttgart State Archives in the spring of 1969 as part of the redistribution of the holdings held in the Stuttgart State Archives and the Ludwigsburg State Archives. In the years 1969 to 1972, under the direction of Dr. Sauer, the ladies and gentlemen Dr. Eitel, Beutter, Fruhtrunk, Pfeifle, Rupp, Dr. Schöntag and Steimle recorded a total of 36 ongoing holdings. Since the tufts of files were completely confused and also a part of the tufts was torn open, whereby the contents were confused, the original order of filing had to be reconstructed on the basis of the notes on the file covers, the subjects and the quadrangles. This succeeded surprisingly completely. In the few cases where no signatures could be established, the tufts concerned were classified according to their category. At the end of the inventory, the files of the Prison College and the personnel files of Prussian members of the judiciary who had been transferred from Hohenzollern and the province of Alsace-Lorraine to the Württemberg Judicial Service after 1918 were placed. It would have been obvious to combine the E 302 holdings with the E 301 and E 303a holdings in accordance with the old 'Registraturordnung' to form a complete Württ. Ministry of Justice collection. Since, however, the stocks E 301 and E 303a have already been quoted very frequently in the scientific literature, a "general revision" was omitted and only carried out on paper (cf. the tabular overview in Section II. of the introduction). However, files which, like the "Repertorium über die Akten der vormaligen Criminal-Revisionsbehörde von 1819" or the Büschel "Gerichtliche Verfolgung von an den revolutionären Bewegungen 1849 Beteiligten durch die Untersuchungskommission Hohenasperg", clearly belonged to inventory E 301 were classified there. Archival records and printed matter that were not provenance of the Ministry of Justice or could not be organically included in the holdings E 301 or E 302 were removed and assigned to other archive holdings or to the library (usually the department of official printed matter) according to their provenance: A larger collection of general rescripts from the years 1770-1822 was included in the relevant rescript collections of the HStA. Files from the Stuttgart Regional Court, the Waiblingen Local Court, the district courts, the Ulm prison and the Schwäbisch Hall prison were handed over to the Ludwigsburg State Archives. Issues 3 and 6 of the Atlas zu den Berichte der Cholera-Kommission für das Deutsche Reich (1877 and 1879) as well as the Kriminalpolizeiblatt (Kriminalpolizeiblatt), volume 1938, were added to the library of the HStA. Stuttgart, February 12, 1973 (Dr. Paul Sauer) Supplement (2006): The find book of the present holdings, which had previously only been typewritten, was entered by Silvia Ebinger in Midosa95 in spring 2005 and converted by the undersigned into the new ScopeArchive indexing software. In the course of the revision of inventory E 301 in the same year, the commissions located at the Ministry of Justice were dissolved and the new inventories E 305/1 - E 305/6 were created. In this context, the mixed inventory E 303a (Ministry of Justice: Staats- und Regierungsblatt), which had been catalogued by Max Miller in 1948 and contained files of the Commission for the Staats- und Regierungsblatt (now: E 305/5) as well as of the Ministry of Justice itself, was also dissolved. The latter documents now form the new category "Staats- und Regierungsblatt" (State and Government Gazette) in the existing holdings of the General Files and were given the signatures E 302 Bü 1373a - 1401. In return, the documents of the Prison Commission previously held in holdings E 302 now form holdings E 305/6. The removed files continue to be listed in the finding aid book; the signatures concerned are marked with curly braces.           The holdings J 150 (pamphlets - collection) were mainly formed from estates and foundations of former officers, as well as from other private donations. A large number of brochures originate from the collection campaign for field libraries in the First World War. These writings have not been incorporated into the Army Archives Manual Library in order not to complicate the clarity of the holdings. For this reason alone, it seemed advisable to structure the material in a separate collection and thus make it accessible for research. Major General z. V. Sieglin had begun his sighting in February 1939. The collection was set up and indexed the following year by the archive employee Martin. Since in many cases an author or editor is not named, the classification of the pamphlets into keyword groups was justified. The list also includes keywords for which no writings are yet available, but in whose groups access can be expected. For this reason, there are also gaps in the consecutive sequence of numbers, the closure of which depends on the later use of new keywords. The alphabetical order could thus be maintained in the directory. The indexing took place in the Allegro library database. The holdings can be searched both with the library program and via the online find book. Contents and Evaluation The collection essentially contains state and military policy writings from the time of the First World War and the immediate post-war period; there is particularly abundant material on questions of war guilt and war causes, on questions of food and raw materials in war, and finally on the Versailles Peace Treaty and its effects and consequences. The collection also reflects the psychological and moral attitude of the German population in the war and post-war years. Also strongly represented is the disarmament problem up to the time of National Socialist freedom of the armed forces and the question of security in the victorious states. There is also a large amount of Allied writings from the time of the First World War. These are mostly leaflets that were dropped over the trenches. Among the foreign-language writings are those published on behalf of the Federal Foreign Office in Berlin and written in Arabic or Turkish. The collection also contains material on the National Socialist state, propaganda writings and the events of the time. The collection consists mainly of brochures and sheets with mass circulation. However, there is no lack of general historical, military and cultural writings, as far as their external presentation made an integration into the pamphlet collection appear expedient. For the same reasons, individual journals and newspapers were included in the collection if they were incomplete. Among these most represented journals are the "Süddeutsche Monatshefte" (Süddeutsche Monatshefte) (often with marginal comments by the Württemberg general Gerold von Gleich) and the "Deutsche Flugschriften" published by the national-liberal journalist Ernst Jäckh in the First World War. The weekly publication "Am heiligen Quell Deutscher Kraft", published by General Ludendorff, was also accepted. The writings in question can be used as source material for research purposes in war and military science and for dealing with historical-political questions of the Weimar Republic and National Socialism, especially about Germany's political situation and its struggle for equal rights. During the Second World War the stock was moved to Neuenstein Castle. After the pamphlets had been returned, it was discovered that the collection had been rummaged through by unknown parties and had become disordered. The reorganisation required as a result resulted in the loss of a number of pamphlets as well as certain deficiencies which made a change in the previous arrangement appear necessary. For the purpose of simplification and to achieve a better overview, individual sections, especially the pamphlets listed under "World War" such as "Nutrition, Finances etc.", were dissolved and included under the corresponding headings of the general collection for the sake of simplification and to achieve a better overview, all the more since the separation had not always been strictly carried out from the beginning and therefore numerous publications referring to the First World War were already listed in the general index. The holdings are also documented in the library catalogue of the Hauptstaatsarchiv Stuttgart.

          History of the Inventory Designer: With effect from 9. November 1936 Transformation of the Chief Adjutant's Office of the Reichsführer SS into the organizational unit "The Reichsführer SS Personal Staff"; function of the Persönli‧chen Staff Reichsführer SS - one of the main offices of the Reichsführung SS - as sachbear‧beitende Office of the Reichsführer SS for tasks that did not fall within the competence of SS departments; division of the Personal Staff Reichsführer SS into offices in the years 1942-1944: Amt Wewelsburg, Amt Ahnenerbe, Amt Lebensborn, Amt/Abteilung Presse, Amt München (artistic and architectural tasks in connection with the SS-Wirt‧schafts-Verwaltungshauptamt), Amt Rohstoffe/Rohstoffamt, Amt für Volkstumsfragen, Zen‧tralinstitut for optimal human recording (statistical and practical evaluation of the "human recording" at the SS and police), Amt Staffführung (internal affairs of the staff and the offices) Long text: As Heinrich Himmler at the age of 28 years by order of Hitler from 20. When the SS was appointed Reichsführer-SS on January 1, 1929, only about 280 men belonged to the SS, at that time still a special formation of the SA. The supreme leadership organ of the "Schutzstaffeln der NSDAP", set up in the spring of 1925 for Hitler's personal protection and protection of the assembly, whose abbreviation "SS" was probably to become the best-known cipher symbolizing the reign of terror of the National Socialist regime in Germany and Europe, was the "Oberleitung der Schutzstaffeln der NSDAP", which functioned organizationally as part of the Supreme SA leadership in Munich. At the height of the Second World War, on 30 June 1944, the SS then comprised almost 800,000 members, of whom almost 600,000 were in the Waffen SS alone [1]. During these 15 years, the bureaucratic apparatus of the SS had grown enormously through the establishment of