Since 1831 Gewett was responsible for the exhibition of Bielbriefe. A council decree of 1838 made it a de facto seaman's office, controlling the acceptance, wages and layoffs of ship crews. After the German Reich's Seemannsordnung came into force, the Gewett officially became the Seemannsamt in 1873. In 1874 a sovereign decree entrusted him with the tasks of a beach office. In 1879 the Gewett took over the management of the ship registers, in 1888 it became the ship surveying authority. Under the supervision of the Gewett, important areas of the shipping and port industry were located in Rostock and Warnemünde. However, some functions had to be transferred to state authorities since the end of the 19th century. Overview: The fortified wall belt with the city gates and towers provided the city with effective military protection. The citizens were obliged to work fortification, to guard and defend the town, had to pay taxes for military purposes. The craft offices had to provide fixed contingents of crew and weapons for the citizen contingent. In times of war, the armed forces were increased by recruited mercenaries under noble leaders, who were used in particular for foreign undertakings. Since the 16th century, the dukes of Mecklenburg Rostock have contested the sovereignty of the armed forces and sought the right of occupation (ius praesidii). In 1565 Duke Johann Albrecht I succeeded in occupying the town and subjugating it to sovereignty. As a result, the inheritance contract of 21 September 1573 was concluded, which left Rostock the right of occupation, but granted the dukes the right to move into the city with up to 400 men in case of danger. For the defence of the country the formation of mercenaries was planned, Rostock had to provide in this case 400 men and two guns. A number of measures should protect against the looming dangers of the Thirty Years' War. From 1623, the town set up mercenary units and from 1626, in order to pay them and finance their quarters, raised service or ticket money. The urban area was divided into 18 flags. In 1626 the reconstruction of the fortification according to the plans of the Dutch architect Johann van Valckenburg began. Nevertheless, in 1628 the town had to surrender to the troops of the imperial commander Albrecht Wallenstein. In 1631 the dukes of Mecklenburg succeeded in reconquering their country with the help of the Swedish king. In return, the Swedes were granted the duty in Warnemünde. The Swedish entrenchment there was fought over and over again in the changeful constellations of the following period, Rostock was occupied several times by Brandenburg, Danish and Swedish troops. After 1631 the town had set up its own mercenary company again. In 1702 they agreed with the sovereigns on a strength of 50 men. The city militia was to serve together with ducal soldiers. Rostock gave up its occupation right with this settlement, had from now on only a co-occupation right. Since 1715 Duke Karl Leopold tried by force to obtain the full occupation right. It was not until the Convention of 1748 that the disputes could be settled. At first the city held on to the right of co-occupation and its 50 soldiers, but in the inheritance contract of 1788 they renounced it. After 1748 the dukes had begun to station their own regiments in Rostock. Triggered by the Napoleonic wars, a fundamental change in military conditions set in. After Mecklenburg's accession to the Confederation of the Rhine, contingent troops had to be set up according to the conscription system of the French army. This marked the break with the old feudal army and the change to bourgeois military rule. After the victory over Napoleon and the accession of the Grand Duchy of Mecklenburg-Schwerin to the German Confederation, this system was further developed and in 1820 the military obligation for the male population was established. In contrast to the residence cities, the military played a subordinate role in Rostock. The Neue Wache at Blücherplatz, built in 1822/25, was the seat of the ducal city commander. A special feature was the Citizen Guard set up in March 1848, which grew out of the old military organisation of flags. However, the idea of people's armament was lost again in the following flag corps. The military contingent to be provided by Mecklenburg-Schwerin in the German Confederation was strongly oriented towards Prussia, which led in 1868 to the integration into its army. The two battalions in Rostock belonged to the Grand Ducal Fusilier Regiment No. 90 according to the count used from then on. 1876 the garrison hospital was built for the regiment in St.