new offices, main offices and other central institutions at the highest level of management and through the formation of numerous subordinate offices and institutions. At the same time - also as a consequence of Himmler's leadership principle of the division of competences on the one hand and the linking of institutionally divided competences by personal union on the other - the organisational network at the top of the SS [2], which had become an if not the decisive instrument of power, had turned out to be almost unmanageable. The formal separation of the SS from the SA took place in two steps. Himmler's communication to the SS of December 1, 1930, according to which "the complete separation of SA and SS had been completed" [3], was followed by an order issued by Hitler as the Supreme SA Leader on January 14, 1931, that the Reichsführer-SS, as leader of the entire SS, be subordinated to the Chief of Staff, and the SS, as an independent association with its own official channels, be subordinated to the Reichsführer-SS [4]. With the "elevation" of the SS "to an independent organization within the framework of the NSDAP" ordered by Hitler on July 20, 1934, the binding of the SS to the SA was finally concluded. This was justified by the great merits, "especially in connection with the events of 30 June 1934" [5], i.e. the so-called "Röhm Putsch". At the same time the Reichsführer-SS, like the chief of staff of the SA, was directly subordinated to Hitler. In 1929, the Reichsführung-SS, which at first still knew a "managing director of the overhead management", had a very modest cut within the framework of the then equally underdeveloped Obersten SA leadership. The institutional expansion of the SS leadership pursued by Himmler ran clearly parallel to the development of the Supreme SA leadership, after Ernst Röhm had taken it over as Chief of Staff in January 1931. As with the latter, several departments and departments were created in the Reichsführung-SS until May 1931 in the following structure [6]: Ia Structure, Training, Security Ib Motorisation, Transport Ic Intelligence, Press Id Clothing, Catering, Accommodation Iia Personnel Department, Staffing Iib Proof of Strength III Matters of Honour, Legal Matters Iva Money Management Ivb Medical Care of the SS (Reichsarzt-SS) V Propaganda The SS Office developed from these organisational units in 1932. The department Ic became the SD Office, a race office, later race and settlement office, at the beginning of 1932 newly created. With Himmler's appointment as inspector of the Prussian Police on April 20, 1934 and Reinhard Heydrich's function as head of both the Secret State Police Office and the SD Main Office, the SD Office, later known as the SD Main Office, underwent a development that was separate from the narrower Reichsführung-SS. In 1939, this led to the merger of the SD Main Office and the SD Main Office Security Police to form the Reichssicherheitshauptamt [7]. Although the Reich Security Main Office, the Ordnungspolizei Main Office, the Reich Commissioner for the Consolidation of German People's Growth, and the Volksdeutsche Mittelstelle were all part of the SS leadership, according to the understanding of the SS and the NSDAP; these authorities, however, apart from the joint leadership by Himmler as Reichsführer-SS and head of the German Police, and as Reich Commissioner for the Consolidation of German People's Growth and the linking of state and party-official tasks, essentially performed state functions [8]. The SS Office of 1932, which from 1935 was known as the SS Main Office [9], changed its tasks and became the nucleus of new main offices into the war years. They arose as the Reichsführung-SS continued to expand through increasing leadership and administrative tasks: Development of the armed units, development and leadership of the Waffen-SS during the war, administration of the concentration camps (KL) and the economic enterprises of the SS, activities in the ideological-political field. The order issued by the Reichsführer-SS on January 14, 1935, to reorganize the Reichsführung-SS with effect from January 20, 1935, named the "Staff Reichsführer-SS" in addition to the SS Main Office, the SD Main Office, and the Race and SS Main Offices, the SD Main Office, and the Race and Settlement Main Office. It was divided into a chief adjutant's office, a personnel office, a SS court, an audit department and a staff treasury [10]. The Chief Adjutant's Office was later to become the Main Office of Personal Staff Reichsführer-SS. The staff of the Reichsführer-SS and the SS-Hauptamt were closely linked in terms of personnel by the fact that the chiefs of individual offices of the Hauptamt simultaneously performed functions in the staff. So corresponded in the SS-Hauptamt: Staff Reichsführer-SS: Personalamt (II) Personalkanzlei (II) Gerichtsamt (III) SS-Gericht (III) Verwaltungsamt (IV) Verwaltungschef-SS und Reichskassenverwalter (IV) Sanitätsamt (V) Reichsarzt-SS (V) In addition, the Führungsamt (I) and the Ergänzungsamt (VI) as well as the inspector of the KL and the SS-Wachverbände - directly subordinated to the head of the SS-Hauptamt - were added to the SS-Hauptamt, from 1936 the SS-Totenkopfverbände, and, from autumn 1935, the inspector of the disposal troop. One after the other, the corresponding organizational units in the SS Main Office or the SS Main Office were subsequently transformed into in the staff Reichsführer-SS 1939: - the SS-Personalhauptamt für die Personalangelegenheiten der SS-Führer [11], - the Hauptamt SS-Gericht [12], - the Hauptamt Verwaltung und Wirtschaft [13], which from 1942 was united with the Hauptamt Haushalt und Bauten des Reichsführers-SS and Chefs der Deutschen Polizei und dem SS-Verwaltungsamt to form the SS-Wirtschafts-Verwaltungshauptamt [14], 1940: - the SS Main Office "for the military leadership of the Waffen SS and pre- and post-military training of the General SS" [15], - the "Dienststelle SS-Obergruppenführer Heißmeyer", which supervised national political educational institutions and home schools within the portfolio of the Reich Ministry for Science, Education and Popular Education, as it were the preliminary stage of a planned Main Office for national political education [16]. The SS-Hauptamt under its leader SS-Gruppenführer Gottlob Berger essentially retained the registration and supplementary services as well as matters of training, especially for SS members recruited in the "Germanic Lands". In addition to these main offices and offices, Himmler had early established his own office to direct the apparatus and to supervise institutions directly subordinated to him and tasks in his adjutant's office that remained outside the offices. On June 15, 1933, the SS-Hauptsturmführer Karl Wolff [17], who was the same age as Himmler, had joined them as full-time adjutant. Wolff very soon became Himmler's closest confidante, accompanied him on his travels and took part in his leadership tasks. In 1935 he became chief adjutant. Himmler took the upgrading of the Chief Adjutant's Office as an institution that had outgrown its original function into account when he transformed it into the Personal Staff by order of November 9, 1936 [18]: "1.) With effect from 9 November 1936, the previous Chief Adjutant of the Reichsführer-SS was given the designation 'The Reichsführer-SS Personal Staff' in view of its size and its greatly expanded service area over the years. 2.) I appoint SS-Brigadeführer Wolff as Chief of the Personal Staff. 3.) The new Adjutant of the Reichsführer-SS to be established forms a department of the Personal Staff." The simultaneous elevation of the Personal Staff to a main office was not only not pronounced, but probably also not intended. The increasing tasks of the Personal Staff on the one hand and the consideration of Wolff's position in relation to the newly established Heads of Main Office in 1939 may have persuaded Himmler to subsequently interpret another order of November 9, 1936, later, in 1939, to the effect that he had already at that time elevated the Personal Staff to a Main Office. In this order of November 9, 1936 [19] on the "Reorganization of the Command Relations in the All SS", he had announced the "Structure of the Office of the Reichsführer SS" as follows: SS Main Office, SD Main Office, Race and Settlement Main Office, Reichsführer SS Personal Staff; in addition, the Chief of the Ordnungspolizei, SS Obergruppenführer Daluege, had the rank of Head of Main Office. In the order of June 1, 1939, with which he formed the SS Personnel Main Office and the SS Court Main Office, he took up this order again and formulated that he had "established" them as the Main Offices. Still in the order of April 20, 1939, to found the Hauptamtes Verwaltung und Wirtschaft, however, he had declared that it was "a Hauptamt like the other Hauptämter of the Reichsführung-SS (SS-Hauptamt, SD-Hauptamt, Rasse- und Siedlungshauptamt, Hauptamt Ordnungspolizei, and Hauptamt Sicherheitspolizei). So there was still no talk of a main office Personal Staff here. Wolff was only appointed head of the main office retroactively on 8 June 1939 [20]. The function and task of the Personal Staff are described as follows in a directive of 3 April 1937 on command management and administration in the area of responsibility of the Reichsführer-SS [21]: "The Personal Staff of the Reichsführer-SS is the administrative office of the Reichsführer-SS for those matters which do not belong to the areas of activity of the heads of the SS-Hauptamt, the SD-Hauptamt, the Rasse- und Siedlungshauptamt or the administrative central offices. For reasons of competence, the Chief of the Personal Staff must finally hand over to the SS Headquarters, the SD Headquarters, the Race and Settlement Headquarters, or the Central Offices in charge all matters which fall within the competence of the Heads of the SS Headquarters, the SD Headquarters, or the Central Offices in charge. The Chief of the Personal Staff simultaneously supervises a) the Adjutant's Office of the Reichsführer-SS, b) the entrance office of the Reichsführer-SS, c) the "Chancellery of the Reichsführer-SS". Two characteristics of the Personal Staff are thus shown: It should not perform any tasks in competition with the SS specialist departments, but should be Himmler's administrative office for tasks outside these departments, i.e. at least partially exercise the specialist supervision over Himmler's directly subordinate institutions. The function of the Personal Staff as a "central command post of the Reichsführung-SS" [22], which has brought about the quality of its records and thus of the archive records to be described here, is not addressed here. In addition, a number of chief positions were assigned to the Personal Staff, whose holders functioned in personal union as heads of the corresponding offices in the SS Main Office or in the SS Main Office, but which in turn did not develop into their own SS Main Offices: The chief defender of the Reich was at the same time chief of the Office for Security Tasks in the SS-Hauptamt, later in the SS-Führungshauptamt. The Inspector for Physical Education was head of the Office for Physical Education in the SS Main Office. The Inspector for Communications, who was also Chief of the Office for Communications in the SS-Hauptamt and later in the SS-Führungshauptamt, was renamed Chief of Telecommunications and, towards the end of the war, traded as Reichsführer-SS and Chief of the German Police in the Reich Ministry of the Interior, Chief of Telecommunications. From 1942, for example, he was ordered by Himmler to set up and train a female SS intelligence corps [23]. The head of the SS-Fürsorge- und Versorgungsamt, which was established in 1938, dissolved in 1944, and initially placed under Himmler's personal control, also held a chief position in the Personal Staff. Among the institutions that Himmler directly controlled through the Personal Staff were the economic enterprises of the SS [24] (Nordland-Verlag GmbH, Porzellanmanufaktur Allach, Photogesellschaft F.F. Bauer GmbH, Anton Loibl GmbH, Gemeinnützige Wohnungs- und Heimstätten-GmbH and the Spargemeinschaft-SS, later SS-Spargemeinschaft e.V.), the Gesellschaft zur Förderung und Pflege Deutscher Kulturdenkmäler e.V. [Society for the Promotion and Maintenance of German Cultural Monuments], which were established in the mid-30s, and the SS [24], which was the first German society to establish a "Society for the Promotion and Maintenance of German Cultural Monuments", the Externsteine-Stiftung and the König-Heinrich I.-Gedächtnis-Stiftung. All these institutions served financial as well as cultural, ideological or social purposes at the same time. For example, the licence fees from the exploitation of the patent for a pedal reflector for bicycles - the inventor Loibl was a motorist of Hitler - by Anton Loibl GmbH benefited "Ahnenerbe" e.V. and the association "Lebensborn". In addition to tableware, Porzellanmanufaktur Allach produced gift articles which were not sold but were distributed by Himmler alone to SS members and their families as well as to other recipients on certain occasions via the Personal Staff or the SS Adjutant's Office [25]. Among the articles that were produced for Himmler's "gift chamber" were life candlesticks and children's Frisians, Jul candlesticks and Jul plates, sculptures such as SS flag bearers, SS horsemen, lansquenets with lance, Garde du Corps, jugglers, dachshunds, mountain deer, traditional costume groups, and much more. In the Personal Staff, these businesses were assigned to a "cultural department", with the exception of the Savings Community SS, for which the "Economic Aid Department" was responsible. The old cultural department became obsolete in 1938, when all economic enterprises were economically and organizationally subordinated to the SS-Verwaltungsamt in the SS-Hauptamt. One exception was the porcelain manufactory Allach, which was institutionalized in the Personal Staff as the "Amt München". Among the institutions economically subordinated to the SS-Verwaltungsamt in 1938 were also the Externsteine-Stiftung with the purpose of preserving the alleged Germanic cult site near Detmold [26], the König Heinrich I.Gedächtnis-Stiftung, which was responsible for the care and preservation of the Quedlinburg Cathedral, and the Gesellschaft zur Förderung und Pflege Deutscher Kulturdenkmäler e.V. (Society for the Promotion and Care of German Cultural Monuments), which looked after a number of objects, the best-known of which were the Wewelsburg near Paderborn, the Sachsenhain near Verden/Aller and the Haithabu excavation site near Schleswig. Thus also the "Department for Cultural Research", which until then had been in the Personal Staff - together with a Department for "Excavations" - for these institutions and other Himmler ambitions in culturally-historically oriented areas, lost its idealistic competence and finally also its organizational basis. The beneficiary was the "Lehr- und Forschungsgemeinschaft Das Ahnenerbe", founded in 1935, which had been affiliated to the Personal Staff since the end of 1936 and belonged to the Personal Staff from April 1, 1942 in the organizational form of an office [27]. Economically, however, the "Ahnenerbe" was also subject to the SS-Verwaltungsamt since 1938. The "Ahnenerbe" - with Himmler as president at the helm - had the statutory task of "researching the space, spirit, deed and heritage of North-Rassian Indo-Europeanism, bringing the research results to life and communicating them to the people". Objectives to make the "Ahnenerbe" the "reservoir for all cultural efforts of the Reichsführer-SS" were questioned by Himmler's leadership style, however, "that he did not necessarily want to unite everything in the "Ahnenerbe" in order not to concentrate too many important and essential things in one place" [28]. In the course of its complicated history, which succinctly documented the mental aberration and confusion of Himmler's ideology and scientific ideas, the "Ahnenerbe" attempted to go beyond its early conception and become a bizarre research site for various areas of the "cultural sciences" and natural sciences that could serve both the Nazi ideas of domination and the very concrete ones. During the war it expanded its activities further, e.g. in the form of the so-called "Germanic Science Mission" in the occupied "Germanic" countries. For its journalistic activities, it had an Ahnenerbe-Stiftungs-Verlag publishing house. The "Ancestral Heritage" finally fell into direct entanglement with the inhuman and criminal practices of the Nazi regime through the affiliated "Institute for Military Research", whose establishment Himmler had personally ordered. Under the guise of research allegedly important to the war, cruel experiments were carried out on concentration camp prisoners, which were linked to the names of doctors involved, such as Dr. Siegmund Rascher. Prof. Dr. August Hirt conducted perverted "research" at the Reich University of Strasbourg with his anthropological investigations of skulls and skeletons of "Jewish-Bolshevik Commissioners" who had previously been killed in Auschwitz [29]. A "cultural object" that remained outside the jurisdiction of the "Ancestor's Heritage" was the Wewelsburg castle in East Westphalia, with which Himmler intended to create a permanent place of worship for the SS order's idea [30]. Himmler remained personally concerned about their development, up to the planting of the castle slope with walnut trees. Organizationally, it was also anchored in an office at the Personal Staff. Another office in the Personal Staff, which represented an association, was the office Lebensborn. The association "Lebensborn" had been founded in 1936 and - contrary to what was published after the end of the war - had the statutory purpose of supporting families with many children and assisting single mothers [31], in keeping with the Nazi racial ideology and population policy "racially and hereditarily biologically valuable". Special homes were set up to accommodate them. The "Lebensborn" became directly culpable during the war as a caring organization for "racially valuable" children whose parents had been persecuted, transferred to concentration camps or killed; among them, for example, were the children of the inhabitants of Lidice and Lezáky, who had been shot dead or sent to concentration camps in the course of retaliatory measures for the assassination of Reinhard Heydrich, and children whose parents had been executed as members of the Czech resistance movement [32]. The observation of the press was an early concern of Himmler. The later office press in the personal staff had the task of keeping Himmler informed about press news. In addition, he was responsible for cooperation with party and state press control agencies, certain censorship tasks and the development of word and image documentation. Among other things, the Office also prepared an "Organization Book of the SS," since, according to its leader, "very few SS leaders have a complete overview of the organization of the Reichsführer-SS's area of work in detail" [33]. In order to carry out Himmler's tasks within the framework of the 2nd Four-Year Plan, an "Office Four-Year Plan" was created in the Personal Staff. It was involved in labour recruitment, construction and raw materials management, energy problems and research. In 1942 it was "tacitly" dissolved and incorporated into the "Rohstoffamt" [34], which had emerged from the staff office of the Reich Commissioner for the Consolidation of German Popular Growth [35]. A very early office that Himmler permanently linked to the Personal Staff was the office "Reichsarzt SS und Polizei", headed by Dr. Ernst Robert Grawitz until the end of the war. Grawitz has become less well known than Dr. Karl Gebhardt, the chief physician of the SS hospital Hohenlychen, in whose treatment Himmler very often went and who traded as "Supreme Clinician of the Staff of the Reich Physician SS and Police" [36]. Finally the "SS-Mannschaftshäuser" are to be mentioned; since the mid-30s they served to bring together the SS members at the universities "for the training of the scientific offspring required by the SS", as Himmler put it in 1939 [37], when he withdrew