-Georg-Straße, 1890 the barracks in Ulmenstraße were completed (thus the previous quarters were no longer needed), 1914 the machine gun company moved into the barracks in Ulmenstraße. The First World War represented a considerable burden for the population who remained at home, in particular the supply and welfare issues required a great deal of administrative effort. The Warnemünde airfield on Hohe Düne, which had been built since 1913 with the support of the Reichsmarineamt, was used by a seaplane experimental command during the war. In 1919 the Füsilier Regiment No. 90 was demobilized and a battalion of the Infantry Regiment No. 5 of the Reichswehr moved into Rostock as a garrison. In 1935, the Schützen- and Artilleriekaserne for now two battalions of the infantry regiment no. 27 of the Wehrmacht were built in the western city expansion area. The holdings of the Faculty of Philosophy 1419-1945 include all the documents handed down by the head of the Faculty of Philosophy, the individual chairs, institutes and seminars from this period. Even though continuous documentation only began around 1789, some older faculty books have survived. The complete faculty register from 1419 to 1701 is a valuable source. The history of the Archive of the Faculty of Philosophy dates back to 1419. A first list of existing files is available from 1569. A preserved print from 1731 contains a list of the existing "books and things". In 1849 the university secretary of the Archive of the Faculty of Philosophy took over and ordered it. With the opening of the new main building of the University in 1870, the Archive of the Faculty of Philosophy was also given space in the rooms on the ground floor. In 1908 it had to be cleared and housed with the other faculty archives in the seminar building in the courtyard. By order of the Rector, the archives of the faculties were to be handed over to the newly formed Archives Commission in 1947. It was not until 1948 that the inventory was returned to the archive rooms of the main building on the ground floor. In the 1950s the order of the stock began. In 1951/52, an alphabetical index was completed, while the systematic indexing of the Dean's Archives of the Faculty of Philosophy lasted until 1962. The search books created were not used in the use. In later years, the order was interfered with, files dissolved or integrated into other holdings. In the 1990s, the collection was newly recorded, later added to the database and is now also accessible via FINDBUCH.net.

In 1849, after the introduction of the ministerial organisation, special departments were created for the tasks of the administration of worship and medicine performed by the government or its Special Department of Education (see 2.21-1). These departments were temporarily attached to the Ministry of Foreign Affairs and then to the Ministry of Justice as departments for educational, medical and spiritual affairs. It was not until 1919 that a special ministry was established under the above-mentioned authority name, the members of which were also individually referred to as "Ministry of Education", "Ministry of Art", "Ministry of Spiritual Affairs" and "Ministry of Medicine". The competence extended to the entire area of education administration (including the University of Rostock), the administration of art institutions, the supervision of religious communities (including the supervision of foundations and institutions for pious and mild purposes) as well as all matters of medical and health care (including veterinary matters). The estate of the von Buchka family was handed over to the Rostock University Archive on 21.02.2005 by Hans-Joachim von Buchka, great-great grandson of Hermann von Buchkas, then Chancellor of the University of Wuppertal. Nine other pieces of the estate were taken over in 2017, including an anniversary bible from 1850, two letters from Fritz Reuter to Hermann Buchka from 1863, the nobility diploma from 1891 and a war diary from 1812. In the history of the von Buchka family there were many points of contact with the University of Rostock, so that the estate and the holdings of the university archive complement each other in their tradition. The surviving family archive mainly contains private and professional personal documents, letters and memoirs: of the pastor Gottlieb Buchka (1788-1863), his son of the State Councillor Hermann von Buchka (1821-1896) and his son Gerhard von Buchka (1851-1935) Director of the Colonial Department of the Foreign Office and later Vice-Chancellor of the University of Rostock. A list of the estate from 1955, which was probably made after the death of Else von Buchkas (14.02.1955), served as the transfer list. This list formed the basis for the order and recording of the estate in the university archives from February to April 2005. The comparison revealed that some items from the list were missing, that the titles only partly corresponded with the contents and that some documents were not listed. In order to understand earlier connections, the list numbers have been included in the database as "old archive signatures". According to the order and distortion of the inventory, 147 file units were created from the 47 items. The concordance was filed under the signature 136. Of great use for the identification of the documents was the genealogical table of 29.09.2004, filed under the signature 135. All information only suspected at the time of the recording was marked by a question mark. The estate mainly contains private and professional personal documents, letters and memoirs of the pastor Gottlieb Buchka (1788-1863), his youngest son, the State Councillor Hermann von Buchka (1821-1896) and his eldest son, Gerhard von Buchka (1851-1935), director of the Colonial Department of the Foreign Office. In the history of the von Buchka family there