this institution from the Race and Settlement Main Office and turned it into an "SS office in the Personal Staff". This overview also mentions a number of other institutions that Himmler personally subordinated, were "worked on" in the Personal Staff and are documented there. These included, for example, the Reichsführer-SS Personal Staff, Department F, SS camp Dachau - Haus 13, Ernährungswissenschaftliches Versuchsgut. The director was Dr. Karl Fahrenkamp; his main task was the development of preparations for the promotion of plant growth. Around 1940 the Statistical Inspectorate was set up. From January 1944 it was called the Statistical-Scientific Institute of the Reichsführer-SS, was headed by Dr. Richard Korherr and was commissioned with the preparation of statistical work for Himmler. To be mentioned in this context are still ad hoc special institutions such as the representative of the Reichsführer-SS in the staff of the Special Representative for the Investigation of the Appropriate Use of War, General von Unruh, SS-Standartenführer Harro With, and the Reichsführer-SS Sonderstab Oberst Streck, who had to follow letters about grievances in offices and troops. Another of Himmler's countless areas of interest, the development of raw materials during the war, is probably to be attributed to the fact that he was not only very personally concerned, for example, with the breeding of caraculae and perennial rye or with the extraction of oil shale, but that he had Göring officially appoint him special envoy for all questions of plant rubber [39]. In the occupied Polish and Soviet territories, cultivation trials with Kok-Sagys, a plant found in European Russia, were undertaken at great expense in order to obtain usable quantities of natural rubber for the German war economy. The business of the Personal Staff in the narrower sense was conducted by the Office Staff Management with the subordinate main departments and departments. The other offices - the Amt für Volkstumsfragen and the Zentralinstitut für optimale Menschenerfassung (Central Institute for Optimal Human Recording) (with tasks of statistical labour force recording using the Hollerith method), which were established only towards the end of the war and apparently remained without significance and precipitation, were listed only for the sake of completeness - belonged to the Personal Staff, but had separate offices and their own registries. The most important organizational units in the Office of Staff Management were the main departments Personal Department Reichsführer-SS and S.B.Ch.P. (Head of Personal Staff) and the adjutant offices. The Dog Service Officer worked outside the Personal Staff Unit. Although the SS-richterliche Verbindungsführer was always located in the vicinity of Himmler, he conducted his official business separately from that of the staff; his registration was not included in the records of the Personal Staff [40]. Wolff's main task as Chief of the Personal Staff was to support Himmler as the closest employee and confidant in his leadership tasks. His function changed when he was appointed liaison leader of the Reichsführer-SS at Hitler on 26 August 1939. He now stayed in the immediate vicinity of Hitler, i.e. also in his field quarters. Without having any technical competence, he should keep Himmler up to date on developments at the Führer's headquarters and be available to answer questions from the Führer's headquarters. The position directly assisting the Chief of Personal Staff was the S.B.Ch.P. Main Department. (clerk chief of personal staff). The incumbent or one of his employees had to work for Wolff at the Führer's headquarters [41]. When Wolff fell seriously ill in February 1943, Himmler took over the leadership of the Main Office Personal Staff "until further notice" himself. Wolff did not return to this position; after his recovery in the summer of 1943 he prepared for his function in Italy [42]. Himmler did not appoint a new chief of the Personal Staff, but continued to perform this function himself. He dissolved the S.B.Ch.P. department. Himmler's closest collaborator after Wolff, especially since Wolff's appointment as Liaison Leader at Hitler and finally as Supreme SS and Police Leader in Italy, was his personal advisor Dr. Rudolf Brandt. Himmler's already large area of responsibility was expanded by Himmler's appointment as Reich Minister of the Interior to include the processing of tasks from the area of this ministry. Brandt always worked in the immediate vicinity of Himmler. His powers extended far beyond those of a personal speaker who accompanied Himmler on his travels and, for example, as a trained stenographer, recorded Himmler's speeches. He decided which post was presented to Himmler or not, gave a daily lecture on the problems involved, independently implemented instructions from the Reichsführer-SS, and fended off requests if they did not appear to be presentable as Himmlers in terms of content or time. Even without personally obtaining Himmler's decisions, in individual cases he could take his decision or opinion for granted and act accordingly. The police adjutants essentially had "speaking" or "transmitting" functions. The Police Adjutant's Office was the office of the two liaison officers of the Reich Security Main Office and the Main Office of the Ordnungspolizei. Suchanek was always in Himmler's field command post during the war, while Fälschlein was on duty in Berlin. In contrast to the Police Adjutant's Office, the SS Adjutant's Office, in addition to the adjutants' task of "accompanying" the Reichsführer SS, also carried out administrative tasks such as setting appointments, preparing trips, processing invitations, congratulating and giving gifts. It also dealt with factual and personnel matters of the Waffen SS, maintained contact with the SS Main Office and SS Head Office as well as with the front units of the Waffen SS. In Munich, Karlstraße 10, the SS-Adjutantur maintained a branch office occupied by SS-Hauptsturmführer Schnitzler. The headquarters of the Personal Staff was the building Prinz Albrecht-Straße 8 in Berlin, which was also Himmler's headquarters as Reichsführer-SS and chief of the German police in the Reich Ministry of the Interior as well as the chief of the security police and the SD (Reichssicherheitshauptamt) [43]. During the war Himmler often worked in various "field command posts". One of the most constant places of residence was the field command post "Hochwald" in a forest near Großgarten in East Prussia, about 40 km away from the Führer's headquarters "Wolfsschanze" [44]. Commander of the Feldkommandostelle Reichsführer-SS and responsible for its security was the SS-Obersturmbannführer Josef Tiefenbacher. He was in charge of the SS and police escort units as well as the special train "Steiermark", Himmler's rolling field command post, which brought him to the desired destinations or also let him follow Hitler's special train. This happened, for example, after the German invasion of Yugoslavia in April 1941, when Himmler's special train was parked near Hitler in Bruck/Murr. His motorcade was called "Sonderzug Heinrich". Near Hitler's Führer Headquarters "Wehrwolf" near Vinnitsa in the Ukraine, Himmler had established his field command post "Hegewald" in a German ethnic settlement area south of Shitomir. The increasing air raids on Berlin made it necessary to look for alternative quarters outside the city. These apparently accommodated larger areas of the service and had facilities that could do justice to Himmler's safety and that of his closer staff even if they were present for a longer period of time. The largest and most systematically developed object was apparently the alternative site "Birkenwald" near Prenzlau (Uckermark). On an area of approx. 290,000 m2 with some permanent buildings, which had been given over by the city administration, extensions were carried out until the last months of the war; the laying of a connecting track for the special train "Steiermark" was still in the planning stage in November 1944. The alternative place also had accommodations for Himmler, his personal adviser and the adjutants. For the year 1944 the existence of the alternative sites "Bergwald" and "Tannenwald" is proven in the files of the Personal Staff, as well as for March 1945 the alternative camp "Frankenwald" in Bad Frankenhausen (Krs. Inventory description: Inventory history The file tradition developed at the offices of the Personal Staff Reichsführer-SS essentially shares the general fate of German contemporary historical sources described elsewhere in the war and post-war period [1]. Losses of files as a result of air raids in November 1943 are documented several times in the files of the Personal Staff. The office building at Prinz-Albrecht-Str. 8 was destroyed by bombs in February 1945 [2]; members of the Soviet and U.S. occupying forces are said to have recovered files from the ruins of the building after the end of the war [3]. There is no information about the fate of the files of the Personal Staff at the end of the war, nor about where the traditions of U.S. troops now kept in the Federal Archives were captured. The first message is conveyed by a file directory of the "7771 Document Center OMGUS", the subsequent U.S. Document Center in Berlin-Zehlendorf which existed until 1994 and which, as of July 1948, records an inventory of 2.5 tons of Personal Staff Reichsführer-SS "transferred to another location". It had been made available to the prosecution authorities of the Nuremberg War Beaker Trials [4]. When preparing the files for trial purposes, numerous and extensive "personnel processes" were taken from the files of the Personal Staff in Nuremberg and the Führer personnel files of the SS Personnel Main Office were added. While these later returned to the Document Center in Berlin and - reduced by withdrawals, e.g. for the "Schumacher Collection", which was formed in the Document Center against all archival provenance principles on the basis of factual aspects and which was transferred to the Federal Archives in 1962 - remained in the custody of the Document Center until it was taken over by the Federal Archives in the summer of 1994 [5], the Personal Staff, which had also been reduced by further withdrawals for trial purposes, was transferred to the USA during the Berlin blockade in 1948/49. In the course of the general repatriation of confiscated German archival records from British and American custody in 1962, it was handed over by the National Archives in Washington to the Federal Archives in Koblenz in a mixture with other records from the command area of the Reichsführer-SS [6]. After the restoration of the state unity of Germany on 3 October 1990 and the unification of the former central state archives of the GDR with the Federal Archives, the archives of the Personal Staff together with the other state and party official holdings of the Federal Archives from the period before 1945 came under the responsibility of the newly established "German Reich" Department of the Federal Archives, which was initially located in Potsdam and has been part of the Federal Archives Office in Berlin-Lichterfelde since 1996. The tradition of the Personal Staff in the Federal Archives was supplemented by a "Himmler Collection" formed in the Document Center and also handed over to the Federal Archives in 1962 [7]. It contained Himmler's personal papers, which were kept in the Federal Archives, supplemented by a microfilm of diary entries from the years 1914-1924 [8] kept in the Hoover Institution, and which constitute Himmler's estate [9]. However, the majority of the collection consisted of documents from the Personal Staff and the SS-Adjutantur, which were added to the files of the Personal Staff Reichsführer-SS. These include notes and recordings of Himmler's appointments and telephone conversations. 10] Finally, the Federal Archives were able to reunite the files of the Personal Staff that had previously been placed in the "Schumacher Collection" in the Document Center with the main holdings in NS 19. This also applies to those parts of a comprehensive collection of copies of Personal Staff documents that were created in the Document Center before the transfer of the holdings to the USA and whose "original" originals can no longer be verified in the holdings or could not yet be verified. The identification of the copies with the corresponding originals proved to be very time-consuming above all because the internal structure of the collection of copies, consisting mostly of compiled individual pieces, differed fundamentally from the order found or newly created for the files. The remaining copies, i.e. copies that could not be identified on the basis of "originals", were finally assigned to the holdings as such, and their form of transmission as copies were recorded as comments. For the majority of these remaining copies, including the few larger connected processes [11], it can be assumed that the corresponding "originals" were lost before the repatriation from the USA, or were excluded from the repatriation for reasons which can no longer be understood today, or simply, like many other German contemporary historical sources, must be regarded as lost. In individual cases, on the other hand, a double tradition cannot be ruled out; the "originals" of the documents recorded as copies may still be in an unexpected place in the inventory, but to want to find them under any circumstances would have required an unjustifiable effort. In the course of the revision and increase of the total holdings in August 2007 by orders, orders and decrees of the individual departments in the Personal Staff of the Reichsführer-SS as well as of the command authorities of the Waffen-SS and individual units of the SS upper sections concerning documents, the existing collection could be further expanded in its range of holdings. Registrar's Relationships The "Administration of records" department of the Personal Staff was responsible for the administration of records. A "document management order" regulated "file creation and storage" [1]. The filing plan provided for the written material to be divided into four categories: Personnel filing cabinet (red), Subject filing cabinet (blue), Special filing cabinet (green), Command filing cabinet (yellow). The identification of the processes took place within a stamp imprint: personal staff Reichsführer-SS, records administration, file. No. ..., by handwritten colour inscriptions of the name (personal file) or the file number. The assignment to the individual categories, in particular the distinction between "Personnel folder" and "Subject subject folder", was often inconsistent, that is, things were also stored according to the names of correspondence partners. Subject-matter filing could take place both to a narrower subject in the sense of a "process", but also to subject series up to the number of 25 numbered individual processes increase. In addition to open files, secret files with their own characteristics and structures were also kept. The war situation and in particular the decentralised keeping of records in the field command posts led to different forms of filing after a combination of Roman-Arabic numerals without any recognisable factual connection between the individual "events", partly also - originally not foreseen - correspondence files. Filing aids and storage aids that have not been preserved may have secured access to the not particularly sophisticated document storage system to some extent. NS 19/2881: Archive evaluation and processing of confiscations at the end of the war, file transports to file collection points, file withdrawals and file rearrangements for various purposes (e.g. for the Nuremberg Trials and for the biographical collections of the Document Center in Berlin), mixtures of provenances and new formations of files have not left the already weak classification system unimpaired. In addition, files that were confiscated, as it were, on the desks of the departments and authorities, and this includes a large part of the documents captured from SS departments, were mostly in a loose state and were particularly susceptible to disorder. The SS tradition that arrived in the USA was essentially classified into three categories: Files of command authorities and troops of the Waffen-SS on the one hand and files of SS upper sections with subordinate units and facilities on the other hand were put together in separate complexes with different signatures. In a third category, in provenance overlapping to the two mentioned categories and in a colorful mixture of provenance and pertinence (e.g., files of state authorities with SS matters), all the files were brought together that seemed suitable to present the SS as an organization with its manifold ramifications. In the Federal Records Center, a file depot in Alexandria, Virginia, near Washington, D.C., these files - like numerous other traditions of civilian provenance - were arranged according to a scheme developed on the basis of a captured "Unified File Plan for the OKW and the OKH. The SS files were assigned to the EAP (= Einheitsaktenplan)-collection groups 160-164 (160 = Development of the SS, 161 = Top Division of the SS, 162 = Territorial Division of the SS, 163 = Advertising, Service, Special Affairs of the General SS, 164 = Concentration Camps and Death's Head Units), within which they were divided into a subject group with one or two subgroups. This order was converted into an alpha numerical signature (e.g. EAP 161-c-28-10); the counting of the file units followed a horizontal line in the numbering 1-N (e.g. EAP 161-c-28-10/1). This complex of files, formed in this way, largely filmed by the Americans and finally transferred to the Federal Archives, was divided here according to provenance. Considerable parts of the archives today consist of the holdings NS 31 (SS-Hauptamt), NS 33 (SS-Führungshauptamt) and NS 34 (SS-Personalhauptamt). The holdings NS 7 (SS- and police jurisdiction), NS 3 (SS-Wirtschafts-Verwaltungshauptamt), NS 4 (concentration camps), NS 21 (Ahnenerbe), NS 17 (Leibstandarte SS "Adolf Hitler"), NS 32 (SS-Helferinnenschule Oberehnheim) also received considerable growth from this restitution, NS 2 (Rasse- und Siedlungshauptamt-SS) and NS 48 (Sonstige zentrale Einrichtungen der SS, including a few remaining documents from the Institute of Statistical Science and the SS School "Haus Wewelsburg") as well as - to varying degrees - numerous other archival holdings of both party and state provenances. Documents of regional SS offices and institutions, in particular of SS upper sections and SS sections, but also of SS standards, storm bans and storms reached the responsible state archives of the Länder. The found files of Waffen-SS units were handed over to the Military Archives Department of the Federal Archives in Freiburg i. Br. for the RS inventory group there. The orders, orders, decrees and communications of all central SS services, originally combined in the "Befehlsablage", later in the Federal Archives in an "SS-Befehlssammlung", were restructured in chronological series according to exhibitor provenance (Reichsführer-SS, SS-Hauptämter or other subordinate organisational units) and assigned to the corresponding provenance holdings. The consequence of this was that the NS 19 holdings only contain the special category of the so-called "SS orders" and those issued by the Reichsführer-SS without any additions, as well as the orders, decrees, and orders issued by the departments of the Personal Staff themselves. The remaining records of the Personal Staff, at that time also called the NS 19 holdings "new", proved, as a glance at the Microfilm-Guides can confirm, to be a tradition that consisted largely of formed records management files, but could not be left in the traditional order or file description. However, in a very time-consuming working procedure, which was fully justified by the quality of the holdings, which could not be overestimated with regard to the authentic documentation of the history of the SS and the National Socialist state, a rearrangement and re-drawing according to events or subject series - as far as these had been formed in a meaningful appendix - was carried