were many points of contact with the University of Rostock, so that the estate and the holdings of the university archive complement each other. Hermann von Buchka was habilitated in 1843 by the Faculty of Law of the University of Rostock. His brother Carl Friedrich had already studied law here in 1838. From 1843 to 1847, Hermann von Buchka worked as a private lecturer at the Faculty of Law of the University of Rostock and in the Spruchkollegium. He received his honorary doctorate from the Faculty of Medicine in 1890 and from the Faculty of Theology in 1891. His sons Gerhard, Johannes and Heinrich Buchka studied law at the University of Rostock. Gerhard von Buchka was enrolled from 1871 to 1873 as a student at the Faculty of Law of the University of Rostock. He received his doctorate from the Faculty of Law in 1873 and was later Vice-Chancellor of the University of Rostock from 1902 to 1929. His son Gerhard received his doctorate from the Faculty of Law of the University of Rostock in 1903. The corresponding student, doctoral and personnel files are preserved in the university archives. The estate of the family registered here is a great enrichment for the University Archive Rostock and will hopefully attract many more generations of archive users. The chamber's reporting is the result of French legal tradition. Annual reports of the Cologne Chamber of Commerce have been published since 1823. For the first time reporting was made legally binding by the statute of the Chamber of Commerce of Elberfeld and Barmen in 1830. The Prussian decree of 11 February 1848 on the establishment of chambers of commerce made the reporting of the chambers obligatory. Section 24 reads as follows: 'Each year in January, the Chambers of Commerce shall submit a main report to the Minister of Finance on the situation and progress of trade and industry, and shall at the same time submit a copy to the President of the Office of Commerce and the Government. They are obliged to inform the traders and tradesmen of their district of their effectiveness and of the situation and course of trade and trade through the public papers by means of continuous notifications of extracts from the consultation minutes and at the end of each year in a special overview". Further laws of 24 February 1870 and 19 August 1897 expressly emphasised this obligation to submit a report. Since 1897 the reports had to be reproduced in print. Until 1914 the reports were steadily expanded and systematized. This corresponded to the interest of the chambers and the Minister for Trade and Industry, who had the reports published in a supplement of the Prussian Trade Archives until 1872. The Prussian Statistical Bureau, which evaluated the annual reports and based them on comparative overviews of trade and traffic from 1861 onwards, pushed for standardization. The law of 1870, which obliged the chambers to reconcile their interests, did not prevent them from using their annual report as a mouthpiece for their views on economic policy. Free trade and customs were discussed in the annual reports. Although a standardization of the annual reports could not be achieved, the separation of the sections "Views, expert opinions and wishes" (Part A) and "Actual" (Part B) recommended by the Director of the Statistical Bureau, Engel, prevailed. As a rule, Part B contains statistical material which, from today's perspective, provides important data on regional economic and social history. After the First World War, only in exceptional cases did the summary descriptions of the wartime period provided for in the decree of the Prussian Minister of Commerce of 27 October 1914 appear. It was not until 1919 that annual reports were required again. After 1920, many chambers began to produce monthly reports together with neighbouring chambers due to overloading of their scientific officials. The procedure was expressly approved by the Ministry of Commerce, which had been compiling the reports in its magazine "Handel und Gewerbe" since January 1921. Some chambers continued to print annual reports, others presented them in duplicate to the plenary meetings. The monthly reporting of the chambers lasted until 1936. From 1934 to 1939, the Chambers of Commerce produced internal reports every two or three months, some of which were incorporated into their periodicals. With the expansion of official statistics at the Reich, Land and local levels, the Chambers' annual reports lost weight and their character as a decision-making aid for state and municipal administrations. In addition, they were often already outdated when they appeared. Since about 1900 the chambers have countered this development by publishing periodicals, so-called newsletters. After the Second World War, the Law Provisionally Regulating the Law of Chambers of Commerce and Industry did not include a provision on annual reporting, but in practice all chambers publish annual reports and monthly newsletters from 1950 at the latest. The information contained therein is indispensable as a source of regional history. The following overview covers exclusively annual reports from the German-speaking area as well as from Austria-Hungary (before 1918) and the German colonial areas (before 1918).