out, as a rule without regard to the original file units. The primary goal was to create clearly defined and described procedures from larger complexes of written documents with little or no factual connection. The fact that this often led to archival archival units, whose size is very small, often only minimal, had to be accepted, as well as the resulting disappointment of the user to find only a few sheets of archival material behind an important title. As a rule, more comprehensive archive units appear with detailed "Contained" and "Herein" notes, so that their exhaustive description of content is also guaranteed. The indexing begun by Elisabeth Kinder at the end of the 1960s was based on the "Guidelines for the Title Recording of Modern Files" (Instruction for Archival Activity No. 29), which were valid at the time in the Federal Archives and entered into force on 15 January 1963. The recorded running times of the archive units, most of which were newly created in the archives, consistently follow the date that can be determined first and last in the records. Deviations are usually indicated. Only where it seemed important and above all expedient, especially in the case of individual documents, are monthly and daily data given. Terms of annexes falling within the time frame of the actual transaction, also of other documents which are obviously "outliers" in terms of time, are listed in brackets, time data indexed in square brackets. Cassations were handled with the utmost caution in the cataloguing of this collection of archival records of the Nazi regime - apart from duplicates and the collection of copies from the "Schumacher Collection". Even in those cases where the reasons for cassation in the archives did suggest a cassation, it was decided in principle to preserve the archival records. In this context, the problem of the destruction of files of important authorities and departments of the Nazi state, which sometimes touched on political dimensions as well, especially when these were directly linked to the ideology and extermination machinery of the Nazi state, such as those of the SS and especially of the Reichsführer-SS, should be remembered. 1] The classification of the holdings carried out after the completion of the title records could not, as for example in the case of a large number of ministerial file holdings, be based on prescribed file plans or other highly developed registration aids. Therefore, it was necessary to find an objective structure independent of the registry, which was primarily based on the above-described competence structure of the Personal Staff and, in a broader sense, also on the overall organizational responsibilities of the Reich leadership of the SS, as defined by the various main offices and other central offices. From the registry order outlined above, only the above-mentioned "command file" (in Section C.1) and the "personnel file" (Sections C.2 and C.7.6) can be identified in general terms. The fact that this rather factual-technical classification is accentuated by Himmler's special, sometimes peculiarly quirky personal fields of interest in a conspicuous way, sometimes even superimposed, so in the areas of health care, race and population policy, science, nutrition, plant breeding and inventions, gives the stock of his Personal Staff a special, from the traditions of the other SS-main offices deviating, just "personal" coloring. It is true that the individual areas of classification are to be understood primarily as related to the SS. So education and training means first of all education and training of the SS. Science stands above all for the "science" pursued by the SS and misunderstood, even perverted, in its ideological sense. And economy refers primarily to the SS economic enterprises. It is not difficult to recognize, however, that a mixture with "SS-free" dimensions of the concepts and areas could not always be avoided. The chapter on finances documents not only the financing of the SS but also some aspects of state financial policy. In addition to the administration and the completely ideologized health policy ideas of the SS, some files also concern state administration, as well as state health policy. Section C.19 (Reichsverteidigung...) also concerns the warfare of the Wehrmacht in addition to the widely documented establishment, organization and deployment of Himmler's Waffen SS. Ultimately, however, this mixture appears to be a reflection of the mixture of state and party official competences that was consistently practised in Himmler's power apparatus, i.e. here mostly "SS-like" competences, apart from the fact that a convincing archival separation would mostly have been possible only at the "sheet level" and thus too costly. Cross-references were applied relatively sparingly. On the other hand, titles that apply to several subject areas appear several times in case of doubt, i.e. in each of the appropriate sections. Since its return to the Federal Archives, the holdings have been usable from the outset and at all times due to the declaration of disclosure [2] requested by the Allies from the Federal Government before the return of German files. And it is undoubtedly one of the most frequently used archives of the Federal Archives since then. In the more than three decades it was used unchanged strongly for all purposes of use, essentially of course for historical research, but also for the numerous domestic and foreign lawsuits for Nazi violent crimes and Nazi war crimes up to the late seventies. This led not only to the unusually long duration of his indexing - the processing of the holdings could not be a reason for temporarily excluding the archives from use for reasons of both archival expertise and politics - but also to different citation methods in the numerous publications he was called upon to produce, corresponding to the respective state of indexing. In addition to the American EAP signatures used almost exclusively, especially in very early publications, the "old" NS-19 signatures assigned immediately after the repatriation, but still before the indexing, were also frequently used, and from the late 1960s these were increasingly combined with the "old" NS-19 signatures assigned in the L

          History of the Inventor: On 29.8.1914, the Commander of the Naval Aviation Departments was appointed, who in 1916 became Commander of the Naval Aviation Departments, later Chief of Naval Aviation and to whom the commanders of the aircraft were subordinated. The naval flight chief was responsible for the provision of all flight personnel and for fulfilling the military requirements for seaplanes and ground organisation. The Naval Air Force consisted of seaplane and naval land flight departments, seaplane and naval land flight stations, training and special units as well as front units of the naval pilots. The seaplane stations also included floating seaplane stations, i.e. aircraft mother ships, and the land-based flight stations also included the fortress (land) flight stations and the Wainoden indoor protection station. Processing note: The classification of the stock took place in a first step by differentiating between seaplane flight stations, aircraft mother ships (= floating seaplane flight stations) and naval land flight stations in order to show in particular the group of aircraft mother ships separately. The second - and central - classification level is represented by the individual stations or aircraft mother ships. In this way, the overdelivery for a station can be determined. In the case of the maritime stations Flanders I and Flanders II, a more detailed classification at third level was also necessary. In these cases, war diaries, reports and orders/instructions, technical documentation and, in the case of Flanders II, personnel matters, as well as various documents form subordinate classification points. The classification level 'Miscellaneous documents' had to be created because of the heterogeneity of some files. For war diaries in several volumes, corresponding volume sequences were created. The formation of series was dispensed with. In principle, the archival processing was based on the processing of the related stock RM 110 (Command Posts of the Naval Air Force). A provisional finding aid book was available for the inventory, but it did not contain any notes. In addition, titles had to be converted several times (see explanations below). The classification of the preliminary finding aid into seaplane stations and naval land stations was supplemented by the classification point of the floating seaplane stations (aircraft motherships) and deepened in the case of the stations Flanders I and Flanders II (see above). Due to the otherwise retained classification and sorting of the provisional finding aid book, the classification largely coincides with the (ascending) numbering of the files, since the files were sorted and signed on the basis of the stations in the course of the provisional recording. File titles such as "Ganz Geheim" were dissolved and archived titles were created instead. If due to the heterogeneous content only the possibility existed to form a title such as "Various affairs", more extensive content notes were written. In the title field of war diaries, additions such as "Ausfertigung für den Admiralstab der Marine" and "Entwurf" were added in brackets to make it possible to distinguish between the war diaries of the Admiral Staff and those of the respective stations. The latter were only partially identified as drafts by the file-maintaining bodies; an addition to the title of the record was only made in these cases. A further addition to the titles of the war diaries - which necessarily had to be included - was the excerpts. All war diaries were indexed uniformly, taking into account these additions in the title recording. The additions to the title also made it justifiable not to record the organizational unit in charge of the records, since the title specification makes it possible to distinguish between the war diaries of the Admiral Staff and those of the war stations. The (volume sequence) titles each contain the name of the corresponding station; the redundancy with the classification points was accepted in BASYS S for the purpose of searchability. The tape sequence numbers were created for archiving purposes, which can mean that they may differ from those on the file covers. If, for example, only volumes 3, 4 and 5 of a war diary have been preserved, these were recorded as volumes 1, 2 and 3. In the field "File number" in BASYS S only the "Lu", "Ef" and "MK I" file numbers and old signatures (see below) were noted. Other file numbers (e.g.: Ca VIII), some of which also existed, were not included, since they were only present in parts and the field file number in these cases was already assigned the MK I signature. However, the corresponding information can be reconstructed using the file covers. In the case of files in the former folder form, the lid was severed and placed on top in the folder. It is unclear to what extent the MK I numbers are actually file numbers and not rather old signatures. The following indications speak for the latter: - The MK I numbers have been applied in a different colour than the A or C file numbers, which were partly applied in the same colour - and presumably at the same time - with the title - Provided that MK I numbers were present, there was usually also a sticker "Archiv der Marine. War records." the MK I numbers could have been signatures of the Marine Archives. - MK I numbers are comparatively consistently available, as if it were a complete transmission, while large gaps can be observed in the area of A and C file numbers. The latter appears more plausible in view of the cassation decisions made during the (first) archiving in the Navy archives and due to war losses. - A deeper classification or structuring of the MK I signatures does not exist, rather more than 300 consecutive numbers are available, whereas A and C file numbers are partly more deeply structured (e.g. "Ca"). The latter seems more probable for the registry of the Commander of the Naval Corps Fliers (Kofl. M.K.) than a purely sequential numbering. The attempt to reconstruct the file plan on the basis of the preserved file covers appears very difficult, if not impossible, due to large gaps. The F numbers (for files or subject) and any existing PG numbers were entered in separate old signature fields in the Old signature field. It should be noted that an F number usually includes several files; F numbers can therefore occur several times. The old signatures of RM 112/49-56 from the RM 110 inventory were also included (formerly RM 110/612-619). An index of objects, places and persons was not compiled. Description of the holdings: After the end of the First World War, the documents of the disbanded naval stations, including the various commanders of the naval pilots, were collected in the War History Department of the Admiral Staff of the Navy, which had already been established on 15 February 1916, for the purpose of establishing a new naval archive. From 1919 the name of the naval archive was changed to "Head of the Institute for Naval History and Chairman of the Naval Archive". A second renaming took place on 22 January 1936 in "Kriegswissenschaftliche Abteilung der Marine". However, this did not belong to the Reichsarchiv, but was subject until 31 March 1934 to the Inspectorate of Naval Education, then to the Chief of Naval Management, and later as a subordinate authority to the Commander-in-Chief of the Kriegsmarine. During the Second World War, naval records were moved to Tambach Castle near Coburg on 22 November 1943. After the end of the war, the archives were confiscated by US troops and taken to London. There the files were filmed on a large scale, combined into bundles, provided with consecutive F-numbers ("Faszikel", "File" or "Fach") and partly with a seven-digit number with the prefixed letters PG ("Pinched from the Germans"). The archives were then handed over to the British Admiralty. In the 1960s, the marine files were returned to the Federal Republic of Germany as part of the file return process and were transferred to the Document Centre of the Military History Research Office (MGFA) in Freiburg. On the basis of an interministerial agreement between the Federal Minister of Defence and the Federal Minister of the Interior from 1968, the files were transferred from the Document Centre to the Federal Archives. They were finally transferred to the Federal Archives Military Archives, which had been moved from Koblenz to Freiburg. (See the inventory description for RM 110; Author: Michael Weins) The inventory comprises 234 storage units from various sea and land flight stations of the Imperial Navy. With two exceptions (RM 112/44, 137), the duration of the files does not extend beyond the period between 1914 and 1918, i.e. the First World War and the immediate post-war period. Most of the war diaries of the individual stations - both the (draft) copies kept at the stations and the copies for the admiral's staff - have survived; only war diaries of several stations are available. An exception to this is the tradition of the maritime flight stations Flanders I and Flanders II, which also contain reports and documents on personnel and technology. The tradition of the Flanders II seafaring station thus forms the largest portion in RM 112 (53 files). Of the sea flight stations (Kerch, Odessa and Sevastopol) which were not put into operation until 1918 as a result of the occupations in the Ukraine, as well as the stations in Turkey (Agha Liman/Mersina, Chanak and Kawak), Bulgaria (Varna) and Romania (Babadag, Duingi and Constanza), only one or two war diaries are available. Content characterization: War diaries, orders of the day, weekly reports and daily reports are available from various sea flight stations. In addition, collections of orders and activity reports, as well as files on weapons technology and questions of deployment and personnel matters have been handed down from the Flemish Flanders II seaport station. The naval land flight stations are represented with war diary documents. A large part of the documents may have been transferred to the Luftarchiv at that time and destroyed in 1945. The war diaries, reports and commands available from several sea flight stations in the eastern Baltic Sea region (Angernsee, Arensburg, Liebau, Papenholm, Windau and floating sea flight stations S.M.H. Answald and S.M.H. Santa Elena) offer partly illustrated information on the preparation and execution of the "Enterprise Albion". In 1916 and 1917 reconnaissance flights and partly also bombing raids took place especially from the Angernsee seaport station on Riga Bay, which were partly documented photographically. The Russian warships off Arensburg were photographed several times (RM 112/2-5), as well as the destruction of the Russian radio station on Runö (RM 112/4). Since the "Company Albion" is to be regarded as the first joint operation of the German armed forces, i.e. a combined army, navy and partly also air force operation, the relevant documents in inventory RM 112 form an important supplement for research, as they document the role of the air forces (operating under supreme command of the Navy). The files on personnel and technical matters received from the Flanders II naval flying station describe - despite the existing gaps in transmission - several aspects of the everyday operation and profile of a naval flying station and can be used as examples for other naval flying stations. However, it must be pointed out that the equipment and operational profile of the maritime flight stations in Flanders differed from those behind the front due to their proximity to the western front.           Preliminary remark: A council of soldiers was probably formed in Stuttgart as early as the first days of November 1918. One of them appeared publicly on 9 November under the leadership of the deputy officer Albert Schreiner, who became the first minister of war in the Bios government on the evening of the same day. In some garrisons, such as Ulm and Ludwigsburg, soldiers' councils were formed before the workers' councils. At the suggestion of several soldiers' councils, delegates from the Württemberg garrisons met for a first state assembly on 17 November under the chairmanship of the new "Head of Warfare" Ulrich Fischer. It decided to form a seven-member state committee, in which the larger locations each sent a representative. The second state assembly on 11 / 12 December expanded the state committee to 21 members and adopted provisions for the Württemberg soldier councils. In addition to the statutes issued by the government for the workers', peasants' and soldiers' councils of 14 December, they formed the organisational basis for all the soldiers' councils within Württemberg. After that, like the workers and peasants councils, they were recognized as the revolutionary foundation of the new system of government, but the executive power should lie exclusively with the government and the traditional authorities. Only at the lowest level were the company councils directly elected, which then met in the next higher level as the battalion council and elected a committee for day-to-day business. This system continued upwards. At the top was the "Soldiers' Council for Württemberg", to which the individual garrison councils sent one delegate per 500 military personnel. They met in the regional assembly and appointed the regional committee, whose chairman was Sergeant Fridolin Wicker22. November 1918 - 25/27 February 1919Deputy official Willy Bettinger25/27 February - 1 June 1919Landwehrmann Typesetter Wilhelm Hitzlerab 1 June 1919Second chairman was Landsturmmann Gastwirt Albert Schaffler.the Landesausschuss, largely composed of members of the (majority) Social Democratic Party, dismissed individual representatives as shop stewards in the departments of the War Ministry, Generalkommandos, etc. In particular, there was a good relationship with the last minister of war, Herrmann, so that the state committee was able to influence Württemberg's military policy until the early summer of 1919 and assert the rights of the soldiers' councils. In special cases, such as during the riots in April 1919, the state committee of the workers' and peasants' councils and the state committee of the soldiers' councils met for joint meetings.The "Provisions on the Reconstruction of the Württemberg People's Army", drawn up among other things by the State Committee, sought to incorporate rights of participation and forms of organisation of the councils into the new Army Constitution of the Republic, which, however, was not applied in view of the different concept for the Reichswehr. Rather, the local soldier councils were abolished after the dissolution of the old army on 30 June 1919. Only seven members of the state committee remained until 30 September. As early as April 1919, Dr. Erich Troß, who had had to interrupt his training for the Bavarian archival service due to the war and who at the time was engaged in reconnaissance work for the Landesausschuss der Soldatenräte, had suggested that the records of the Württemberg councils and other suitable documents should be brought together to form a "revolutionary archive". The two state committees immediately took up this proposal, so that in May "Provisions on the Establishment of a Württemberg Revolutionary Archive" could be agreed with Troß. The request to the subordinate councils to also deliver to this archive has been largely complied with by the garrison councils, with the exception of some workers' and peasants' councils. Only in one case does this also apply to the soldiers' councils of the troops, since their records often reached the Reichsarchiv branch in Stuttgart together with the documents of the troops themselves and are now contained in the M holdings of the Hauptstaatsarchiv. Moreover, Troß was only able to devote a short time to his self-imposed task because he was employed as an editor by the Frankfurter Zeitung. In 1920 the material, which had grown up until then, was handed over to the (today's) Main State Archives and in 1921 it was indexed by a provisional finding aid - probably by Eugen von Schneider. Both this repertory and the relevant files were destroyed in an air raid in 1945. Probably time-related reasons prevented the inclusion of the holdings in the printed general survey in 1937, so that it was only after the Second World War, in accordance with the self-conception of the two state committees, that the holdings of e-possessions were moved in directly behind the holdings of the State Ministry under the signature E 135.In 1957, Robert Uhland again produced a cursory find book, but he assumed that at a later date a detailed indexing and order had to be carried out. When the councils around 1975 found the special interest of historical research and started preparations for the 1918 exhibition of the Main State Archives in 1978, such a comprehensive indexing appeared all the more urgent. However, this could only be carried out with multiple interruptions, mostly within the framework of the training of the trainee officers and mainly the aspiring inspectors. In 1985, the re-drawing of the entire collection was completed, so that a breakdown by provenance was possible. Since then, the documents of the National Committee of the Workers' and Farmers' Councils and some subordinate local councils, i.e. essentially the former tufts 64 - 86, have formed stock E 135a, while the former tufts 1-63 have been combined to form the present stock. The structure of both stocks was developed in the lessons of the 1986 year class of prospective inspectors. The final order and the editing of the finding aid book for E 135b followed in 1989/90; the computer-assisted printout was produced by Hildegard Aufderklamm in the State Archives Ludwigsburg. Initially, no great importance was attached to the written form, but later, in any case, a part of the incoming and outgoing letters in circulation seems to have come to the attention of the individual members. This also applies in general to the subordinate garrison councils. The uniqueness of the tradition seemed to justify a more or less sheet-wise distortion, so that from the mentioned, hardly ordered original clusters about 6000 title recordings grew. After the provenienzgerechte separation also within the individual soldier councils the mostly very small tufts of the same subject could be united in many cases, so that the stock now comprises 1429 tufts in 3.4 shelf meters. Including the Ministry of War, there does not seem to have been any written document regulations in use in the contemporary Württemberg administration that could be applied to the councils in view of their comprehensive competence. The present inventory classification was therefore created inductively on the basis of factual aspects as they arose on the basis of the preserved material, mostly consisting of factual documents. Only the order of the military subjects in the narrower sense was based on the "Einheitsaktenplan für den Bereich der Heeresleitung und des Ministeramts", Berlin 1931: According to the tectonics of the two state archives in Stuttgart and Ludwigsburg, the individual provenances of the "Revolution Archive" should have been assigned to the E, F and M holdings. On the other hand, it seemed appropriate to maintain the original context as it was given by the delivery as a whole to the Central State Archives. The tradition of the garrison councils has therefore been inserted - parallel to that of the local workers' and peasants' councils - as an appendix to the inventory of the National Committee of Soldiers' Councils and has been developed in the same way. Nevertheless, the diversity of the main activities of the National Committee should still become apparent.           Inventory description: Due to the Weimar Imperial Constitution, the previous contingent armies of the individual states (Prussia with North German federal states, Bavaria, Saxony, Württemberg, Baden) of the German Empire were replaced by a uniform Imperial Army. Due to the Versailles Peace Treaty, it was subject to several restrictions and limitations in its scope and in its military and technical equipment. Thus the Great General Staff also had to be dissolved; its function was assumed by the troop office in the army leadership. Only two general or group commandos (in Kassel and Berlin) were allowed to be set up to lead the ten divisions granted (seven infantry and three cavalry divisions). From 1919 on, the army was headed by the Chief of Staff, whose name was changed to Commander-in-Chief of the Army from 16 March 1935 on, with the reintroduction of the general compulsory military service and the establishment of the Wehrmacht. From 1933 onwards, the National Socialist government increasingly broke away from the restrictions imposed by the Versailles Peace Treaty, and was able to fall back on internal preparations for army propagation, which had been under way since 1930. Content characterisation: The RH 69 holdings essentially contain the preserved documents of the units and units stationed in Saxony. A few archival records of Reichswehr formations were taken over by the Bavarian Main State Archives in 1957; they came from the Potsdam Army Archives and were sent to Munich at the time to process another volume of the post-war fights of German troops, where they finally survived the end of the war. The archives of the Reichswehr formations stationed in Saxony originate from the then branch of the Reichsarchiv in Dresden; this branch was given the name Heeresarchiv Dresden in 1937. After the war, Soviet troops confiscated the remaining parts of the archival material and transferred it to the Soviet Union, where it was kept in the Peter Paul Fortress in Leningrad. In 1955 the archives were finally returned to the GDR. Together with other holdings, the "Reichswehrbestand Sachsen" (Reich Army Stock Saxony) was transferred to the military archive of the National People's Army of the former GDR in Potsdam. Here, a basic inventory processing was carried out, especially as the inventory was difficult to use due to file losses and frequent relocations. When the two German military archives were brought together in the mid-1990s in Freiburg im Breisgau, the tradition was passed down from Potsdam to the Bundesarchiv-Militärarchiv. The classification of the files of the individual provenance sites corresponds to the structure of military command and control centres: The archives are largely assigned to the departments (Ia, Ib, Ic, IIa, IIb, IVb and IVc) of the brigade staffs (Reichswehrbrigade 12, 19, 28 with infantry commanders 19 and 29) or have been separated from each other by content. Individual documents of Reichwehr infantry regiments ( 20, 23, 37, 38, 55, 56) and of the artillery regiment 19 with several departments (news department, listening department, force department) and battalions are also available. If larger quantities of archival material were available from a department, a further subdivision was made. The number of files of the departments is different; occasionally no documents are handed down from certain departments. In addition to the organisational, service-related, personnel and material information on the individual stages and on the course of the reduction of the Reich Army in Saxony, the collection contains rich facts on the deployments of the troops stationed in Saxony in 1919 and 1920, not only the suppression of the workers uprisings in West Saxony, but also the deployments in other uprisings areas of Germany, for example in Hamburg, the Ruhr area and Upper Silesia. Troops from Saxony even took part in the fighting against Soviet troops in Latvia and Lithuania. The archives of the units and units of the provisional Reichswehr and the transitional army stationed in Saxony are of some interest for research because comparable records are not available, or at most still available, in the General State Archives in Karlsruhe (for formations stationed in the former Grand Duchy of Baden), in the Hauptstaatsarchiv/Kriegsarchiv Stuttgart (for formations stationed in the former Kingdom of Württemberg) and in the Hauptstaatsarchiv/Kriegsarchiv München (for formations stationed in the former Kingdom of Bavaria).
